CALL TO ORDER

The Town of Grand Bay-Westfield Council met in a regular session on Monday, November 25, 2002 at 7:37 p.m. with Mayor Losier presiding.

All members were in attendance.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND
DELETIONS

Councillor Day moved to add the following item to the agenda as item No. 28a:

Consideration to Proceed with Action Re: Account No. 2409.

Seconded by Deputy Mayor McGowan.  Carried unanimously.

Deputy Mayor McGowan moved to add the following item to the agenda as item 3a:

Good News Item Re:  President’s Award per Saint John Board of Trade.

Seconded by Councillor Day.  Carried unanimously.

Deputy Mayor McGowan, on behalf of Council and staff, congratulated Mayor Losier on Round Table on Health Care receiving the President’s Award from the Saint John Board of Trade.

6.1  TOWN MANAGER’S REPORT OF NOVEMBER 21, 2002 
RE:  GENERAL REVENUE FUND OPERATING BUDGET FOR 2003 - TOWN FINANCIAL CONSULTANT, DAVID CASEY, C. A. ATTENDING

The Town Manager presented Highlights from the 2003 General Operating Budget.

David Casey, Financial Consultant commented on certain items in the 2003 budget, e.g. winter maintenance and the assumption of designated highways, insurance costs increases, etc. 

Mr. Casey also noted that Council went through a thorough process with the Department Heads, etc. with a responsible outcome for the 2003 budget.

Councillor Day moved that the sum of $3,001,358 be the total budget of the Municipality, that the sum of $2,430,439 be the Warrant of the Municipality for the ensuing year, and that the tax rate for the Municipality be $1.32 and further that the Council orders and directs the levying by the Minister of Environment and Local Government of said amount on real property liable to taxation under the Assessment Act within the Municipality of Grand Bay-Westfield.

 Seconded by Deputy Mayor McGowan.  Carried.

Mayor Losier commented on the 2003 budget for fire services noting 2 full-time employees will be hired in the Department effective February 1, 2003.
 

6.2 TOWN MANAGER’S REPORT OF NOVEMBER 21, 2002
RE:  SEWERAGE REVENUE FUND OPERATING BUDGET FOR 2003 - TOWN FINANCIAL CONSULTANT, DAVID CASEY, C. A. ATTENDING

Deputy Mayor McGowan moved to adopt the 2003 Sewerage Revenue Fund Operating Budget as per documents attached to the Town Manager’s report of November 21, 2002 reflecting total revenues of $374,375 and total expenditures of $374,375; the sewerage user fee shall be $245.00 per user unit effective January 1, 2003 with a $15.00 discount for residential units only, if full payment is received by the Town Office by 5:00 p.m. on Tuesday, April 1, 2003; discount applicable where there are no arrears or penalties payable in respect of the annual user charge.

 Seconded by Councillor Murphy.  Carried.
 

6.3 RCMP STATISTICAL REPORT FOR SEPTEMBER 2002 – BROUGHT FORWARD FROM
OCTOBER 28, 2002/OCTOBER 2002 STATISTICAL REPORT – CPL. GREG GRANT ATTENDING

Cpl. Grant presented the RCMP Statistical Reports for September and October 2002.

Mayor Losier introduced Councillor Brenda Murphy to Cpl. Grant.

Cpl. Grant entertained questions from members of Council regarding Neighbourhood Watch, Trespass at Night, Break and Enter, and the Noise By-law.

Councillor Day moved to receive and file the RCMP Statistical Reports for September and October 2002.

6.4 PRESENTATION BY JOHN WEBBER, TREASURER, RIVER VALLEY COMMUNITY
CENTER FOUNDATION INC. RE:  2003 FOUNDATION BUDGET

John Webber presented the 2003 River Valley Community Center Foundation Inc. Budget for 2003 noting the Revenue and Disbursements for 2003 are budgeted at $365,552.

Councillor Day moved to receive and file the River Valley Community Center Foundation Inc. 2003 Foundation Budget data.

Seconded by Deputy Mayor McGowan.  Carried.
 

6.5 PRESENTATION BY ED BETTS, TOWN REPRESENTATIVE FOR THE TRADE AND
CONVENTION CENTRE - INFORMATION UPDATE

Ed Betts, Town Representative for the Trade and Convention Centre distributed written data regarding the Trade and Convention Centre. 

Mr. Betts presented an information update on Trade and Convention Centre operations.

Councillor Silliphant moved to receive and file the Information Update received from Ed Betts on the Trade and Convention Centre.

Councillor Day moved to receive and file the minutes of the Planning Advisory Committee meeting of November 4, 2002.

Councillor Day moved to pay the Bills for Payment enbloc for a total of $17,702.60 and approve the Bills for Ratification for a total of $34,387.45, Grand Total $52,090.05.

Deputy Mayor McGowan moved to revise the Draft Zoning By-law Re:  R2 Zone Minimum Lot Width for the third reading scheduled for the December 9th Council meeting.

Seconded by Councillor Day.  Carried.

Mr. McCanse will be advised that the R2 Zone Minimum Lot Width will be revised to 23 metres for the December 9th  by-law readings.

Councillor Silliphant departed the meeting due to a stated conflict of interest.

Councillor Day moved to advertise, by a mass mailout, for persons who may be interested in serving on the Planning Advisory Committee, or for current members who wish to reapply.

17. TOWN MANAGER’S REPORT OF NOVEMBER 21, 2002 RE:  POLICY #B001
Deputy Mayor McGowan moved the Fire Chief proceed with respect to the hiring of two full-time employees in the Fire Department effective February 1, 2003 subject to appropriate hiring procedures (internal posting) with the recommendation to hire be made to Council prior to February 1, 2003.

25. TOWN MANAGER’S REPORT OF NOVEMBER 21, 2002
RE:  TRANSFER FROM GENERAL CAPITAL RESERVE FUND RE:  MODIFICATION OF 1991 INTERNATIONAL FIRE TANKER

Councillor Day moved to transfer from the General Capital Reserve Fund an amount of $51,287.21 to the Town General Revenue Fund to cover the costs for modifications to the 1991 International Fire Tanker 4900 Series per tender awarded to Allain Equipment.

 Seconded by Councillor Silliphant.  Carried.
 

26. LETTER OF NOVEMBER 4, 2002 FROM RIVER VALLEY LIONS CLUB
RE:  THANK YOU FOR USE OF THE TOURIST INFORMATION CENTRE

Deputy Mayor McGowan moved to receive and file and have read letter of November 4, 2002 from River Valley Lions Club Re:  Thank You for Use of the Tourist Information Centre.

Seconded by Councillor Silliphant.  Carried.

Letter of November 4, 2002 from the River Valley Lions was read noting their appreciation for the use of the information caboose as a place to temporarily store books that have been gathered for the River Valley Lions Recycle and Read program.
 

27. TOWN MANAGER’S REPORT OF NOVEMBER 21, 2002
RE:  TRANSFER TO SEWERAGE CAPITAL RESERVE FUND

Deputy Mayor McGowan moved to transfer from the Sewerage Revenue Fund an amount of $30,000 to the Sewerage Capital Reserve Fund.

28. LETTER OF NOVEMBER 20, 2002 FROM ROSS MCNABB, BUILDING COMMITTEE,
RIVER VALLEY LIONS INC.  RE:  27 INGLEWOOD DRIVE

Councillor Day moved to refer letter of November 20, 2002 from Ross McNabb, Building Committee, River Valley Lions Inc. Re:  27 Inglewood Drive to the Town Manager to set up a meeting with the River Valley Lions with recommendations to come back to Council.
