1.  CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 24, 2006 with Mayor Losier presiding.

2.  RECORD OF ATTENDANCE
Deputy Mayor Murphy, Councillor McGowan, Councillor Day, and Councillor Evans were in attendance.  Councillor Little was absent due to illness.

Councillor McGowan moved to pay Councillor Little in his absence.

Seconded by Deputy Mayor Murphy.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor McGowan moved to add item No. 23.a - Rezoning Request and Property Transfer - to the agenda of April 24, 2006.

Seconded by Councillor Day.  Carried.

6.1  RCMP STATISTICAL REPORT FOR MARCH 2006 - RCMP REPRESENTATIVE ATTENDING
Constable MacKinnon presented Council with the RCMP Statistical Report for March 2006.

Deputy Mayor Murphy moved to receive and file the RCMP Statistical Report for March 2006 as presented.

 Seconded by Councillor McGowan.  Carried.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF MONDAY, APRIL 10, 2006
Councillor Day moved to adopt the minutes of the Regular Council Meeting of Monday, April 10, 2006 as presented.

Seconded by Councillor Evans.  Carried.

It was noted the Fire Chief would be asked to forward photos to the River Valley News of Department awards presented on April 10, 2006.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MONDAY, APRIL 3, 2006
Deputy Mayor Murphy moved to receive and file the minutes of the Planning Advisory Committee Meeting of Monday, April 3, 2006.

 Seconded by Councillor Day.  Carried.
 

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF TUESDAY, MARCH 21, 2006
Councillor Evans moved to receive and file the minutes of the Emergency Measures Organization Meeting of Tuesday, March 21, 2006.

 Seconded by Councillor Day.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $29,791.07 and Bills for Ratification for a total of $26,603.43; grand total of $56,394.50.

 Seconded by Deputy Mayor Murphy.  Carried.

PROVINCE OF NEW BRUNSWICK RE:  JOINT EMERGENCY PREPAREDNESS PROGRAM (JEPP) FUNDING

Councillor Day moved to receive and file letter of April 11, 2006 from Andy Morton, Deputy Director, Public Safety, Province of New Brunswick Re:  Joint Emergency Preparedness Program (JEPP) funding and further moved authorization to proceed with the Project to upgrade the communications system at the Emergency Operating Centre at Fire Station 2 at a cost of $8,646.46 funded at 50% by the Joint Emergency Preparedness Program.

 Seconded by Councillor Evans.  Carried.
 

16. LETTER OF APRIL 6, 2006 FROM STOCKWELL DAY, P.C., M. P., MINISTER OF PUBLIC SAFETY,
FEDERAL GOVERNMENT OF CANADA 
RE:  COST SHARE RATIO FOR ROYAL CANADIAN MOUNTED POLICE SERVICE

Councillor Day moved to refer letter of April 6, 2006 from Stockwell Day, P.C., M. P., Minister of Public Safety, Federal Government of Canada Re:  Cost Share Ratio for Royal Canadian Mounted Police Service to the Town Manager for clarification and information.

17. LETTER OF APRIL 11, 2006 FROM DAVID SHIELS OF RIVER VALLEY MIDDLE SCHOOL
RE:  “NEW PHYS ED” PROGRAM EVENT

Deputy Mayor Murphy moved to receive and file letter of April 11, 2006 from David Shiels of River Valley Middle School and further moved to approve the Proposed River Valley Middle School Fun Run to be held Saturday, May 20, 2006 subject to:
 

? permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation;

? final route plan including registration, water/refreshment stations, finish line, parking control, food, reception details, clean up, and garbage disposal to be the responsibility of the River Valley Middle School.

18. LETTER OF APRIL 12, 2006 KENNETH H. MAYBEE, PRESIDENT AND CEO, 
THE LUNG ASSOCIATION RE:  SMOKE-FREE PLACES ACT IN NEW BRUNSWICK

Councillor McGowan moved to receive and file letter of April 12, 2006  from Kenneth H. Maybee, President and CEO, The Lung Association Re:  Smoke Free Places Act in New Brunswick.

19. LETTER OF APRIL 13, 2006 FROM DANNY MARMEN, CHAIR, FUNDY REGIONAL SCIENCE FAIR 2006
RE:  ACKNOWLEDGEMENT OF DONATION

Councillor Day moved to receive and file letter of April 13, 2006 from Danny Marmen, Chair, Fundy Regional Science Fair 2006 Re:  Acknowledgement of Donation.

20.  LETTER RECEIVED APRIL 10, 2006 FROM ANDREW COUGHLAN, 
REDS JUVENILE MEN’S VOLLEYBALL TEAM RE: DONATION REQUEST FOR NATIONAL CHAMPIONSHIP IN ABBOTSFORD, BC

Deputy Mayor Murphy moved to receive and file letter received April 10, 2006 from Andrew Coughlan, Reds Juvenile Men’s Volleyball Team Re:  Donation Request for National Championship in Abbotsford, BC.

Seconded by Councillor Evans.  Carried.
 

21. MEMORANDUM DATED APRIL 19, 2006 FROM PLANNING ADVISORY COMMITTEE 
RE:  TENTATIVE SUBDIVISION APPROVAL - MURRAY POWER SUBDIVISION, 2 KIRTLEY AVENUE/DEVELOPMENT OFFICER’S REPORT OF APRIL 19, 2006
 Councillor Day moved to approve the payment of $919.93 (cash, money order or certified cheque) for Money in Lieu of Land for Public Purposes for the creation of one new building lot as shown on the Tentative Subdivision Plan, Murray Power Subdivision as prepared by Terrain Group Inc., dated March 22, 2006, subject to:

a) recording Utility Easements required by NB Power/Aliant on the Final Subdivision Plan.

Seconded by Councillor McGowan.  Carried.
 

22. RECREATION DIRECTOR’S REPORT OF APRIL 19, 2006 
RE:  LETTER DATED MARCH 22, 2006 FROM CANADIAN CANCER SOCIETY

Councillor Evans moved to refer letter dated March 22, 2006 from the Canadian Cancer Society to the Recreation Director to obtain input from stake holders on the use of pesticides prior to signing a future contract with Urban Landscaping.

Seconded by Councillor Day.  Carried.
 

23. WORKS COMMISSIONER’S REPORT OF APRIL 20, 2006 RE:  2006 GAS TAX APPLICATION
Deputy Mayor Murphy moved that the document entitled Town of Grand Bay-Westfield Five Year Capital Plan (2006 - 2010) prepared by Godfrey Associates Ltd. and Town staff be adopted as presented and that the application for Gas Tax Funding be forwarded to the Province for approval and further moved to approve the projects for 2005-2006 and 2006-2007 in the Five Year Capital Plan and authorize Godfrey Associates Ltd. to proceed to tender subject to approval of our Gas Tax application.

Seconded by Councillor McGowan.  Carried.
 

23.a REZONING REQUEST AND PROPERTY TRANSFER
Councillor McGowan moved to establish the date of May 8, 2006 for a Public Presentation under Section 25 of the Community Planning Act to be held in the Grand Bay Room, 609 River Valley Drive to hear a proposal to amend the Municipal Plan By-law for the development of a 7-unit Senior’s Residential Complex to be located at 27 Inglewood Drive, PID No. 0090274; objections to the proposed plan may be made to Council within 30 days of the day of the Public Presentation.

Seconded by Deputy Mayor Murphy.  Carried.
