1..... CALL TO ORDER - 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 26, 2010 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Archer, Councillor Calvin, Councillor Day, Councillor McGowan, and Councillor Murphy were present.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of Monday, April 26, 2010 as presented.

Seconded by Councillor McGowan.  Carried.

6. PUBLIC PRESENTATIONS

6.1 PRESENTATION RE:  2010 CANADA DAY 10 MILER 10K AND 5K - EARLE BURROWS PRESENTER

Earle Burrows presented Council with information regarding the 2010 Canada Day 10 Miler 10K and 5K and informed Council that the Committee had a plaque for the 10K in memory of Gary Mittleholtz.

Councillor Murphy moved to approve the proposed Canada Day 10 Miler, 10K and 5K to be held on Thursday, July 1, 2010 under provisions set out in the Town’s Traffic By-law No. 80, section 6(1) subject to permission and conditions of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for the proposed route along River Valley Drive and further moved to sponsor a mile marker for the 10 Miler, 10K and 5K for a cost of $100.

Seconded by Councillor McGowan.  Carried.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF APRIL 12, 2010

Councillor Day moved to adopt the minutes of the Regular Council Meeting of April 12, 2010 as presented.

Seconded by Councillor Calvin.  Carried.

7.2 MINUTES OF TOURISM COMMITTEE MEETING OF MARCH 18, 2010

    Councillor Murphy moved to receive and file minutes of Tourism Committee Meeting of March 18, 2010.

    Seconded by Deputy Mayor Archer.  Carried.

Councillor Day moved to pay Bills for Payment in the amount of $59,348.67 and Bills for Ratification in the amount of $29,782.49; Grand Total $89,131.16.

Councillor Murphy moved to receive and file Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at April 6, 2010.

Seconded by Deputy Mayor Archer.  Carried.

16. TOWN MANAGER’S REPORT OF APRIL 8, 2010 RE:  2010 SUMMER MEETING SCHEDULE

    Councillor McGowan moved to cancel the Regular Council Meetings of July 12, 2010 and August 23, 2010 with a Special Council Meeting to be called if required.

    Seconded by Councillor Calvin.  Carried.

RECREATION DIRECTOR’S REPORT OF APRIL 21, 2010 RE:  LETTER FROM RIVER VALLEY OLDTIMERS SOFTBALL LEAGUE RE:  INSTALLATION OF OUTFIELD NETTING

    Councillor Day moved that the Town of Grand Bay-Westfield advise the River Valley Oldtimers Softball League that the Town has no objections with the League moving forward with the installation of outfield netting around the existing fence at the River Valley Middle School Softball field at no cost to the Town noting the required approval of the Principal of the River Valley Middle School and School District 8 and further moved to forward a letter of acknowledgement and thanks to the River Valley Oldtimers Softball League.

    Seconded by Deputy Mayor Archer.  Carried.

18. TOWN MANAGER’S REPORT OF APRIL 20, 2010 RE:  PROCEDURES - CASH FLOW MANAGEMENT - 2010

    Deputy Mayor Archer moved that the Town Manager be authorized to establish a 2010 line of credit for the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the Municipalities Act for an amount not to exceed $231,027 and further a 2010 line of credit with respect to the General Operating Fund as per section 89(1)(2) of the Municipalities Act for an amount not to exceed $192,526 at a competitive rate.

TOWN MANAGER’S REPORT OF APRIL 20, 2010 RE:  DEMAND LOAN RE:  MINISTERIAL APPROVAL NO. 09-0080, COLONEL NASE BOULEVARD

    Councillor Day moved to grant authorization for a Demand Loan at the Bank of Nova Scotia, Grand Bay-Westfield Branch regarding Ministerial Approval No. 09-0080 concerning 2010 General Capital Borrowing with this Loan Re:  Transportation services not to exceed $2,000,000 for a term of one year.

    Seconded by Councillor Calvin.  Carried.

RIVER CENTRE MANAGER’S REPORT OF APRIL 22, 2010 RE:  ST. JOHN RIVER DESIGNATION - CANADIAN HERITAGE RIVER REPORT

Deputy Mayor Archer moved to receive and file “The Road to Canada - Nomination of the St. John River in New Brunswick as a Canadian Heritage River”, presented by the St. John River Society on Monday, April 12, 2010.

Seconded by Councillor Murphy.  Carried.

21. WORKS COMMISSIONER’S REPORT OF APRIL 23, 2010 RE:  2010 - 2013 GAS TAX APPLICATION

    Deputy Mayor Archer moved that the document entitled Town of Grand Bay-Westfield Four-Year Capital Investment Plan Respecting the “GTF Agreement” (2010 - 2013) prepared by Dillon Consulting and Town staff be adopted as presented and that the application for Gas Tax Funding be forwarded to the Province for approval and further moved to approve the estimated expenditure of $14,820 from the 2010 - 2013 Gas Tax Funding be used to complete work on 2005 - 2009 GTF projects Inglewood Drive and Highland Road and authorize Dillon Consulting to proceed to tender subject to approval of our 2010 - 2013 Gas Tax Fund application and further moved to submit to the Municipal Capital Borrowing Board an application for interim financing in an amount not to exceed $411,279 for a term not to exceed two (2) years for the following purposes:  Transportation Services –

Storm Sewer and Street Improvements for Woolastook Drive and Inglewood Drive in relation to approved Gas Tax funding.
