The Town of Grand Bay-Westfield Council met in a regular session on March 26, 2001 at 7:40 p.m. with Mayor Losier presiding.

6.1a.. MEMORANDUM OF MARCH 20, 2001 FROM PLANNING ADVISORY 
COMMITTEE  RE:  TENTATIVE AND FINAL SUBDIVISION APPROVALS FOR THE DEVELOPMENT OF A UTILITY/COMMUNICATIONS TOWER OFF RIDGE WAY – ALIANT TELECOM INC./DEVELOPMENT OFFICER’S REPORT OF MARCH 21, 2001

 Peter Forestell of Patterson Palmer Hunt Murphy, representing Aliant Telecom Inc., answered questions from Council regarding the Utility/Communications Tower.  Mr. Forestell was advised of Council’s concerns regarding the proposal to locate the utility tower off Ridge Way as the area is intended for future residential development.

 Councillor Calvin moved to withdraw item #6.1a from the agenda at the request of solicitor Peter Forestell.

 Seconded by Councillor Keir.  Carried.

It was noted that a representative from Aliant Telecom Inc. would consult with staff to attempt to find an alternate site for the Utility/Communications Tower.
 

6.1b. PRESENTATION BY THE SGE GROUP INC. 
RE:  PROPOSED MUNICIPAL PLAN BY-LAW AND ZONING BY-LAW REVIEW

 Chris Lowe, SGE Group introduced Jeff Ward and Mark Reid and provided an overview as to their approach for the proposed Municipal Plan By-law Review for Grand Bay-Westfield.

A general discussion occurred concerning the process for the Review with the representatives of the SGE Group responding to inquiries from elected officials.

Councillor McGowan moved to bring the proposals from EDM and SGE, regarding the proposed Municipal Plan By-law and Zoning By-law, forward to the next Council meeting of April 9, 2001 to award the project.

Seconded by Councillor Sutton.  Carried.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF MARCH 12, 2001
Councillor Sutton moved to adopt the minutes of the regular Council meeting of March 12, 2001 as presented.

MARCH 5, 2001

Councillor McGowan moved to receive and file the minutes of the Planning Advisory Committee meeting of March 5, 2001.

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING
OF FEBRUARY 27, 2001

Councillor Keir moved to receive and file the minutes of the Emergency Measures Organization meeting of February 27, 2001.

Seconded by Councillor McGowan.  Carried.
 

8.  BILLS FOR PAYMENT

Deputy Mayor Black moved to pay the Bills for Payment enbloc for a total of $11,581.25, and approve the Bills for Ratification for a total of $70,919.17, Grand Total $82,500.42.

Seconded by Councillor Sutton.  Carried.

Councillor Calvin moved reading by section titles of By-law No. 46, a By-law Respecting Residential Properties Minimum Standards in the Town of Grand Bay-Westfield.

Seconded by Councillor Sutton.  Carried unanimously.

19.  LETTER DATED MARCH 1, 2001 FROM PAUL R. RILEY,  PRINCIPAL OF
HARBOUR VIEW HIGH SCHOOL RE:  FREE HARBOUR STATION RENTAL

Councillor Keir moved to forward a reply to Mr. Riley stating that Harbour View High School may use the Town’s one free rental day at Harbour Station, to which each community is entitled, for a Harbour View High and Simonds High East-West Challenge Basketball Game.

20. 2000/2001 AMBULANCE SERVICES AGREEMENT FOR AUTHORIZATION
OF APPROPRIATE SIGNATURES

Councillor Sutton moved to authorize appropriate signatures on the 2000/2001 Ambulance Services Agreement.

23. RECREATION DIRECTOR’S REPORT OF MARCH 21, 2001
RE:  MUNICIPAL GREEN AREAS FOR INTEGRATED PEST MANAGEMENT

Councillor Sutton moved to engage Urban Landscaping for the Integrated Pest Management program for 2001 for sites as designated on the Recreation Director’s Report of March 21, 2001.

Seconded by Councillor Calvin.  Carried.
 

24. DRAFT RESOLUTION RE:  FLAMES DAY
Councillor Keir moved to read a Public Announcement Re:  Flames Day.
Seconded by Councillor McGowan.  Carried.

The following announcement was read:

Whereas the Saint John Flames have a significant impact on the social and economic fabric of the region; and

Whereas the Saint John Flames are the major tenant of Harbour Station which is supported by the taxpayers of the greater Saint John community; and

Whereas the Saint John Flames, as a member of the American Hockey League, provide the Greater Saint John Region with a North American profile; and

Whereas the local ownership group has guaranteed that the Flames will remain in Saint John for at least the next two years if its 2001-02 season ticket drive is successful;

The Town of Grand Bay-Westfield recognizes Wednesday, March 28th as Flames Day.

Citizens are encouraged to wear Flames colour (red and white) to work and school that day and to adopt the day as the deadline for receipt of $50 deposits in lieu of waiting until March 31st to decide the future outcome of the team.
