6.1 MILT SHERWOOD, MLA ATTENDING RE:  VARIOUS MATTERS
School Street

MLA Sherwood advised the estimated cost of curb, sidewalk, and paving of School Street is $75,000 noting that funding is not available at the present time.  MLA Sherwood indicated he would continue to pursue funding for School Street, which is under the ownership of the 

Province.  It was noted upgrading is important due to the safety concerns associated with the present condition of School Street.

Exit from Route No. 7

MLA Sherwood advised he accompanied the Minister of Transportation to the site of the proposed exit from Route No. 7 noting the Province is not prepared to construct the exit until the collector road is constructed.  It was also noted the Town Municipal Plan By-law envisions the collector road (across the ridge) would be constructed by private developers in the course of private land development.  It was noted the Town is arranging a Strategic Planning Session using a facilitator to identify methods of promoting desired development within the Town.  It was also noted staff will obtain information concerning Hampton/LSD development options, for Council’s consideration.

Standard Investment Property

MLA Sherwood advised the latest test hole results for the Standard Investment Property show contamination off site.  MLA Sherwood will speak with Michael Sprague of the Department of Environment and Local Government concerning this matter.

Traffic Study for River Valley Drive (Cenotaph to Grand Bay-Westfield/Saint John Boundary)

MLA Sherwood advised funding is not available from the Province for the traffic study of the section of River Valley Drive from the Cenotaph to the Grand Bay-Westfield/Saint John Boundary.

Nerepis Lookout

MLA Sherwood advised he has determined he will not support the proposed Grand Bay-Westfield Nerepis Lookout Project indicating he had been advised by LSD residents of their concern that he as MLA was doing too much for the Town of Grand Bay-Westfield.  Accordingly, he supports placing both lookouts in the LSD areas.

18. DEVELOPMENT OFFICER’S REPORT OF APRIL 16, 2004 RE:
REQUEST TO AMEND SECTION 39 AGREEMENT FOR 15 THOMPSON ROAD

Councillor Silliphant moved that Council establish the date of June 7, 2004 as the date for Public Hearing of Objections in the request to amend the Agreement established by Section 39 of the Community Planning Act for the property located at 15 Thompson Road, subject to the deposit in the amount of $1,000 by the applicant, to cover the actual costs of legal and advertising costs involved in this application.

19. MEMORANDUM OF APRIL 19, 2004 FROM DEVELOPMENT OFFICER RE: 
SECOND ANNUAL RIVER VALLEY MIDDLE SCHOOL RAVE RUN

Councillor Murphy moved to approve the proposed “River Valley Middle School Rave Run” to be held on Sunday, May 16, 2004 subject to permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for traffic control crossing River Valley Drive.

Councillor Murphy moved to accept the Letter of Offer from Mr. Phillip Hamm to donate land parcels identified by PID Nos. 30166623, 30166615, 30135917, 30135925, 30135933 and 30082523 to the Town and authorize costs associated with legal fees and survey costs for the transfer of Title to the Town and to authorize signatures on the necessary documents for registration to complete the land transfer.

22. WORKS COMMISSIONER’S REPORT OF APRIL 21, 2004 RE:
2004 INFRASTRUCTURE PROGRAM DRAFT POLICY NO. 2004-001 – SEWERAGE CONNECTIONS 

Councillor Murphy moved to adopt 2004 Infrastructure Program Draft Policy No. 2004-001, Sewer Lateral Connections for Vacant Lots for use during 2004 Infrastructure Program as follows:

New policy Sewer Lateral Connections for Vacant Lots
Importance To provide guidance and direction to staff, engineers, contractors and residents in dealing with procedures for servicing vacant lots.

Responsibilities
Definition For purposes of this policy a vacant lot is any lot, which does not have an existing dwelling or the start of a new dwelling with the footing and foundation completed.

Lot Servicing During the installation of new sewer mains the Project will install sewer laterals to the property line for lots not considered vacant. This will be done at no expense to the property owner and ONLY at the time that the contractor is installing the sewer main in front of your property. The Contractor will not return to your property once the sewer main has been covered and filled to install a sewer lateral.

Vacant Lot
Servicing Vacant lots as defined above will not be provided sewer laterals. If the property owner wishes to contract with the Town’s contractor or another contractor, they may do so but are required to follow all procedures for a sewer hook-up including the $500 security deposit and to pay for all costs including any required roadway/right-of-way restoration.

Councillor Day moved to receive and file letter of April 8, 2004 from Acadian Lines Re:  Motor Coach Service between Grand Bay-Westfield and Saint John.

Seconded by Councillor Murphy.  Carried.

It was noted Mayor Losier has met with a representative of Acadian Lines and will continue to pursue available services.
 

24. LETTER OF APRIL 15, 2004 FROM ANDY MORTON, DEPUTY DIRECTOR OF PUBLIC SAFETY RE:
APPLICATION FOR PURCHASE OF TELECOMMUNICATION EQUIPMENT FOR THE TOWN OF GRAND BAY-WESTFIELD’S EMERGENCY OPERATIONS CENTRE

Councillor Day moved to receive and file letter of April 15, 2004 from Andy Morton, Deputy Director of Public Safety Re:  Application for Purchase of Telecommunication Equipment for the Town of Grand Bay-Westfield’s Emergency Operations Centre.

Seconded by Councillor Murphy.  Carried.

 It was noted the Town has received a grant of $4,131 for purposes of re-locating communication equipment to the Rogers tower.

Councillor Day moved to cancel the May 10, 2004 Regular Council Session and hold a Special Council Meeting on May 5, 2004 at 5:00 p.m. to address Bills for Payment, Readings for a new Unsightly Premises By-law, Third Readings of By-law  Nos. 103 and 104, and to award the contract for the 2004 Street  Improvements Project.
