The Town of Grand Bay-Westfield Council met in a regular session on Monday, February 24, 2003 at 7:35 p.m. with Mayor Losier presiding.

Councillor Day moved to adopt the minutes of the regular Council meeting of February 10, 2003 as presented.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF FEBRUARY 3, 2003
Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee meeting of February 3, 2003.

Seconded by Councillor Day.  Carried.
 

7.2 TELEPHONE POLL OF FEBRUARY 6, 2003
RE:  CHANGE ORDERS #5, #6, #7, #12, #13 AND #14

Councillor Day moved to ratify the Telephone Poll of February 6, 2003 Re:  Change Orders #5, #6, #7, #12, #13, and #14 in that authorization be granted to approve Change Orders #5, #6, #7, #12, #13, and #14 as required for the new administration areas.

7.3 RIVER VALLEY COMMUNITY CENTER FOUNDATION INC. BOARD OF DIRECTORS
- MINUTES OF OCTOBER 16, 2001, NOVEMBER 2001, AND OCTOBER 20, 2002

Deputy Mayor McGowan moved to receive and file the minutes of October 16, 2001, November 2001, and October 20, 2002 for the River Valley Community Center Foundation Inc. Board of Directors.

Seconded by Councillor Murphy.  Carried.
 

7.4 MINUTES OF SENTIER NB TRAILS AND GRAND BAY-WESTFIELD MEETING OF
FEBRUARY 4, 2003

Councillor Silliphant moved to receive and file the minutes of Sentier NB Trails and Grand Bay-Westfield meeting of February 4, 2003.

Seconded by Councillor Murphy.  Carried.
 

7.5 MINUTES OF FUNDY REGION SOLID WASTE COMMISSION MEETINGS OF 
JULY 30, 2002, NOVEMBER 13, 2002, DECEMBER 11, 2002, AND JANUARY 8, 2003

Deputy Mayor McGowan moved to receive and file the minutes of the Fundy Region Solid Waste Commission meetings of July 30, 2002, November 13, 2002, December 11, 2002 and January 8, 2003.

Seconded by Councillor Day.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $10,831.05 and approve the Bills for Ratification for a total of $53,902.02, Grand Total $64,733.07.

Seconded by Councillor Murphy.  Carried.

16. TOWN OF GRAND BAY-WESTFIELD 2003 MUNICIPAL INSURANCE PER  FRANK
COWAN COMPANY LTD.

Councillor Day moved to pay up to $109,653 for the Town of Grand Bay-Westfield 2003 Municipal Insurance premium.

Seconded by Councillor Silliphant.  Carried.
 

17. LETTER OF FEBRUARY 3, 2003 FROM LORI LEBLANC, PRESIDENT AND
COMPETITION COMMITTEE CHAIRPERSON, SAINT JOHN SKATING CLUB RE:  LETTER OF THANKS

Deputy Mayor McGowan moved to receive and file letter of February 3, 2003 from Lori LeBlanc, President and Competition Committee Chairperson, Saint John Skating Club Re:  Letter of Thanks.

18. TOWN OF GRAND BAY-WESTFIELD TRANSIT SURVEY SUMMARY -
BROUGHT FORWARD FROM FEBRUARY 10, 2003

Councillor Day moved to refer Town of Grand Bay-Westfield Transit Survey Summary to staff to communicate to potential users and residents of the community the opportunity for a private sector service.

19. LETTER OF JANUARY 17, 2003 FROM HON. MARGARET-ANN BLANEY, MINISTER
OF PUBLIC SAFETY RE:  NEW DESIGN - DESIGNATED DISABLED PARKING PERMIT/BROUGHT FORWARD FROM FEBRUARY 10, 2003

Deputy Mayor McGowan moved to refer letter of January 17, 2003 from Hon. Margaret-Ann Blaney, Minister of Public Safety Re:  New Design - Designated Disabled Parking Permit to the RCMP for proper enforcement.

20. INTERIM PROGRESS CLAIM NO. 1, WASTEWATER COLLECTION AND TREATMENT
STUDY UPDATE, PROJECT NO. 010-098

Councillor Day moved to pay Godfrey Associates Ltd. per Interim Progress Claim No. 1, Wastewater Collection and Treatment Study Update, Project No. 010-098 with the Town’s net cost to be $5,321.45.

Seconded by Councillor Silliphant.  Carried.
 

21. FAX RECEIVED FEBRUARY 17, 2003 FROM JACQUELIN CLARK, FUND
DEVELOPMENT ASSOCIATE, CANADIAN RED CROSS RE:  DOOR TO DOOR CAMPAIGN IN MARCH 2003

Councillor Silliphant moved to receive and file fax received February 17, 2003 from Jacquelin Clark, Fund Development Associate, Canadian Red Cross Re:  Door to Door Campaign in March 2003.

Seconded by Councillor Murphy.  Carried.

It was noted that the Canadian Red Cross door-to-door campaign is scheduled for March 2003 for our community and other areas.
 

22. LETTER OF JANUARY 27, 2003 FROM PETER BROOKER
RE:  RIVER VALLEY ACTION COMMITTEE ON DISABLED PERSONS - FUNDING

Deputy Mayor McGowan moved to refer letter of January 27, 2003 from Peter Brooker Re:  River Valley Action Committee on Disabled Persons - Funding to the Town Manager to forward a letter of explanation to all committee members.

23. TOWN OF GRAND BAY-WESTFIELD WASTEWATER COLLECTION AND TREATMENT
UPDATE REPORT - FEBRUARY 2003 PER GODFREY ASSOCIATES LTD.

Councillor Murphy moved to receive and accept the Town of Grand Bay-Westfield Wastewater Collection and Treatment Update Report dated February 2003 per Godfrey Associates Ltd.

Seconded by Councillor Silliphant.  Carried.

It was noted the Wastewater Collection and Treatment Update Report is available to the public at the Town Office.
 

24. LETTER OF JANUARY 30, 2003 FROM MRS. DEBORAH BEAN, CHIEF 
CORRESPONDENCE OFFICER, BUCKINGHAM PALACE RE:  THANK YOU TO THE COUNCIL AND RESIDENTS OF GRAND BAY-WESTFIELD FOR CONGRATULATIONS ON HER MAJESTY’S GOLDEN JUBILEE

Councillor Day moved to receive and file letter of January 30, 2003 from Mrs. Deborah Bean, Chief Correspondence Officer, Buckingham Palace Re:  Thank You to the Council and Residents of Grand Bay-Westfield for Congratulations on Her Majesty’s Golden Jubilee.

25. LETTER OF FEBRUARY 14, 2003 FROM ROLY MacINTYRE,

Deputy Mayor McGowan moved to receive and file letter of February 14, 2003 from Roly MacIntyre, Chair, New Brunswick Senior Friendship Games Re:  Contribution Request.

26. DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 18, 2003 
RE:  MINIMUM STANDARDS BY-LAW AND UNSIGHTLY PREMISES BY-LAW VIOLATIONS, 63 CENTRAL AVENUE, PID # 00220368

Councillor Day moved to instruct the Town Solicitor to forward a letter to the appropriate provincial departments in regard to the condition of the structure at 63 Central Avenue, PID #00220368.

Seconded by Councillor Murphy.  Carried.
 

27. PLANNING ADVISORY COMMITTEE MEMORANDUM OF FEBRUARY 17, 2003
RE:  RECOMMENDATION TO COUNCIL FOR LAND FOR PUBLIC PURPOSES, JAMES STEVENS - TENTATIVE SUBDIVISION PLAN, WOOLASTOOK DRIVE/DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 19, 2003

Councillor Silliphant moved that Council accept payment of cash, money order or certified cheque in the amount of $537.31 as Money in Lieu of Land for Public Purposes for proposed subdivision of land, creating a new residential building lot out of PID 00219824, as shown on the Tentative Subdivision Plan, James Stevens Subdivision, being Lot 2003-1 and Lot 2003-2 as prepared by DeSaulniers Surveys Inc. and dated January 28, 2003 subject to the payment cash, money order or certified cheque in the amount of $537.31 as Money in Lieu of Land for Public Purposes prior to the Final Approval of the Subdivision Plan by the Development Officer.
