 LETTER RECEIVED SEPTEMBER 19, 2000 FROM RIVER VALLEY PARENTS GROUP RE:  REQUEST FOR CONSTRUCTION OF SIDEWALK ALONG RIVER VALLEY DRIVE FROM RIVER VALLEY MIDDLE SCHOOL TO MILLIGAN BROOK

Elaine Reid spoke on behalf of the River Valley Parents Group requesting the Town install a sidewalk along River Valley Drive from River Valley Middle School to Milligan Brook for safety reasons as their children have been designated walking students by School District 8.

Council noted the River Valley Parents Group concerns and suggested that they lobby the Transportation Division of School District 8 to keep their children on the school bus as the Town has a number of items on the General Capital list of projects and limited funding.

Councillor Keir moved to refer letter received September 19, 2000 from River Valley Parents Group Re:  Request for Construction of Sidewalk along River Valley Drive from River Valley Middle School to Milligan Brook to the General Capital Budget discussions.

Seconded by Deputy Mayor Black.  Carried.

Councillor Keir moved to forward a letter of concern to the Transportation Division of School District 8 with respect to the issue of children being transported by bus versus children being designated as “walkers”.

Councillor Keir moved to pay the Bills for Payment enbloc for a total of $118,544.86, and approve the remaining Bills for Ratification for a total of $32,981.21, Grand Total $151,526.07.

RECREATION DIRECTOR’S REPORT OF SEPTEMBER 20, 2000 RE:  INVOICE FROM ORION CONSTRUCTION

Councillor Keir moved to concur with the recommendation of the Recreation Director and David Corkum of Tidal Industrial Development in the Recreation Director’s Report of September 20, 2000 Re:  Invoice from Orion Construction and approve payment for 70% of project completion of the Centrum Over Roof in the amount of $55,674.50 plus $8,351.18 HST for a total of $64,025.68 to Orion Construction Ltd.

Councillor Calvin moved to table Works Commissioner’s Report of August 29, 2000 Re:  Surface Water Drainage – 193 River Valley Drive to the next Council meeting of October 10, 2000 for further information and to authorize the appropriate easement investigations/acquisitions.

TOWN MANAGER’S REPORT OF SEPTEMBER 12, 2000 RE:  DOG CONTROL SERVICES FOR 2001

Councillor Keir moved to concur with the recommendation of the Town Manager in her report of September 12, 2000 in that the Town exercise its renewal option with Ann Savoy for one year to December 31, 2001 for Dog Control Services subject to all terms and conditions of Bid No. 99D-020 and per current annual contract rate of $13,260.00 plus HST.

Councillor Calvin moved to pay Keel Construction Ltd. the sum of $15,740.87 for Sanitary and Storm Sewer Improvements, Woolastook Drive and Brooker Lane, Project 010-086, Certificate No. 3, Completion Certificate.

LETTER OF SEPTEMBER 20, 2000 FROM RON FULTON RE:  REQUEST FOR DONATION – WORLD HANDBALL CHAMPIONSHIP/RECREATION DIRECTOR’S REPORT OF SEPTEMBER 21, 2000

Councillor McGowan moved, as per Town Policy, to donate $300.00 to Ron Fulton of Grand Bay-Westfield to compete in the 2000 World Handball Championships in Chicago, Illinois on October 8 – 15, 2000.

RE:  VOLUNTEER FIRE SERVICES – TASK FORCE

Councillor Keir moved to forward a letter to the Minister of Public Safety, Milt Sherwood with a copy to Gordon Baird, Secretary, Provincial Firefighters Association of New Brunswick to inform Minister Sherwood that the Town of Grand Bay-Westfield believes it is important to have a Task Force on volunteer fire services noting the Town will do all it can to assist with the endeavour.

Councillor Calvin moved the Works Department along with Godfrey Associates Ltd. investigate the possibility of an easement along the western boundary of two properties with PID Numbers 00217661 and 00217810.

Seconded by Councillor Keir.  Carried.

Councillor Calvin moved to invite representatives of NB Southern Railway to meet with Council to discuss the possibility of an access road along their right-of-way.

FAX OF SEPTEMBER 20, 2000 FROM GODFREY ASSOCIATES LTD. RE:  IMPROVEMENTS TO WOOLASTOOK DRIVE, INFRASTRUCTURE APPLICATION/RELEVANT DATA

Councillor Keir moved to grant approval to Godfrey Associates Ltd. to prepare an Infrastructure Application for Woolastook Drive Upgrading with the work to include storm sewer, curb, gutter, sidewalk and resurfacing for an estimated cost of $1,750,000, with the application to emphasize aspects of the work relevant to the Infrastructure Grant Criteria.

Seconded by Councillor McGowan.  Carried.

Deputy Mayor Black moved to prepare a second Infrastructure Application for capital work to provide sanitary sewerage service to all unserviced areas in the community with the application to include an option of funding the project in phases.

Councillor Keir moved to table Development Officer’s/Works Commissioner’s Report of September 20, 2000 Re:  Establishing Bonding Requirements for Panoramic Estates, Phase 1, Subdivision Developer’s Agreement for a report from staff regarding drainage, etc.
