HON. MILT SHERWOOD, MINISTER OF PUBLIC SAFETY, MLA – RE:  VARIOUS MATTERS
 

1.) BY-PASS ON HIGHLAND ROAD

Minister Sherwood advised this matter should be brought up when Council meets with Minister Blaney and he will be attending the meeting.

2.) DESIGNATED HIGHWAY PROGRAM

Minister Sherwood advised he would do what he could to support the Town’s application and requested a copy of the application for review. He noted this item should be brought up at the meeting with Minister Blaney.

Minister Sherwood advised the meeting with Minister Blaney is set for November 1st and he will be attending.

3.) INFRASTRUCTURE PROGRAM

Minister Sherwood advised the following amounts have been allocated province wide for the next six years: 2 million, 2.4 million, 9.1 million, 10.5 million, 10.8 million 10.9 million.

4.) GOVERNMENT FUNDING FOR SEWERAGE SERVICES

Minister Sherwood advised this work would need to be requested under the Infrastructure Program.

5.) STANDARD INVESTMENT PROPERTY – CONTAMINATED SITE

Minister Sherwood advised Supply and Services is preparing to buy the Standard Investment property with Shell to do clean up and following that the area may be turned over to the municipality.  Council noted a desire for a complete clean up of the property so it may be sold for prime commercial use which would assist the Province in recovering its costs.

6.) WESTFIELD WHARF

Minister Sherwood advised the Department of Transportation would provide $15,000 to the Town towards the Westfield Wharf as this would be the cost for a breakfront for the ferry in lieu of the wharf being in place.  He noted this matter should be addressed with Minister Blaney at the November 1st meeting.

7.) TASK FORCE ON VOLUNTEER SERVICES

Minister Sherwood advised a study on fire services started in 1997 and not completed would be brought forward again to begin to address the issue of volunteer fire services.

8.) MILE MARKERS FOR HIGHWAY NO. 7

Minister Sherwood advised this matter should be addressed with Minister Blaney on November 1st and he will be attending the meeting.

9.) LETTER FROM LARRY BENNETT - POLICING

A discussion occurred concerning LSD areas – funding for R.C.M.P. services.

E-MAIL OF OCTOBER 18, 2000 FROM LYNDA SILLIPHANT RE:  SILLIPHANT PROPERTY – MITCHELL ROAD/MEMORANDUM OF OCTOBER 17, 2000 RE:  MUNICIPAL PLAN BY-LAW AND ZONING BY-LAW AMENDMENT RE:  BRIAN & JUDY SILLIPHANT – MITCHELL ROAD/DEVELOPMENT OFFICER’S REPORT OF OCTOBER 18, 2000

Linda Sillphant spoke on behalf of her family concerning the Silliphant Property – Mitchell Road noting they are in agreement with having their application processed with the Town’s Municipal Plan By-law and Zoning By-law Review.  She requested the Town give consideration to constructing the road to their property or partner with them in constructing the road.

LETTER OF SEPTEMBER 12, 2000 FROM JOAN MCDONNELL RE:  REPORT REGARDING BOARD OF TRUSTEES, ATLANTIC HEALTH SCIENCES CORPORATION

Councillor Keir moved to receive and file the report of September 12, 2000 from Joan McDonnell regarding Board of Trustees, Atlantic Health Sciences Corporation.

Councillor McGowan moved to receive and file minutes of the Planning Advisory Committee meeting of October 2, 2000.

Councillor McGowan moved to receive and file minutes of the Emergency Measures Organization meeting of August 22, 2000.

Councillor McGowan rejoined the meeting.

Councillor Keir moved to pay the Bills for Payment enbloc for a total of  $20,863.10 and approve the remaining Bills for Ratification for a total of $67,282.77, Grand Total $88,145.87.

Councillor Calvin moved to concur with the recommendation of the Works Commissioner in his report of August 29, 2000 Re:  Surface Water Drainage – 193 River Valley Drive/Letter of August 16, 2000 from Godfrey Associates Ltd. and proceed with drainage improvements on River Valley Drive subject to acquisition of an easement at 1 Grove Street and cost estimate as noted in the Works Commissioner’s Report.

LETTER OF OCTOBER; 17, 2000 FROM JOHN PATTERSON RE:  TOWN SEWERAGE SYSTEM/WORKS COMMISSIONER’S REPORT OF OCTOBER 19, 2000

Councillor Sutton moved to receive and file letter of October 17, 2000 from John Patterson Re:  Town Sewerage System/Works Commissioner’s Report of October 19, 2000.

Seconded by Councillor Keir.  Carried.

It was noted Mr. Patterson would be advised regarding the Town’s application to the Infrastructure Program.

MEMORANDUM OF OCTOBER 18, 2000 FROM EMERGENCY MEASURES ORGANIZATION (EMO) RE:  ROLE OF EMO CO-ORDINATOR

Councillor Keir moved to send a response to EMO confirming the present relationship of the EMO Co-ordinator, Sandra Gautreau, Town Manager and the Deputy Co-ordinator Mr. Gary McKay; the response is to advise of the perifial responsibility of the  Town Manager with EMO until such time as there is an emergency declared by the Town Council.

DEVELOPMENT OFFICER’S/WORKS COMMISSIONER’S REPORT OF SEPTEMBER 20, 2000 RE:  ESTABLISHING BONDING REQUIREMENTS FOR PANORAMIC ESTATES, PHASE 1, SUBDIVISION DEVELOPER’S AGREEMENT – BROUGHT FORWARD FROM SEPTEMBER 25, 2000

Councillor Calvin moved to concur with the recommendation of the Development Officer and Works Commissioner in their report of September 20, 2000 Re:  Establishing Bonding Requirements for Panoramic Estates Phase 1, Subdivision Developer’s Agreement in that prior to receiving the Final Plan for sub-division approval the amount of security be established, and to accept a proposed value of $59,600 for bonding subject to bonding being secured to the satisfaction of the Town’s Solicitor, prior to signing the agreement.

LETTER OF OCTOBER 2, 2000 FROM BRIAN ALEXANDER, ASSISTANT DEPUTY MINISTER, SAFETY SERVICES DIVISION RE:  POLICING ARRANGEMENTS EXTENDED SERVICE AGREEMENT

Councillor Keir moved to send a letter to Brian Alexander, Assistant Deputy Minister, Safety Services Division Re:  Policing Arrangements Extended Service Agreement requesting an explanation regarding the $5,000 per officer increase for January 1, 2001.

LETTER OF OCTOBER 12, 2000 FROM JOE ROBICHAUD RE:  DAMAGE TO PERSONAL VEHICLE/WORKS COMMISSIONER’S REPORT OF OCTOBER 19, 2000

Deputy Mayor Black moved a letter be forwarded to Joe Robichaud to inform him that the Town of Grand Bay-Westfield concurs with the recommendation of their Adjusters Plant Hope regarding damage to his personal vehicle.
