The Town of Grand Bay-Westfield met in a regular session on Monday,
April 26, 1999 at 7:45 p.m. with Mayor Losier presiding.

RECORD OF ATTENDANCE All members were in attendance with the exception of Councillor McGowan.
Councillor Sutton moved to pay Councillor McGowan in her absence.

Councillor Sutton moved to add the following item to the regular agenda as 32a:

CANADA POST PRESENTATION RE: STANDARDIZED ADDRESSING SYSTEM – GRACE GLASTONBURY, PUBLIC RELATIONS ATTENDING Grace Glastonbury, Public Relations, Canada Post introduced Jerry Cosey, Omar LeBlanc, Retail Section Canada Post, Albert Gogan, Delivery Service, and Project Manager, Semore Kell.
Mr. Semore Kell gave a presentation regarding a standardized addressing system in support of the NB 9-1-1 emergency response program which uses civic addresses as mailing addresses. The Grand Bay-Westfield area will begin using their new civic address on September 20th, 1999. Mr. Kell also noted that there will be three modes of delivery in the area, a community mailbox, postal box, or a rural mailbox.

DRAFT JOB DESCRIPTIONS FOR 1) CONFIDENTIAL SECRETARY TO TOWN MANAGER AND 2) ASSISTANT CLERK/TREASURER FOR ADOPTION BY COUNCIL Councillor Sutton moved to adopt the Draft Job Descriptions for the Confidential Secretary to Town Manager and the Assistant Clerk/Treasurer as presented.

WORKS COMMISSIONER’S REPORT OF APRIL 6, 1999 RE: COMPLAINTS OF SURFACE WATER RUNOFF – RIVER STREET/BROUGHT FORWARD FROM APRIL 12, 1999 AGENDA Deputy Mayor Black moved to refer the Works Commissioner’s Report of April 6, 1999 Re: Complaints of Surface Water Runoff – River Street back to the Works Commissioner for a resolution of the problem with an asphalt swale; the item is to be referred to future General Capital Budget discussions to consider a long term solution.

RECREATION DIRECTOR’S REPORT OF APRIL 20, 1999 RE: COMPLIMENTARY NIGHT AT THE AQUATIC CENTER Councillor Keir moved to concur with the recommendation of the Recreation Director in his report of April 20, 1999 in that a mass mailout from the Mayor’s Office be sent out following National Volunteer Week for “A Complimentary Night at the Aquatic Center” for Volunteers and their Families.

LETTER RECEIVED APRIL 16, 1999 FROM CANADIAN MERCHANT NAVY ASSOCIATION INC. RE: ANNUAL GENERAL MEETING Councillor Calvin moved to receive and file letter received April 16, 1999 from Canadian Merchant Navy Association Inc. Re: Annual General Meeting.

LETTER OF APRIL 16, 1999 FROM KELLY & RUTH HANNA RE: LAWN SPRAYING Councillor Sutton moved to forward a letter to Kelly & Ruth Hanna advising that any decision by the Town to spray will meet with their request to be notified forty-eight hours in advance, and also to inform Mr. & Mrs. Hanna that the Town has no jurisdiction over spraying on private property.

LETTER OF FEBRUARY 26, 1999 TO CHARLES GAUDET, FISHERIES AND OCEANS FROM PUBLIC WORKS AND GOVERNMENT SERVICES RE: WESTFIELD WHARF INSPECTION/LETTER OF APRIL 14, 1999 FROM FISHERIES AND OCEANS Councillor Keir moved authorization for the Town Manager to negotiate with Charles Gaudet, Fisheries and Oceans; Mr. Gaudet is to be informed that $2,000 to help pay for the cost of an independent structural investigation Re: Westfield Wharf is not sufficient, etc.

REPORT OF APRIL 22, 1999 FROM WORKS COMMISSIONER RE: TENDER 99-004S – STREET SWEEPING Deputy Mayor Black moved to concur with the recommendation of the Works Commissioner in his report of April 22, 1999 in that the Tender 99-004S for Street Sweeping be awarded to the low bidder, John Sweeping for $17,800 excluding HST.
Seconded by Councillor Calvin. Carried.
It was noted any kilometres already cleaned or to be cleaned by the Province are to be excluded from the contract.
23.
LETTER OF APRIL 16, 1999 FROM PETER BROOKER, CHAIRPERSON RIVER VALLEY ACTION COMMITTEE ON DISABLED PERSONS RE: 9TH ANNUAL WHEELCHAIR BASKETBALL GAME Councillor Keir moved to forward to the River Valley Action Committee on Disabled Persons before May 3rd the names of the elected officials who will play or coach the 9th Annual Wheelchair Basketball Game.

TOWN MANAGER’S REPORT OF APRIL 22, 1999 RE: LOAN GUARANTEE – RIVER VALLEY COMMUNITY CENTER/RELEVANT DATA Councillor Calvin moved that the Town of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to guarantee the repayment of money borrowed for capital expenses for the following term and amount for the River Valley Community Center Inc: - Recreation and Cultural Services - $149,500 for a 2 year term.

MEMORANDUM OF APRIL 20, 1999 FROM FIRE CHIEF RE: VOLUNTEER FIRE DEPARTMENT – RESCUE VEHICLE TENDER Councillor Keir moved to reject the Rescue Vehicle Tender as the tender does not comply with the specifications requested.
Seconded by Councillor Calvin. Carried.
Councillor Calvin moved to refer Memorandum of April 20, 1999 from Fire Chief Re: Volunteer Fire Department – Rescue Vehicle Tender back to the Fire Chief to retender after discussion with Council.

MEMORANDUM OF APRIL 22, 1999 FROM FIRE CHIEF RE: REQUEST FOR PURCHASE OF 1991 HEAVY RESCUE VEHICLE Councillor Keir moved to receive and file Memorandum of April 22, 1999 from Fire Chief Re: Request for Purchase of 1991 Heavy Rescue Vehicle.

MEMORANDUM OF APRIL 21, 1999 FROM FIRE CHIEF RE: CONDITION OF TANKER 2 AT STATION 2 Councillor Keir moved to refer Memorandum of April 21, 1999 from Fire Chief Re: Condition of Tanker 2 at Station 2 to General Capital Budget discussions to be held in the fall.

LETTER OF APRIL 8, 1999 FROM CLAYTON ROGERS, GODFREY ASSOCIATES LTD. RE: STORM SEWER AND STREET IMPROVEMENTS – 1999 VARIOUS LOCATIONS GRAND BAY-WESTFIELD, NB PROJECT NO. 010-081 Councillor Calvin moved to award the Tender Re: Storm Sewer and Street Improvements – 1999 Various Locations, Grand Bay-Westfield, NB Project No. 010-081 to the low tenderer, Fairville Construction Ltd. for the Tender Price of $206,940.00.

WORKS COMMISSIONER’S REPORT OF APRIL 22, 1999 RE: LAND FOR PUBLIC PURPOSES – COUNTRY CLUB DRIVE Councillor Sutton moved to concur with the recommendation of the Works Commissioner in his report of April 22, 1999 in that the matter of Land for Public Purposes – Country Club Drive be referred to the Planning Advisory Committee for a recommendation as to how to deal with the proposal involving the Land for Public Purposes at the end of Country Club Drive; the Town’s solicitor is to advise regarding appropriate correspondence to be provided to the Planning Advisory Committee Chairman.

MEMORANDUM OF APRIL 21, 1999 FROM FIRE CHIEF RE: PORTABLE PUMP PURCHASE Councillor Keir moved authorization for the Fire Chief to purchase a new portable pump from MicMac Fire & Safety and advertise to sell the old portable pump.

WORKS COMMISSIONER’S REPORT OF APRIL 22, 1999 RE: GREEN AREA, SUNNY SIDE DRIVE, NBGIC #00458984 Councillor Calvin moved to concur with the recommendation of the Works Commissioner in his report of April 22, 1999 in that 1) Mr. James McNamara be advised that Council wishes to retain ownership of the 22 ft. x 475 ft. parcel of land called “Green Area” and is not willing to sell the parcel; 2) the correspondence from Robert Titus and Oriole Titus be forwarded to the Planning Advisory Committee for:
a. a recommendation to Council on granting an easement to cross the “Green Area” to allow access to a single family dwelling;
b. a decision on whether the access to the property is approved as to being acceptable for the development of the land.Seconded by Councillor Sutton. Carried.
COMMUNITY IMPROVEMENT PROGRAM APPLICATION FOR 1999
Councillor Sutton moved to approve the 1999 Community Improvement Program application and authorize the appropriate signatures.

It was noted that the 1999 Community Improvement Program application will be reviewed by the Beautification Committee.
