The Town of Grand Bay-Westfield Council met in a regular session on Monday, March 25, 2002 at 7:30 p.m. with Mayor Losier presiding.

PUBLIC PRESENTATIONS
 
6.1 PRESENTATION BY PAUL CAMPBELL, ENVIRONMENT AND LOCAL GOVERNMENT
RE:  SEPTAGE PROGRAM

Paul Campbell Co-ordinator of Capital Projects for the Department of Environment and Local Government provided a presentation on the options available for Wastewater Treatment in the Town of Grand Bay-Westfield.  In the Province’s view, currently developed lots with less than an acre would require treatment by means of a sanitary sewer system to protect ground water.

A discussion occurred with Council respecting Mr. Campbell’s presentation.

Mr. Campbell advised that he is prepared to recommend approval to the Province for a Town application to the Clean Water Program to update prior wastewater studies and he advised he supports the Town’s current Infrastructure application.

Councillor Day moved to forward correspondence to the Minister of Local Government and Environment seeking approval of 50% funding under the Clean Water Program for updating the Waste Water Treatment study for the Town of Grand Bay-Westfield.

7. MINUTES OF REGULAR COUNCIL MEETING OF MARCH 11, 2002
Councillor Day moved to adopt the minutes of the regular Council meeting of March 11, 2002 as presented.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 4, 2002
Deputy Mayor McGowan moved to receive and file the minutes of the Planning Advisory Committee meeting of March 4, 2002.

Seconded by Councillor Silliphant.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $178,205.21, and approve the Bills for Ratification for a total of $79,725.56, Grand Total $257,930.77.

Seconded by Councillor Silliphant.  Carried.

Councillor Silliphant moved to receive and file the following Consent Agenda items:

Councillor Calvin moved Reading in its Entirety of By-law No. 84, Town of Grand Bay-Westfield By-law Respecting the Repeal of By-law No. 84, Village of Westfield By-law Respecting Weight Restrictions within the Village of Westfield.

Seconded by Councillor Day.  Carried.

By-law No. 84 was read in its entirety.
 

13.2 THIRD READING BY TITLE AND ENACTMENT OF BY-LAW NO. 84,

Deputy Mayor McGowan moved Third Reading by Title and Enactment of By-law No. 84, Town of Grand Bay-Westfield By-law Respecting the Repeal of By-law No. 84, Village of Westfield By-law Respecting Weight restrictions within the Village of Westfield.

Seconded by Councillor Silliphant.  Carried.

By-law No. 84 was read a third time by title and enacted.

16. LETTER OF MARCH 6, 2002 FROM JUDE CARSON, CHAIRPERSON,
GREATER SAINT JOHN COMMUNITIES IN BLOOM RE:  BLOOMS PROGRAM

Councillor Day moved to receive and file letter of March 6, 2002 from Jude Carson, Chairperson, Greater Saint John Communities in Bloom Re:  Blooms Program.

Seconded by Councillor Silliphant.  Carried.

It was noted that the Communities in Bloom Committee has decided to disband after achieving the highest success possible within the national Communities in Blooms program.
 

17. RECREATION DIRECTOR’S REPORT OF MARCH 6, 2002
RE:  RECREATION DEPARTMENT DRAFT BALL FIELD POLICY

Councillor Day moved to adopt the Ball Field Policy as presented and to have this newly adopted Policy forwarded to the appropriate parties and placed on the Town of Grand Bay-Westfield Web Site, copy attached.

18. LETTER OF FEBRUARY 18, 2002 FROM STUDENT COUNCIL, HARBOUR VIEW HIGH SCHOOL
RE:  APPRECIATION FOR SUPPORT

Councillor Calvin moved to receive and file letter of February 18, 2002 from Student Council, Harbour View High School Re:  Appreciation for Support regarding use of Harbour Station.

19.  LETTER OF MARCH 14, 2002 FROM BRUCE ANGUS, RESIDENT
RE:  PEDESTRIAN RELATED MATTERS

Councillor Day moved to refer letter of March 14, 2002 from Bruce Angus, resident Re:  Pedestrian Related Matters to staff and policing authorities with a report to return to Council with recommendations on matters noted in Mr. Angus’ letter.

20. INFORMATION PACKAGE RECEIVED FROM THE SAFETY START PROGRAM
RE:  PARTNERSHIP 2000 EMPLOYABILITY SKILLS PASSPORT PROGRAM

Councillor Day moved to refer Information Package received from the Safety Start Program Re:  Partnership 2000 Employability Skills Passport Program to the Recreation Director to co-ordinate with the Volunteer Fire Department and the Westfield Volunteer Ambulance Service to set up session(s) for the young people in our Town to attend the Safety Start Program and obtain skills concerning safety matters in the workplace.

21. LETTER OF MARCH 18, 2002 FROM FEDERATION OF CANADIAN MUNICIPALITIES
RE:  RATIFICATION OF THE KYOTO PROTOCOL

Deputy Mayor McGowan moved to have Mayor Losier read the Federation of Canadian Municipalities recommended resolution concerning the Kyoto Protocol.

Seconded by Councillor Day.  Carried.

Councillor Day moved whereas climate change causes drought, permafrost melting, sea-level rise and floods that damage municipal infrastructure, displace citizens and create a financial burden for municipal governments;

whereas economic activity in rural and northern communities relying on fisheries, tourism, forestry and agriculture is disrupted by climate change;

whereas investments in building retrofits, community energy systems, water conservation, renewable energy technologies, waste reduction, landfill gas capture, fleet management and public transit reduce municipal operating costs, help maintain community services and protect public health while cutting greenhouse gas emissions and contributing to climate change;

whereas forestry and agriculture sectors can expand business opportunities by increasing the capacity of trees and soils to absorb carbon dioxide and by developing renewable fuels like ethanol;

whereas fossil fuel producers are increasing investments in renewable energy and alternative fossil fuel technologies that reduce the amount of carbon dioxide going into the air; and

whereas 72 per cent of Canadians want the Kyoto Protocol ratified;

that the Town of Grand Bay-Westfield endorses ratification of the Kyoto Protocol; and

that this resolution be communicated to our Member of Parliament, Provincial Environment and Energy Minister, Federal and Provincial Opposition Leaders, Community Media and the Federation of Canadian Municipalities.

RE:  SUNDAY SHOPPING

Councillor Silliphant moved to receive and file letter of March 13, 2002 from Rev. Mr. R. E. Freill, Diocese of Saint John Re:  Sunday Shopping.

23. LETTER OF MARCH 15, 2002 FROM VIVIEN CARSON,
COMMUNICABLE DISEASE NURSE, PUBLIC HEALTH SERVICES RE:  PANDEMIC INFLUENZA

Deputy Mayor McGowan moved to refer letter of March 15, 2002 from Vivien Carson, Communicable Disease Nurse, Public Health Services Re:  Pandemic Influenza to the Emergency Measures Organization (EMO) for a response back to Council as to the EMO plan for the community.

AND CHIEF ENGINEER, DEPARTMENT OF TRANSPORTATION RE:  LAND TRANSFER AT THE WESTFIELD WHARF/LETTER OF MARCH 12, 2002 FROM TERRANCE GAMBLE, PROPERTY MANAGER, DEPARTMENT OF TRANSPORTATION RE:  REQUEST TO ACQUIRE PORTION OF HER MAJESTY THE QUEEN (DEPT. OF TRANSPORTATION) PROPERTIES WITH PID NOS. 00133975 AND 00229138, TOWN OF GRAND BAY-WESTFIELD, KINGS COUNTY

Councillor Calvin moved that the Town prepare an invoice to the Department of Transportation for payment Re:  Maintenance of Westfield Wharf as a Breakwater for the Ferry Landing, and that a letter be forwarded to the Minister of Transportation to make application to Cabinet for property #00229138 adjacent to the Wharf for $1.00, and a portion of property #00133975 as indicated by the Development Officer for $1.00.

Seconded by Councillor Day.  Carried.
