PRESENTATIONS TO GORDON TAYLOR RE: VOLUNTEER FIRE SERVICE MEDALS Mayor Losier welcomed Hon. Milt. Sherwood, Minister of Public Safety and Cst. Norman Adams representing the former Grand Bay Fire Management Board.
Cst. Norman Adams congratulated Retired Fire Chief Taylor on his 40 years of dedicated service.
Minister Sherwood presented retired Chief Taylor with a 35 years plus Provincial Fire Service Medal.
Cst. Norman Adams presented Retired Fire Chief Taylor with a 40 year medal and a certificate for Exemplary Service Medal for 40 years of dedicated service from the Governor General of Canada.
Mayor Losier offered congratulations and appreciation for Retired Chief Taylor’s many years of service.

PRESENTATIONS TO GRAND BAY-WESTFIELD VOLUNTEER FIREFIGHTERS: SUSAN ROBERTSON, SCOTT WORDEN, MARK RICHARDSON, MIKE HAWKES, CHARLIE SULLIVAN, NORM SKJONSBERG RE: COMPLETION OF FIRST RESPONDER COURSE Mayor Losier presented Susan Robertson, Scott Worden, and Mike Hawkes with letters of congratulations on completion of their First Responder Course.
Deputy Chief Bill Wallace, on behalf of Mark Richardson, Charlie Sullivan and Norm Skjonsberg, accepted letters of congratulations for completion on their First Responder Course.

“GOOD NEWS” – PRESENTATION TO KATE ROGERS RE: RHODES SCHOLARSHIP Mayor Losier presented Kate Rogers with a letter of congratulations and a gift on receiving a Rhodes Scholarship and noted how proud the community is of her.
Kate Rogers is the first female Saint John High School graduate to be named a Rhodes Scholar.

MINUTES OF REGULAR COUNCIL MEETING OF APRIL 10, 2000 Councillor Sutton moved to adopt the minutes of the regular Council meeting of April 10, 2000 as presented.

TOWN MANAGER’S REPORT OF APRIL 17, 2000 RE: CANADA DAY COMMITTEE Councillor Calvin moved to appoint Cheryl Brown and Gerry Albert to serve on the Canada Day Committee, with authorization for an expenditure of $300 Re: Canada Day 2000.

PLANNING ADVISORY COMMITTEE MEMORANDUM OF APRIL 19, 2000 RE: TENTATIVE SUBDIVISION APPROVAL PANORAMIC ESTATES SUBDIVISION, PHASE 1, PLAN DATED JULY 28, 1999/DEVELOPMENT OFFICER’S REPORT OF APRIL 19, 2000/RELEVANT DATA Councillor Sutton moved to concur with the April 19, 2000 recommendation of the Development Officer Re: Panoramic Estates Subdivision, Phase I in that Council:
1. accept Cash in Lieu of Land for Public Purposes proposed for Phase I, based on design calculations subject to negotiations with the Developer;
2. accept the design calculations as presented on drawing titles: Plan and Profile June Avenue, and Plan and Profile, Florence Lane, Subdivision Services, Panoramic Estates dated April 10, 2000 along with design summary prepared by ADI Limited, dated April 10, 2000 as meeting development standards for concrete curb and gutter street design, storm sewer and sanitary sewer to be assumed by the Town prior to Final Subdivision approval subject to:
a) the maximum slope on any roadway embankment shall be 2:1 for stability except when rock is encountered;
b) embankments shaped at a maximum of 2:1 may have to extend on to the proposed building lots in order to maintain the slope;
c) driveway access must be maintained level with the road within the 1 metre area behind the curb to allow for future sidewalks without having to re-shape driveways;
d) during any construction check-dams and other appropriate measures must be used to prevent and control erosion;
e) if during construction additional room beyond the 1 metre area behind the curb is possible to be created, it should be obtained;
f) hydro-seed all embankments on roadway cuts and Land for Public Purposes prior to acceptance by the Town;
3. easements should be obtained as required in the drainage area east of Woolastook Drive to allow future upgrades or maintenance to ensure the pathway remains adequate to handle present and future flows;
4. utility easements for Phase I be reviewed by NB Power and NB Tel and recorded on the Subdivision Plan;
5. pursuant to Regulation 76-154 under the Clean Environment Act, the Department of the Environment shall approve plans and profiles for installation of storm sewers, catch basins, and manholes prior to Final Subdivision Approval.

PLANNING ADVISORY COMMITTEE MEMORANDUM OF APRIL 19, 2000 RE: TENTATIVE SUBDIVISION APPROVAL BOB DARLING/WESTFIELD COUNTRY ESTATES SUBDIVISION, PHASE II, PLAN DATED MARCH 29, 2000/DEVELOPMENT OFFICER’S REPORT OF APRIL 19, 2000/RELEVANT DATA Mayor Losier departed the meeting.

Councillor Sutton moved Tentative Approval be granted for the proposed development of land identified as NBGIC No. 00227702, for a 13 lot subdivision, based on Tentative Subdivision Plan, Westfield Country Estates, Phase II, dated March 29, 2000 with approval for the following:
1) approval of Land for Public Purposes identified by NBGIC No. 30188734, from Phase I of the development (having an area of 8790m² and a total lot width/frontage of 3.47m on a semi- developed road way) to be exchanged for lot 24 Block B being 4.0+/- ha including lands between NBEPC power lines corridor and Milligan Brook;
2) approval of future street access to Chapman property identified by NBGIC No. 00210773 within Lot 24, Block B, to be identified as future Street “A” and;
3) approval of future street identified on the Plan accessing lands held by the Westfield Golf Club identified by NBGIC No. 3004335 to be identified as future street “B”;
4) approval of future street to Lot 19 as shown on Tentative Plan to be consolidated with Lot 19 and shown as such on subdivision plan subject to:
a) roadway design to be provided by Developer for maximum 8% road grade and storm water control to meet minimum standards set in the Sub-division By-law with the addition of 10 cm course gravel, 3.2 cm crushed gravel, 5 cm thick base asphalt and 2.5 cm thick top coat asphalt;
b) utility easements having been approved by NB Power and NB Tel recorded on the Final Subdivision Plan;
c) nature & porosity of the soil determination by the Department of Health to be recorded on the Subdivision Plan;
d) addition of key plan showing relative position of proposed development to be recorded on the Subdivision Plan;
e) entering into a Developer’s Agreement setting out the minimum standard of road construction the P-loop road design prior to final subdivision approval by the Development Officer;
f) subdivision approval to be subject to the $15.00 subdivision fee as set out in the Village of Westfield Subdivision By-law #12 prior to final subdivision approval by the Development Officer.

It was noted the matter of sewerage services would be explored with the Developer.
21.
WORKS COMMISSIONER’S AND RECREATION DIRECTOR’S REPORT OF APRIL 19, 2000 RE: LAWN MOWING SERVICES Councillor Calvin moved to concur with the following recommendations of the Recreation Director in his report of April 19, 2000:
1) to concur with the Works Commissioner and delete the area of the Works Building from the tender;
2) accept the low bid of $9,219 all taxes included per season from Green Path Landscaping minus the Works Building for $124 for a new total of $9,095;
3) acceptance be subject to receiving the Performance Bond in the form of a certified cheque made payable to the Town of Grand Bay-Westfield in the amount of 5% of $9,095 which is $454.75.Seconded by Councillor Sutton. Carried.
22.
WORKS COMMISSIONER’S REPORT OF APRIL 19, 2000 RE: VACUUM STREET SWEEPING Councillor McGowan moved to concur with the recommendation of the Works Commissioner in his report of April 19, 2000 in that the tender for Vacuum Street Sweeping Services for 2000 and 2001 be awarded to John Sweeping for $38,485.94 ($19,242.97 per year.)
Seconded by Councillor Calvin. Carried.
It was noted staff would identify the hourly rate for the year 2000 vacuum street sweeping.
