The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 27, 2009 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Archer, Councillor Calvin, Councillor Day, Councillor McGowan, and Councillor Murphy were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Murphy moved to approve agenda of April 27, 2009 as presented.

    Seconded by Councillor Day.  Carried.

PRESENTATION BY PAUL MACDONALD DATED MARCH 17, 2009 RE:  STREET CONDITIONS - YOUNG STREET AND KIRTLEY AVENUE

    Paul MacDonald of 43 Young Street provided information to Council regarding Kirtley Avenue.

    Councillor Murphy moved to refer the presentation of March 17, 2009 from Paul Macdonald to Town Staff for a report back to Council on May 11, 2009.

    Seconded by Deputy Mayor Archer.  Carried.

6.2 PRESENTATION BY EARLE BURROWS RE:  CANADA DAY 10 MILER 10K & 5K

    Earle Burrows provided information to Council regarding the Canada Day 10 Miler 10K and 5K.

    Councillor Day moved to refer the presentation from Earle Burrows to Town staff for a report back to Council on May 11, 2009.

    Seconded by Deputy Mayor Archer.  Carried.

    It was noted information would be provided to the residents through the Town’s mass mail outs.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF TUESDAY APRIL 14, 2009

Councillor Murphy moved to adopt the minutes of the Regular Council Meeting of Tuesday, April 14, 2009 as presented.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF APRIL 6, 2009

    Councillor McGowan moved to receive and file minutes of Planning Advisory Committee Meeting of April 6, 2009.

MINUTES OF TOURISM COMMITTEE MEETINGS OF FEBRUARY 25, 2009 AND MARCH 19, 2009

    Councillor Murphy moved to receive and file minutes of Tourism Committee Meetings of February 25, 2009 and March 19, 2009.

    Seconded by Deputy Mayor Archer.  Carried.

    It was noted the Tourism Committee is hosting an Open Air Festival on July 25, 2009 and local non-profit groups and churches have been invited to participate.

7.4 MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETINGS OF MARCH 17, 2009 AND MARCH 31, 2009

    Councillor McGowan moved to receive and file minutes of Emergency Measures Organization (EMO) Meetings of March 17, 2009 and March 31, 2009.

    Seconded by Councillor Calvin.  Carried.

    It was noted the Emergency Measures Organization is monitoring current flood conditions and an Information Meeting has been held for residents subject to flooding.

TELEPHONE POLL OF APRIL 16, 2009 RE:  LETTER IN SUPPORT OF THE SAINT JOHN AIRPORT INC. APPLICATION FOR INFRASTRUCTURE FUNDING UNDER BUILDING CANADA FUND

Councillor Day moved to ratify Telephone Poll of April 16, 2009 Re:  Letter in Support of the Saint John Airport Inc. Application for Infrastructure Funding under Building Canada Fund.

    Seconded by Deputy Mayor Archer.  Carried.

BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment in the amount of $33,441.70 and Bills for Ratification in the amount of $27,428.42; Grand Total of $60,870.12.

16. INFORMATION PACKAGE OF APRIL 2009 RE:  BUSINESS CASE TO ACCOMPANY BUILDING CANADA APPLICATION RE:  INFRASTRUCTURE PROJECT NO: 27490, NORTHERN WASTEWATER COLLECTION AND TREATMENT TOWN OF GRAND BAY-WESTFIELD NB, GAL PROJECT NO: 010-107 - DRAFT RESOLUTION

    Deputy Mayor Archer moved that Council of the Town of Grand Bay-Westfield approves the submission of an application to the Building Canada Fund for construction of a new wastewater treatment plant and associated components and the initial phase for extension of sewers to service the northern section of the Town and that such application be considered to be priority one.

    Seconded by Councillor McGowan.  Carried.

    It was noted the submission deadline for Building Canada funding is April 30, 2009.

DEVELOPMENT OFFICER’S REPORT OF APRIL 22, 2009 RE:  TENTATIVE SUBDIVISION PLAN APPROVAL, CHESTNUT HILL ESTATES SUBDIVISION (PHASE 1) EXTENSION

    Councillor Day moved to accept the request from Grand West Holdings Ltd. dated April 16, 2009 for the extension to the 6 month Tentative

    Approval granted by the Development Officer based upon previous motion of Council dated October 14, 2008.

    Seconded by Deputy Mayor Archer.  Carried.

WORKS COMMISSIONER’S REPORT OF APRIL 22, 2009 RE:  MUNICIPAL VEHICLE LEASES

    Council Calvin moved to table the Works Commissioner’s Report of April 22, 2009 Re:  Municipal Vehicle Leases for inquiries into better pricing with a report back to Council for May 11, 2009.

    Seconded by Councillor McGowan.  Carried.

19. WORKS COMMISSIONER’S REPORT OF APRIL 20, 2009 RE:  FIVE YEAR CAPITAL INVESTMENT PLAN PER GAS TAX FUNDING (GTF) AGREEMENT

    Councillor Murphy moved that the document entitled Town of Grand Bay-Westfield Five Year Capital Plan (2005 - 2010) be revised to reflect:
   
1.    Inglewood Drive storm sewer project increase to $315,079 (estimate) for 2009;

           2.    project to install storm sewer and curb & gutter on Central Avenue be removed from the Gas Tax project list until land concerns are finalized,

and further moved to authorize Godfrey Associates Ltd. to proceed to tender for 2009 Gas Tax Refund projects subject to approval of Town’s 2009 Gas Tax application.

20. LETTER OF APRIL 16, 2009 FROM HON. ROLAND HACHÉ, MINISTER OF ENVIRONMENT RE:  SUPPORT OF THE HENDERSON BROOK SLOPE NATURALIZATION PROJECT/LETTER OF APRIL 16, 2009 FROM HON. ROLAND
    HACHÉ, MINISTER OF ENVIRONMENT RE:  SUPPORT OF THE NEREPIS LANDING WETLANDS INTERPRETIVE SITE PROJECT

    Councillor Murphy moved to receive and file letter of April 16, 2009 from Hon. Roland Hache, Minister of Environment Re:  Support of Henderson Brook Slope Naturalization Project and letter of April 16, 2009 from Hon. Roland Hache Re:  Support of the Nerepis Landing Wetlands Interpretive Site Project and to forward a letter of thanks to the Minister of Environment for the approval of funding for the noted projects.

    Seconded by Deputy Mayor Archer.  Carried.

21. LETTER OF APRIL 14, 2009 FROM PHILIP L. REEVES RE:  APPOINTMENT BY THE GREATER SAINT JOHN COMMUNITY FOUNDATION - VITAL SIGNS COMMITTEE

    Councillor Day moved to receive and have read letter of April 14, 2009 from Philip L. Reeves Re:  Appointment by the Greater Saint John Community Foundation - Vital Signs Committee.

    Seconded by Deputy Mayor Archer.  Carried.

    The letter of April 14, 2009 from Phillip L. Reeves was read.

22. FACSIMILE OF APRIL 20, 2009 FROM CARL A. WHITE, EVENT CHAIR, NEW BRUNSWICK SPORTS HALL OF FAME DINNER AND INDUCTION CEREMONY RE:  TICKETS AND ADVERTISING

    Deputy Mayor Archer moved to receive and file facsimile of April 20, 2009  from Carl A. White, Event Chair, New Brunswick Sports Hall of Fame Dinner and Induction Ceremony Re:  Tickets and Advertising.

    Seconded by Councillor McGowan.  Carried.

    It was noted that the application deadline for grant funding from the Town is April 30, 2009.

LETTER OF MARCH 17, 2009 FROM TOM SIMPSON, CHAIRPERSON, CRANE MOUNTAIN ENHANCEMENT INC. (CMEI) SPECIAL PROJECTS COMMITTEE RE:  APPROVAL OF APPLICATION FOR FUNDING FROM THE HOST COMMUNITY ENHANCEMENT FUND

    Deputy Mayor Archer moved to receive and file letter of March 17, 2009 from Tom Simpson, Chairperson, Crane Mountain Enhancement Inc. (CMEI) Special Projects Committee Re:  Approval of Application for Funding from the Host Community Enhancement Fund.

    Seconded by Councillor Calvin.  Carried.

    It was noted funding was made available to the Emergency Measures Organization for the purchase of one Smart Board and two Laptop Computers (50% of cost).

24. TOWN MANAGER’S REPORT OF APRIL 21, 2009 RE:  APPLICATION FOR FINANCING RE:  MINISTERIAL ORDER (MO) 07-34

    Deputy Mayor Archer moved to request a Change in Term from the Municipal Capital Borrowing Board from five years to fifteen years regarding Ministerial Order 07-34 dated May 14, 2007 for Environmental Services for $150,000.

    Seconded by Councillor Day.  Carried.
