October 25, 2010 Minutes

1..... CALL TO ORDER - 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday October 25, 2010 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor McGowan, Councillor Calvin, and Councillor Murphy were in attendance.  Councillor Day was absent.

    Deputy Mayor McGowan moved to pay Councillor Day in her absence.
   
    Seconded by Councillor Murphy.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Murphy moved to approve the agenda of October 25, 2010 as presented with the addition of item No. 21A – Woolastook Drive, Extension of Curb, Gutter, and Sidewalk.

    Seconded by Deputy Mayor McGowan.  Carried unanimously.

Mayor Losier and Fire Chief Troy Gautreau made Various Presentations/Awards to Volunteer Fire/Rescue Department Members as follows:

Councillor Murphy moved to recess for ten minutes.

6.3 PRESENTATION OF PROPOSED OPERATING BUDGET FROM THE FUNDY REGION SOLID WASTE COMMISSION (FRSWC) FOR THE YEAR 2011/NOTICE OF INTENTION TO VOTE ON A BORROWING RESOLUTION - RICHARD MCLEAN TOWN REPRESENTATIVE (FRSWC) PRESENTER

Richard McLean, Town Representative to the Fundy Region Solid Waste Commission (FRSWC) provided Council with information concerning FRSWC operations.

Councillor Calvin moved to receive and file the budget as presented by Richard McLean as our representative to the Fundy Region Solid Waste Commission (FRSWC) and to advise Mr. McLean that Council is in support of the 2011 Budget submission and application for borrowing.

Seconded by Councillor Murphy.  Carried.

6.4 PRESENTATION BY THE SAINT JOHN ARTS BOARD RE:  INTERNATIONAL SCULPTURE SYMPOSIUM - PROPOSED FOR 2012 - DAVID ADAMS PRESENTER

Mr. David Adams and Mr. Bernard Cormier of the Saint John Community Arts Board provided a presentation and information Re:  International Sculpture Symposium proposed for 2012.

Councillor Murphy moved to refer the item back to staff to bring forward for the 2011 Budget for consideration.

Seconded by Deputy Mayor McGowan.  Carried.

    Councillor Murphy moved to adopt the minutes of the Regular Council Meeting of October 12, 2010 as presented.

    Seconded by Councillor Calvin.  Carried.

7.2 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF
SEPTEMBER 20, 2010

    Councillor Calvin moved to receive and file the minutes of the Planning Advisory Committee meeting of September 20, 2010.

    Seconded by Councillor Murphy.  Carried.

7.3 MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF JUNE 15, 2010

Councillor Murphy moved to receive and file minutes of the Emergency Measures Organization meeting of June 15, 2010

    Seconded by Deputy Mayor McGowan.  Carried.

8. BILLS FOR PAYMENT

    Councillor Calvin moved to pay Bills for Payment in the amount of $68,609.16 and Bills for Ratification in the amount of $25,270.88; Grand Total $93,880.04.

    Seconded by Councillor Murphy.  Carried.

Councillor Murphy moved to receive and file the following Consent Agenda Item:

16. INFORMATION PACKAGE FROM CHERRY BROOK ZOO INC. - OPERATIONAL BUDGET REQUEST 2011 - OVERVIEW

    Councillor Murphy moved to receive and respond to the Cherry Brook Zoo Inc. with an explanation and to make the Zoo aware of the Town’s Grants/Donations Policy.

Seconded by Deputy Mayor McGowan.  Carried.

FIRE CHIEF’S REPORT OF OCTOBER 20, 2010 RE:  GENERAL CAPITAL BORROWING - PURCHASE OF ENGINE 1 REPLACEMENT

Deputy Mayor McGowan moved that the Municipality of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow money in an amount not to exceed $380,000 for a term not to exceed fifteen (15) years for the following purposes:

    Fire Protection Services – purchase of a custom fire pumper

and further moved the Town proceed to invitational tender for the purchase of a custom fire pumper to include a Compressed Air Foam System.

18. TOWN MANAGER’S REPORT OF OCTOBER 20, 2010 RE:  COUNCIL VACANCY

    Councillor Calvin moved to indicate to the Province that the Town wishes to take advantage of the December 2010 by-election.

    Seconded by Councillor Murphy.  Carried.

19.
MEMORANDUM OF OCTOBER 19, 2010 FROM THE PLANNING ADVISORY COMMITTEE RE:  TERM EXPIRATIONS

    Councillor Murphy moved to re-appoint Chyanne Kirby and Ron Daigle to the Planning Advisory Committee for a three year term from January 2011 – January 2014.

    Seconded by Deputy Mayor McGowan.  Carried.

20. MEMORANDUM OF OCTOBER 19, 2010 FROM THE PLANNING ADVISORY COMMITTEE RE:  2011 BUDGET REQUEST

Councillor Calvin moved to forward the 2011 Budget Request from the Planning Advisory Committee to the 2011 Operating Budget for consideration.

Seconded by Councillor Murphy.  Carried.

21. TOWN MANAGER’S REPORT OF OCTOBER 15, 2010 RE:  VARIOUS FEES - 2011

Deputy Mayor McGowan moved to adopt Various Town Fees dated October 15, 2010, copy attached, effective January 1, 2011.

Seconded by Councillor Calvin.  Carried.

21A.. WOOLASTOOK DRIVE – EXTENSION OF CURB, GUTTER, AND SIDEWALK

Deputy Mayor McGowan moved to approve the extension of curb, gutter, and sidewalk from Beverley Hills Drive northward along Woolastook Drive to the northern intersection with River Valley Drive and to authorize Dillon Consulting Ltd. to administer and supervise the project under the current 2010 Gas Tax Project.

    Seconded by Councillor Calvin.  Carried.
