RE:  TORONTOSEEKER WEB AWARD

Mayor Losier presented letters of congratulation to Mike Gogan and Hazen Middleton for their hard work in achieving the Torontoseeker Web Award for the Town of Grand Bay-Westfield Volunteer Fire/Rescue Department Web Site.
 

6.2 RCMP STATISTICAL REPORT FOR DECEMBER 2003 - CORPORAL GREG GRANT ATTENDING
Councillor Silliphant moved to receive and file the RCMP Statistical report for December 2003. 

 Seconded by Councillor Day.  Carried.
 

6.3  PRESENTATION BY SARAH-JANE SMITH, NEW BRUNSWICK ADVISORY COUNCIL ON
YOUTH RE:  YOUTH COUNCIL ACTIVITIES

Councillor Day moved to receive and file the presentation by Sarah- Jane Smith of the New Brunswick Advisory Council on Youth Re:  Youth Council Activities. 

Seconded by Councillor Murphy.  Carried.

It was noted that a Public Forum on youth would be held in the Town of Grand Bay-Westfield at the Centrum on March 10, 2004.
 

6.4 PRESENTATION BY RANDY HATFIELD, HUMAN DEVELOPMENT COUNCIL
RE:  DEVELOPMENT COUNCIL OPERATIONS

Councillor Murphy moved to receive and file the presentations by Randy Hatfield, Sue Davis and Anne Driscoll Re:  Human Development Council Operations and refer data to the Town Manager.

Councillor Day moved to adopt the minutes of the regular Council Meeting of January 12, 2004 as presented.

Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee meeting of January 5, 2004.

Councillor Silliphant moved to pay the Bills for Payment enbloc for a total of $8,900.00 and Bills for Ratification for a total of $39,410.60, Grand Total of $48,310.60.

RE:  APPOINTMENT TO HERITAGE DAY COMMITTEE

Councillor Murphy moved to appoint Margaret Lawson to the Town’s Heritage Day Committee.

17. MEMORANDUM OF JANUARY 9, 2004 FROM FUNDY REGION SOLID WASTE COMMISSION
RE:  MINUTES OF SEPTEMBER 11, 2003, OCTOBER 9, 2003 AND NOVEMBER 13, 2003

Councillor Murphy moved to receive and file the memorandum of January 9, 2004 from the Fundy Region Solid Waste Commission Re:  Minutes of September 11, 2003, October 9, 2003 and November 13, 2003.

RE:  INDEX LIST OF PAC ITEMS FOR 2003

Councillor Silliphant moved to receive and file memorandum of January 20, 2004 from Planning Advisory Committee (PAC) Re:  Index List of PAC Items for 2003.

20. MEMORANDUM OF JANUARY 20, 2004 FROM PLANNING ADVISORY COMMITTEE
RE:  RECOMMENDATION TO COUNCIL FOR TENTATIVE SUBDIVISION APPROVAL VALLEY VIEW ESTATES SUBDIVISION, PHASE 9, STAGE 3/DEVELOPMENT OFFICER’S REPORT OF JANUARY 21, 2004

Councillor Silliphant moved that Council accept 69.12 m2 as Land for Public Purposes for Valley View Estates Subdivision, Phase 9, Stage 2, based on Tentative Subdivision Plans dated May 27, 2003 as prepared by Hughes Surveys & Consultants Inc., to be applied to the existing Land Bank held by the Town under PID no. 30096747 and further moved that Council accept the street design standards as established under Valley View Estates Subdivision Phase 9, Stage 1 subject to: 
 

a).
 
 
 
 
street design to be completed by professional engineer and reviewed to the satisfaction of the Town Engineer prior to completion of Developer’s Subdivision Agreement and approval of Final Subdivision Plan, meeting development standards for concrete curb and gutter street design, storm sewer and sanitary sewer design to be assumed by the Town;
 
b)
 
 
the maximum slope on any roadway embankment (right-of-way) beyond the 2.5 m level space behind the curb, shall be 2H:1V for stability, except when rock is encountered;
 
c)
 
 
driveway accesses must maintain a 2.5 metre area behind the curb to allow for future sidewalks (without having to re-shape driveways);
 
d)
 
 
during any construction of roadways, sanitary and storm sewers, check-dams and other appropriate measures must be used to prevent and control erosion and debris from entering active infrastructure;
 
e)
 
utility easements shall be reviewed by NB Power and NB Tel and recorded on the Final Subdivision Plan;
 
f) pursuant to Water Quality Regulation # 82-126, under the Clean Environment Act, the Department
of the Environment and Local Government shall approve plans and profiles for installation of storm sewers, catch basins and manholes prior to Final Subdivision Approval allowing the Development Officer to grant Tentative Approval to Phase 9, Stage 3, Valley View Estates Subdivision.

21. FACSIMILE RECEIVED JANUARY 20, 2004 FROM HERITAGE DAY COMMITTEE 
RE:  BUDGET REQUEST - ORDER OF GOOD CHEER - FEBRUARY 14, 2004

Councillor Day moved to approve the 2004 Heritage Day Budget request in the amount of $545.00.

Seconded by Councillor Murphy.  Carried.
 

22.  CORRESPONDENCE OF JANUARY 22, 2004 FROM DEPARTMENT OF TRANSPORTATION
RE:  FERRY ROAD/RELEVANT KILOMETRAGE MAINTENANCE RESPONSIBILITY AGREEMENT

Councillor Day moved to authorize signatures on the Municipal Kilometrage Maintenance Responsibility Agreement dated December 10, 2003.

Seconded by Councillor Silliphant.  Carried. 
 

22.a CORRESPONDENCE OF JANUARY 26, 2004 FROM COMMUNITY HEALTH CENTRE
RE:  APPOINTMENT OF COMMUNITY ADVISORY COUNCIL MEMBERS

 Councillor Day moved to receive and file the correspondence of January 26, 2004 from Community Health Centre Re:  Appointment of Community Advisory Council Members.

 Seconded by Councillor Silliphant.  Carried.

 It was noted Mayor Grace Losier was appointed as a Community Advisory Council member.
 

22.b 2004 SALARY REVIEWS FOR PERMANENT FULL-TIME NON-UNIONIZED STAFF
Councillor Day moved to accept the Labour/Management Committee recommendations per memorandum of January 12, 2003 regarding salary increments/adjustments for permanent full-time non-unionized employees with all increments and adjustments to be effective January 1, 2004.

 Seconded by Deputy Mayor McGowan.  Carried.
