MONDAY, June 26, 2000
The Town of Grand Bay-Westfield Council met in a regular session on Monday, June 26, 2000 at 7:35 p.m. with Mayor Losier presiding.

APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS Councillor Calvin moved approval of the Order of Business and Approval of Additions and Deletions as presented.

6. PUBLIC PRESENTATIONS 6.1
HON. MILT SHERWOOD, MINISTER OF PUBLIC SAFETY, MLA ATTENDING RE: VARIOUS MATTERS
Hon. Milt Sherwood, Minister of Public Safety and Terry Andow, Executive Assistant to Minister Sherwood spoke on the following items:
1) BY-PASS ON HIGHLAND ROAD
Minister Sherwood noted that the Province at this time does not have the funding to build an access off the Highland Road, as it is not a safety issue. Minister Sherwood will reaffirm with the Provincial Government that when the Town builds a road to the by-pass, then the Department of Transportation (DOT) will build the access. It was noted in a DOT study that the estimated cost of the access is 1 1/3 – 2 million dollars.
2) DESIGNATED HIGHWAY PROGRAM
Minister Sherwood advised there would be no Designated Highway funding for Grand Bay-Westfield for 2000. The Minister will inquire as to whether the Province will carry out capital improvements to the section of designated highway within the former Westfield area, prior to turning the section over to the Town.
3) INFRASTRUCTURE PROGRAM
Minister Sherwood noted that the Province is still negotiating on the Infrastructure Program with the Federal Government, but the Province is prepared to go on line with it for the year 2000.
4) INFRASTRUCTURE MONEY FOR SEWERAGE ON VALLEY VIEW DRIVE
Minister Sherwood advised no funding is available for sewerage work on Valley View Drive at this time.
5) STANDARD INVESTMENT PROPERTY – CONTAMINATED SITE
Minister Sherwood noted that the Province was very close to a deal with Shell and Standard Investment regarding the contaminated site on River Valley Drive – no details can be disclosed at this time, but it will be a positive step. The Department of Environment (DOE) will do a final water test on the whole area in the very near future.
6) WESTFIELD WHARF
Minister Sherwood advised there would be funding available from the Department of Transportation to put into the repairs of the Westfield Wharf to protect the ferry landing, although a specific dollar amount has not been identified as yet.
7) WOOLASTOOK DRIVE
Minister Sherwood advised funding for Woolastook Drive work would not be available through “County Projects”. Minister Sherwood noted a meeting should be set up between the Province and the Town to request funding for the improvements on Woolastook Drive. Minister Sherwood will attend as well.
Minister Sherwood noted that the access to fuel at government garages at the government rate is still under study.
Minister Sherwood also noted that the Provincial Enhancement Fund will provide $42,000 to Grand Bay-Westfield specifically for an area on the Nerepis Road to create a waterfall with observation site, deck, walking paths with other area trails to be developed and beach cleanup undertaken.
It was noted the next meeting with Minister Sherwood will be the Council meeting of September 11, 2000.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JUNE 5, 2000 Deputy Mayor Black moved to receive and file the minutes of the Planning Advisory Committee meeting of June 5, 2000.

TELEPHONE POLL OF JUNE 14, 2000 RE: COMMUNITY IMPROVEMENT PROGRAM – YEAR 2000 APPLICATION Councillor Keir moved to ratify and have read the Telephone Poll of June 14, 2000, in that authorization be granted for the Community Improvement Program Year 2000 application, dated June 14, 2000.
Seconded by Councillor Sutton. Carried.

BILLS FOR PAYMENT Councillor Keir moved to pay the Bills for Payment enbloc for a total of $9,604.67, and approve the Bills for Ratification for an amount of $49,279.31. Grand Total $58,883.98.

PATRICIA SENNETT, PETITION FROM RESIDENTS RE: INGLEWOOD DRIVE AND EPWORTH PARK AREA Patricia Sennett spoke regarding the sidewalk, curb and gutter in the Epworth Park Road – Inglewood Drive area and presented a petition to Council of approximately 200+ names.
Councillor Keir moved to refer the petition submitted by Patricia Sennett regarding Sidewalk, Curb and Gutter in the Epworth Park Road – Inglewood Drive Area to the 2001 budget discussions.
Seconded by Councillor Sutton. Carried.

LETTER OF JUNE 20, 2000 FROM J. WAYNE MCQUEEN, CHAIRPERSON, RIVER VALLEY FOOD BANK RE: REQUEST FOR FINANCIAL ASSISTANCE Mr. McQueen noted that the River Valley Food Bank did not receive funding from the Province this year as the deadline was missed due to time taken for incorporation to occur.
Councillor Calvin moved to receive and file the letter of June 20, 2000 from J. Wayne McQueen, Chairperson, River Valley Food Bank.

MINUTES OF THE FUNDY REGION SOLID WASTE COMMISSION OF OCTOBER 7, 1999, NOVEMBER 23, 1999, JUNE 9, 1999, JUNE 16, 1999, JANUARY 19, 2000, AND MARCH 30, 2000 Councillor Keir moved to receive and file the minutes of the Fundy Region Solid Waste Commission of October 7, 1999, November 23, 1999, June 9, 1999, June 16, 1999, January 19, 2000, and March 30, 2000.

FEDERATION OF CANADIAN MUNICIPALITIES – GENERIC LEGAL AGREEMENT RE: COMMUNITY MAILBOXES Councillor Sutton moved authorization for appropriate signatures on the Federation of Canadian Municipalities Generic Legal Agreement.

WORKS COMMISSIONER’S REPORT OF JUNE 20, 2000 RE: DRAFT JOB DESCRIPTION – SEASONAL POSITION FOR GRAND BAY-WESTFIELD WORKS DEPARTMENT Councillor Calvin moved to adopt the Draft Job Description – Seasonal Position for Grand Bay-Westfield Works Department, with the deletion of the section regarding the requirement of a half-ton truck, and to authorize staff to proceed with advertising for a seasonal position.

WORKS COMMISSIONER’S REPORT OF JUNE 20, 2000 RE: WINTER MAINTENANCE HOLDBACK Councillor Sutton moved to concur with the recommendation of the Works Commissioner in his report of June 20, 2000 in that the $5,000
holdback for the Plowing and Other Winter Maintenance Service contract with Industrial Cold Milling Limited be released, less the
invoice amount of $264.50 from Lafarge Construction, plus 15% for administration.
