Councillor Day moved that our Emergency Measures Organization purchase the equipment applied for in the Joint Emergency Preparedness Program for year 2003 and that the fifty percent (50%) contribution to be paid by the Town be covered by the budgets of the Fire Department and the Emergency Measures Organization. Councillor Day moved to approve the proposed “Grand Bay-Westfield Canada Day Parade” to be held by the River Valley Lions Club, on Canada Day, Tuesday July 1, 2003 beginning at 11:00 a.m. to run from the Sobey’s Plaza to the Arena along River Valley Drive subject to permission of the Team Leader of the R.C.M.P. and the District Engineer of the New Brunswick Department of Transportation; as well resources of the Recreation Department and the Works Department will be made available for the planning and preparation of this event. Seconded by Councillor Murphy. Carried.

Councillor Silliphant moved to engage Wendall Derrah at a cost of $15.50 per hour for Ball Field Services for 2003/2004 subject to: 1) receiving the performance bond of 5% of the accepted bid, 2) insurance coverage under the Town of Grand Bay-Westfield policy for a fee of $250, 3) the Town will provide the lining material and equipment to be stored and maintained by Wendall Derrah. Seconded by Councillor Murphy. Carried.

| 24. | RECREATION DIRECTOR’S REPORT OF MAY 21, 2003 | ||
| RE: RIVER VALLEY CHAMBER OF COMMERCE (R.V.C.C.) OPERATION
OF VISITOR INFORMATION CENTER (V.I.C.)
Councillor Murphy moved to provide 1) a grant in the amount of $3,050 to be forwarded to the River Valley Chamber of Commerce to assist with the operation of the Visitor Information Centre (V.I.C.) in Grand Bay-Westfield; 2) the people working the V.I.C. be asked to pick up litter around and near the Caboose as part of their daily duties while the V.I.C. is operating; 3) at the beginning and end of the operation of the V.I.C. items in the Caboose be safely unpacked and then packed for the season; 4) a report will be submitted to the Town from the River Valley Chamber of Commerce to include the number and breakdown of Tourists over the season and any financial requests for assistance for the 2004 Tourist season to be received before October 1, 2003; this report is to include a breakdown of expenses for the $3,050 received from the Town of Grand Bay-Westfield; 5) to consult with the Recreation Department before carrying out any repairs or changes on or around the caboose area. Councillor Silliphant moved to award the tender for 2003 Street Improvements – River Valley Drive, Beach Road, Harmony Road, Bayview Drive, Midwood Lane, Maralyn Court, Alder Road, Broad Street, Grand Bay-Westfield, NB Project No. 010-100 to the low tenderer Galbraith Construction Ltd. for a contract price of $174,643.00 subject to approval from the Municipal Capital Borrowing Board. Seconded by Councillor Day. Carried.

Councillor Day moved to add the approved 2003 Designated Highway work to the 2003 Street Improvements Project No. 010-100 as awarded to Galbraith Construction. Seconded by Councillor Murphy. Carried. Councillor Day moved to add two items of work to the 2003 Street Improvements Project, No. 010-100: 1) Retaining Wall corner of Woolastook Drive and Valley View Drive and 2) Phase 1 Storm Sewer Woolastook Drive/Valley View Drive, approximately 20 meters. Seconded by Councillor Silliphant. Carried.
