1.  CALL TO ORDER - 7:30 PM
The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 25, 2007 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE
Deputy Mayor Murphy, Councillor Little, Councillor McGowan and Councillor Day were in attendance.  Councillor Evans was absent.

Councillor Day moved to pay Councillor Evans in his absence.

Seconded by Deputy Mayor Murphy.  Carried.
 
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the Agenda of June 25, 2007 as  presented.

 Seconded by Deputy Mayor Murphy.  Carried.

6.1 PRESENTATION BY BRIAN CURRY, TOWN REPRESENTATIVE - HARBOUR STATION
Brian Curry, Town Representative for Harbour Station presented Council with a verbal overview of Harbour Station operations for November 2006 - June 2007.

Councillor McGowan moved to receive comments from Brian Curry Re:  Harbour Station Operations for November 2006 - June 2007.

Seconded by Deputy Mayor Murphy.  Carried.

Mayor Losier thanked Brian Curry for his dedicated service as Town Representative on the Harbour Station Board.
 
6.2 PRESENTATION BY RANDY BELL, TOWN REPRESENTATIVE - AQUATIC CENTRE
Randy Bell, Town Representative for the Aquatic Centre gave Council a verbal presentation of the Aquatic Centre Operations for November 2006 - June 2007.

Councillor McGowan moved to receive comments from Randy Bell Re:  Aquatic Centre Operations for November 2006 - June 2007.

Seconded by Councillor Day.  Carried.

Mayor Losier thanked Randy Bell for his dedicated service as Town Representative on the Aquatic Centre Board.

Councillor Day moved to adopt the minutes of Regular Council  Meeting of June 11, 2007 as presented.

7.2 MINUTES OF TOURISM COMMITTEE MEETING OF MAY 17, 2007
Deputy Mayor Murphy moved to receive and file the minutes of  Tourism Committee Meeting of May 17, 2007. 

 Seconded by Councillor Day.  Carried.
 
7.3  TELEPHONE POLL OF JUNE 15, 2007
RE:  WATERFRONT DEVELOPMENT, BRUNDAGE POINT TRAIL HEAD - CHANGE ORDER NO. 1

 Deputy Mayor Murphy moved to ratify the Telephone Poll of June 15, 2007 in that authorization is granted for Change Order No. 1 Re:  Waterfront Development, Brundage Point Trail Head, Grand Bay-Westfield, NB Project Nos. 010-116 & 010-125 as recommended by Godfrey Associates Ltd. per correspondence of June 14, 2007 to add gypsum board to the foundation wall of the River Centre for a cost of $2,246.84 + HST.

 Seconded by Councillor Little.  Carried.
 
7.4 MINUTES OF THE PLANNING ADVISORY COMMITTEE MEETING OF JUNE 4, 2007
Councillor Day moved to receive and file the minutes of Planning Advisory Committee Meeting of June 4, 2007.

 Seconded by Deputy Mayor Murphy.  Carried.
 
7.5 MINUTES OF THE RIVER VALLEY COMMUNITY CENTER FOUNDATION INC. BOARD OF 
DIRECTORS MEETING OF MAY 15, 2007

 Councillor Day moved to receive and file the minutes of River Valley Community Center Foundation Inc. Board of Directors Meeting of May 15, 2007.

 Seconded by Councillor Little.  Carried.
 
8. BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $21,468.39 and Bills for Ratification for a total of $38,826.70; grand total of $60,295.09.

 Seconded by Deputy Mayor Murphy.  Carried.

15.1 RIVER VALLEY COMMUNITY CENTER FOUNDATION INC. ANNUAL MEETING REPORT OF
JUNE 19, 2007

Deputy Mayor Murphy moved to receive and file River Valley Community Center Foundation Inc. Annual Meeting Report of June 19, 2007.

 Seconded by Councillor Day.  Carried.

 Mayor Losier noted the Community Center will be lifting the freeze on  Town funding to the Center for 2008.
 
16. RIVER CENTRE MANAGER’S REPORT OF JUNE 20, 2007
RE:  RIVER CENTRE RENTAL & USER GUIDES

 Deputy Mayor Murphy moved to approve as amended the proposed rental fee structure and hourly/daily rates along with the proposed rental user guidelines dated June 20, 2007 for the Brundage Point River Centre facility reflecting a wording change of Service Groups to Community Services Groups and a rate change for Non Profit, Community Service and Youth Group from $150.00 to $140.00 per day.

 Seconded by Councillor Day.  Carried.

 CORPORATION RE:  FINANCIAL ASSISTANCE APPROVAL - BRUNDAGE POINT RIVER CENTRE

 Councillor Day moved to receive and file letter of May 30, 2007 from Bernard Paulin, President Regional Development Corporation Re:  Financial Assistance Approval - Brundage Point River Centre.

18. LETTER OF JUNE 20, 2007 FROM STEPHANIE PATTERSON, P. ENG., 
GODFREY ASSOCIATES LTD. RE:  WATERFRONT DEVELOPMENT, BRUNDAGE POINT TRAIL HEAD, GRAND BAY-WESTFIELD, NB - CLAIM NO. 12, PROJECT NOS. 010-116 & 010-125

 Councillor Day moved to approve Project Nos. 010-116 & 010-125, Claim No. 12, Waterfront Development Brundage Point Trail Head, Grand Bay-Westfield, NB - Claim No. 12 per letter of June 20, 2007 from Stephanie Patterson, P. Eng., Godfrey Associates Ltd. with authorization to pay relevant invoices.

 Seconded by Deputy Mayor Murphy.  Carried.
 
19. WORKS COMMISSIONER’S REPORT OF JUNE 19, 2007 
RE:  2006 - 2007 WINTER MAINTENANCE CONTRACT - HOLDBACK RELEASE

 Councillor Day moved to release $3,171.16 of the $5,000 holdback back to Brad Gould Trucking & Excavating with $1,828.84 being returned to the general revenue accounts to cover the cost of replacing one antique light damaged by the snow control contractor.

 Seconded by Councillor Little.  Carried.
 
20. WORKS COMMISSIONER’S REPORT OF JUNE 19, 2007
RE:  SNOW AND ICE CONTROL PLAN REVISIONS

 Deputy Mayor Murphy moved to adopt the recommended changes to the Town’s Snow and Ice Control Plan as set out in the Works Commissioner’s report dated June 19, 2007.

 Seconded by Councillor Day.  Carried.
 
21.  WORKS COMMISSIONER’S REPORT OF JUNE 20, 2007 
RE:  2007 DESIGNATED HIGHWAY PROJECT

 Councillor Day moved to authorize Godfrey Associates Ltd. to proceed to tender for storm sewer work on Designated Highway Route 177 to install a section of storm sewer in front of the River Valley Middle School soccer field and to install storm sewer from Stevens Court north to Garden Road as outlined in the Works Commissioner’s Report of June 20, 2007 not to exceed $250,000 including engineering fees.

 Seconded by Councillor McGowan.  Carried.
 
22. LETTER DATED JUNE 11, 2007 FROM ANDREW AND KELLY MURRAY
RE:  PROPERTY OFF RIDGEWAY, PID NO. 30148621/WORKS COMMISSIONER’S REPORT OF JUNE 21, 2007

Deputy Mayor Murphy moved to forward a letter to Andrew and Kelly Murray requesting they submit to the Town written confirmation of the following:

(a) the damages that they allege that they have suffered as a result of the Town’s action;

(b) the action that they are requesting the Town take regarding the damage.

and

to advise the Murray’s that any assistance towards the development of the land is doubtful, however subject to the findings with respect to item a) & b) above would not be considered until such time as a formal subdivision application is received for the development of the land.

23.  WORKS COMMISSIONER’S REPORT OF JUNE 19, 2007 
RE:  COMEX PARKING & SHELTER

 Deputy Mayor Murphy moved to approve the draft agreement dated May 30, 2007 between the Town of Grand Bay-Westfield and the River Valley Community Center Foundation Inc. as attached to reflect changes recommended by solicitor Hopkins per his email of June 14, 2007 with authorization for signatures and the agreement to return to the River Valley Community Center Foundation Inc. for execution.

 Seconded by Councillor Day.  Carried.
