1.  CALL TO ORDER - 7:40 p.m.
The Town of Grand Bay-Westfield Council met in a Regular Session on  Monday, June 26, 2006 with Mayor Losier presiding.

Deputy Mayor Murphy, Councillor Day and Councillor Little were in  attendance.  Councillor McGowan and Councillor Evans were absent.

 Councillor Day moved to pay Councillor McGowan and Councillor  Evans in their absence.

 Seconded by Deputy Mayor Murphy.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL  OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda of June 26, 2006 as  presented.

7.  MINUTES OF REGULAR COUNCIL MEETING OF JUNE 12,  2006
Councillor Day moved to adopt the minutes of the Regular Council  Meeting of June 12, 2006.

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING  OF JUNE 5, 2006
Deputy Mayor Murphy moved to receive and file the minutes of the  Planning Advisory Committee Meeting of June 5, 2006. 

 Seconded by Councillor Day.  Carried.
 

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION  MEETING OF MAY 16, 2006
Deputy Mayor Murphy moved to receive and file the minutes of the  Emergency Measures Organization (EMO) Meeting of May 16, 2006.

 Seconded by Councillor Day.  Carried.

 It was noted EMO is doing excellent work.
 

7.3  TELEPHONE POLL OF JUNE 14, 2006
RE:  GRANT TO RIVER  VALLEY CHAMBER OF COMMERCE RE:  VISITOR  INFORMATION CENTRE FOR 2006

 Councillor Day moved to ratify the Telephone Poll of June 14, 2006  in that:

1.  a grant in the amount of $3,500 be forwarded to the River Valley Chamber of Commerce to assist with the operation
    of the Visitor Information Centre (V.I.C.) in Grand Bay-Westfield;
2. the people working the V.I.C. be asked to pick up litter around and near the Caboose as part of their daily duties 
    while the V.I.C. is operating;
3. at the beginning and end of the operation of the V.I.C. that items in the Caboose be safely unpacked and then packed
    for the season;
4. that the students complete weekly visitor information statistics on  forms supplied by the Town with the number and
    breakdown of  tourist inquires;
5. that the students are to return their signed out keys for the Visitor  Information Center directly after use for the season
    to the Town  Office;
6. the River Valley Chamber of Commerce will forward any financial  requests for assistance for the 2007 Tourist 
    season prior to  October 1, 2006; the request is to include a breakdown of expenses  for the $3,500 and the $1,359
    received from the Town of Grand Bay- Westfield;
7. to consult with the Recreation Department before carrying out any  repairs or changes on or around the caboose area;

 and further moved to approve an additional $1,359.00 funding for  staffing for the 2006 year.

7.4  TENDER NOTES OF JUNE 20, 2006
RE:  PEDESTRIAN SIGNAL  LIGHT, RIVER VALLEY DRIVE, PROJECT NO. 010-122

 Councillor Day moved to receive and file tender notes of June 20,  2006 Re:  Pedestrian Signal Light, River Valley Drive, Project No. 010-  122.

Councillor Day moved to pay Bills for Payment enbloc for a total of  $49,383.48 and Bills for Ratification for a total of $49,451.18; grand  total $98,834.66.

RE:  2006 SUMMER MEETING SCHEDULE - BROUGHT FORWARD FROM JUNE 12, 2006

 Councillor Day moved to cancel the Regular Council Meetings of July 24, 2006 and August 28, 2006 with a Special Council Meeting to be called, if required.

21. FIRE CHIEF’S REPORT OF JUNE 20, 2006 
RE:  REQUEST FOR PROPOSAL (RFP) PROJECT NO. 2006-01FTP - REPLACEMENT OF TANKER 1

 Deputy Mayor Murphy moved to award the Request for Proposal (RFP) #2006-01FTP for the supply and manufacture of one new Fire Department Tanker to be delivered to the Grand Bay-Westfield Volunteer Fire Department in February of 2007 and to be funded from the 2007 General Capital Budget to Metalfab Fire Apparatus at the delivered cost of $178,253.00 plus taxes and that the remaining portion of the $180,000.00 requested by the Fire Chief be also allocated to cover minor expenses such as installation of radio equipment, on spot chains, and miscellaneous items required by ULC.

22.  TOWN MANAGER’S REPORT OF JUNE 14, 2006 
RE:  APPOINTMENT OF 2006 NB MERIT AWARDS VOLUNTEER PANEL

 Councillor Day moved to appoint a 2006 NB Merit Awards Volunteer Panel comprised of Lynn Koumbias and Peter Fenwick to review applications for NB Merit Awards and make recommendations to Council with authorization for the Volunteer Panel to add up to three additional members to the Panel in response to a public notice to be forwarded by the Town.

 Seconded by Deputy Mayor Murphy.  Carried.
 

23. LETTER OF JUNE 20, 2006 FROM STEPHANIE B. PATTERSON, P. ENG., GODFREY ASSOCIATES LTD. 
RE:  PEDESTRIAN SIGNAL, PROJECT NO. 010-122 - TENDER AWARD

 Deputy Mayor Murphy moved to award the contract to the low tenderer Roadway Systems Limited for the Pedestrian Signal, Project

 No. 010-122 for the tender price of $12,748.86 as per recommendation of Godfrey Associates Ltd. dated June 20, 2006.

24.  RECREATION DIRECTOR’S REPORT OF JUNE 20, 2006 
RE:  RIVER VALLEY SENIOR’S LOUNGE - AIR CONDITIONING

 Councillor Day moved to authorize the installation of an Air Conditioning Unit in the Senior’s Lounge by Controls and Equipment with costs to be paid by the River Valley Seniors (grant funding/seniors funding) with the Air Conditioning Unit for the River Valley Senior’s Lounge to be added to the Town’s Building Control System by Controls and Equipment at an estimated cost of $400 - $500 to be paid by the Town.

 Seconded by Deputy Mayor Murphy.  Carried.
 

25. WORKS COMMISSIONER’S REPORT OF JUNE 22, 2006 
RE:  WINTER MAINTENANCE CONTRACT - ANNUAL HOLDBACK

 Deputy Mayor Murphy moved that the $5,000 holdback in the Plowing  and Other Winter Maintenance Service Contract with Brad Gould  Trucking & Excavation be released per recommendation of the Works  Commissioner dated June 22, 2006.

 Seconded by Councillor Day.  Carried. 
 

26. LETTER OF JUNE 22, 2006 FROM MAYOR LOSIER 
RE:  WEB  PORTAL

 Councillor Day moved to refer letter of June 22, 2006 from Mayor Losier Re: Web Portal to staff to bring forward with a recommendation to Council.
