The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, May 25, 2009 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Archer, Councillor Calvin, Councillor Day, Councillor McGowan, and Councillor Murphy were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Murphy moved to approve the agenda of May 25, 2009 with the addition of item No. 20.a - Application to Capital Borrowing Board.

    Seconded by Councillor Day.  Carried unanimously.

PUBLIC PRESENTATIONS

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR APRIL 2009 - BROUGHT FORWARD FROM MAY 11, 2009 - RCMP REPRESENTATIVE ATTENDING

    Corporal Landry provided information to Council regarding the RCMP Statistical Report for April 2009 brought forward from May 11, 2009.

    Councillor McGowan moved to receive and file the RCMP Statistical Report for April 2009.

    Seconded by Councillor Day.  Carried.

    It was noted that the Bike Rodeo sponsored by the Neighbourhood Watch would be held on June 13, 2009.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF MAY 11, 2009

Councillor Murphy moved to adopt the minutes of the Regular Council Meeting of May 11, 2009 as presented.

    Seconded by Deputy Mayor Archer.  Carried.

7.2 MINUTES OF TOURISM COMMITTEE MEETING OF APRIL 16, 2009

    Councillor Murphy moved to receive and file minutes of Tourism Committee Meeting of April 16, 2009.

    Seconded by Deputy Mayor Archer.  Carried.

    It was noted that the Grand Bay-Westfield Open Air Festival would be held on July 25, 2009.

MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF APRIL 21, 2009

    Councillor McGowan moved to receive and file minutes of Emergency Measures Organization Meeting of April 21, 2009.

    Seconded by Deputy Mayor Archer.  Carried.

8. BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment in the amount of $26,503.65 and Bills for Ratification in the amount of $65,206.88; Grand Total of $91,710.53.

    Seconded by Councillor Calvin.  Carried.

16. TOWN MANAGER’S REPORT OF MAY 12, 2009 RE:  2009 SUMMER MEETING SCHEDULE

Deputy Mayor Archer moved to cancel the Regular Council Meetings of July 13, 2009 and August 24, 2009 with a Special Council Meeting to be called if required.

    Seconded by Councillor Calvin.  Carried.

17. LETTER OF MAY 4, 2009 FROM WAYNE GANONG, PRESIDENT, RIVER VALLEY CHAMBER OF COMMERCE RE:  PROPOSED WOODS AT WESTFIELD DEVELOPMENT

Councillor Day moved to receive and file and have read for the record letter of May 4, 2009 from Wayne Ganong, President, River Valley Chamber of Commerce Re:  Proposed Woods at Westfield Development.

Seconded by Deputy Mayor Archer.  Carried.

The letter of May 4, 2009 from Wayne Ganong was read.

18. LETTER OF MAY 12, 2009 FROM HON. JOHN W. FORAN, MINISTER OF PUBLIC SAFETY AND SOLICITOR GENERAL RE:  DISABILITY AWARENESS WEEK

    Deputy Mayor Archer moved to receive and file letter of May 12, 2009 from Hon. John W. Foran, Minister of Public Safety and Solicitor General Re:  Disability Awareness Week.

    Seconded by Councillor Calvin.  Carried.

19. DEVELOPMENT OFFICER’S REPORT OF MAY 19, 2009 RE:  AMENDING SUBDIVISION PLAN, 009062 NB LTD. SUBDIVISION, LOT 08-9

    Deputy Mayor Archer moved to assent to the Municipal Service Easement as shown on Subdivision Plan 009062 NB Ltd. Subdivision, Lot 08-9 as prepared by Desaulniers Surveyors Inc. dated May 14, 2009 for approval by the Development Officer of the Final Amending Subdivision Plan.

    Seconded by Councillor McGowan.  Carried.

20. RECREATION DIRECTOR’S REPORT OF MAY 20, 2009 RE:  RIVER VALLEY BASEBALL PROJECT

    Councillor Murphy moved to authorize an application for funding to the Recreation Infrastructure Canada (RINC) Program administered by the Atlantic Canada Opportunities Agency (ACOA) for repaving the Town Tennis Court and the installation of a Batting Cage on Town ball fields and further to forward a letter to the River Valley Baseball Association informing them of this application.

    Seconded by Deputy Mayor Archer.  Carried.

20.a APPLICATION TO CAPITAL BORROWING BOARD

Councillor Murphy moved that the Municipality of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow money in an amount not to exceed $2,000,000 for the following:
Purpose                Term            Amount
Transportation Services -        15 years            2,000,000
Road Construction -
Commercial Core Road

    Seconded Councillor McGowan.  Carried.

Mayor Losier noted the Collector Road Announcement of May 23, 2009 and also noted the upcoming May 30, 2009 Rally for Saving CBC.
