1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a regular session on Monday, June 27, 2005 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE
All members of Council were in attendance with the exception of Councillor Evans.

Deputy Mayor Murphy moved to pay Councillor Evans in his absence.

 Seconded by Councillor Day.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda of June 27, 2005 as presented.

Seconded by Councillor McGowan.  Carried.
 

4.  DISCLOSURE OF CONFLICT OF INTEREST
Councillor McGowan stated a conflict of interest with Item #19 on the agenda:

Memorandum of June 21, 2005 from Planning Advisory Committee Re:  Tentative Subdivision Approval - William & Shirley Silliphant Subdivision - Sandlewood Drive/Development Officer’s Report of June 21, 2005.

6.1 PRESENTATION BY THE KIDNEY FOUNDATION - KIDNEY CAR PROGRAM 
MARJORIE MILNER AND PHIL WILLIAMS ATTENDING

Marjorie Milner and Phil Williams presented the Town with an overview of the Kidney Foundation operations and the Kidney Car Program.

Councillor Day moved to receive and file the presentation by Marjorie Milner and Phil Williams regarding Kidney Foundation Operations.

 Seconded by Councillor McGowan.  Carried.

It was noted the Town will participate in the Kidney Car Program in 2005.
 

7. MINUTES OF REGULAR COUNCIL MEETING OF JUNE 13, 2005
Councillor Day moved to adopt the minutes of the Regular Council Meeting of June 13, 2005 as presented.

7.1  MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JUNE 6, 2005
Councillor Day moved to receive the minutes of the Planning Advisory Committee Meeting of June 6, 2005.

7.2 MINUTES OF TOURISM COMMITTEE MEETING OF MAY 19, 2005
Councillor McGowan moved to receive and file the minutes of the Tourism Committee Meeting of May 19, 2005.

 Seconded by Deputy Mayor Murphy.  Carried.

It was noted that the Visitor Information Centre has had forty-five visitors so far in the month of June and that the Town of Grand Bay-Westfield will be twinning with the Town of Bathurst in 2005/06.

It was also noted efforts would be made to have a meeting of all area groups participating in Canada Day prior to the event in future years to co-ordinate the various activities.
 

7.3  QUOTATION NOTES OF JUNE 22, 2005 - PAVEMENT MARKINGS
Deputy Mayor Murphy moved to receive and file the quotation notes of June 22, 2005 - Pavement Markings.

 Seconded by Councillor McGowan.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Day moved to  pay the Bills for Payment enbloc for a total of $40,009.50 and Bills for Ratification for a total of $41,473.62; grand total of $81,483.12.

 Seconded by Deputy Mayor Murphy.  Carried.

16. DONATION FROM THE TIES AND FRILLS SQUARE DANCE CLUB
USE OF GRAND BAY-WESTFIELD CENTRUM

 Councillor Day moved to receive and file the correspondence from the Ties and Frills Square Dance Club for the use of Grand Bay-Westfield Centrum noting a donation of $225 for the period from September 2004 until May 2005.

 Seconded by Deputy Mayor Murphy.  Carried.

 A letter of thanks will be forwarded to the Ties & Frills through the Mayor’s office.
 

17. LETTER OF JUNE 9, 2005 FROM MILT SHERWOOD, MLA, GRAND BAY-WESTFIELD
RE:  FEDERAL GAS TAX REVENUES

 Deputy Mayor Murphy moved to receive and file letter of June 9, 2005 from Milt Sherwood, MLA Grand Bay-Westfield Re:  Federal Gas Tax Revenues.

 Seconded by Councillor McGowan.  Carried.

 It was noted MLA Sherwood supports the “Fair Deal for Cities and Communities in New Brunswick” which guarantees municipalities 63% of the revenue with LSDs to receive 37%.

 It was noted the three municipal associations are seeking a greater % of gas revenue for the municipalities.
 

18. LETTER OF JUNE 13, 2005 FROM THE NEW BRUNSWICK YOUTH ORCHESTRA
RE:  THANK YOU FOR CONTRIBUTION

 Councillor Day moved to receive and file letter of June 13, 2005 from the New Brunswick Youth Orchestra Re:  Thank You for Contribution.

 Seconded by Deputy Mayor Murphy.  Carried.
 

19. MEMORANDUM OF JUNE 21, 2005 FROM PLANNING ADVISORY COMMITTEE
RE:  TENTATIVE SUBDIVISION APPROVAL - WILLIAM & SHIRLEY SILLIPHANT SUBDIVISION - SANDLEWOOD DRIVE/DEVELOPMENT OFFICER’S REPORT OF JUNE 21, 2005

 Councillor McGowan departed the meeting at this point due to a stated conflict of interest.

Councillor Day moved to accept an amount of $229.05 as Money in Lieu of Land for Public Purposes for the creation of one new building lot as shown on the Tentative Subdivision Plan, William & Shirley Silliphant Subdivision, Lot 2005-8 as prepared by DeSaulniers Surveys Inc. dated June 27, 2005, with approval of the Final Subdivsion Plan to be subject to:

a) payment of $229.05 Money in Lieu of Land for Public Purposes;

b) any utility easements as required by NB Power and NB Tel for the servicing of this lot.

 Seconded by Deputy Mayor Murphy.  Carried.

 Councillor McGowan rejoined the meeting.
 

20. LETTER OF JUNE 10, 2005 FROM RIGHT HONORABLE, PAUL MARTIN, PRIME MINISTER
RE:  POINT LEPREAU REFURBISHMENT

 Councillor Day moved to receive and file the letter of June 10, 2005 from Right Honorable, Paul Martin, Prime Minister Re:  Point Lepreau Refurbishment.

 Seconded by Deputy Mayor Murphy.  Carried.
 

21. MEMORANDUM OF JUNE 21, 2005 FROM PLANNING ADVISORY COMMITTEE (PAC) 
RE: COMMITTEE’S SUMMER MEETING SCHEDULE

Deputy Mayor Murphy moved to receive and file memorandum of June 21, 2005 from the Planning Advisory Committee Re:  Committee’s Summer Meeting Schedule.

Seconded by Councillor Day.  Carried.

It was noted the July 4, 2005 and August 15, 2005 regularly scheduled meetings of PAC will be cancelled, with a special meeting to be called if required.
 

22. WORKS COMMISSIONER’S REPORT OF JUNE 21, 2005 RE:  WINTER MAINTENANCE HOLDBACK
Deputy Mayor Murphy moved that the $5,000 holdback for the Plowing and Other Winter Maintenance Service contract with Brad Gould Trucking & Excavation be released.

 Seconded by Councillor McGowan.  Carried.
 

23. DEVELOPMENT OFFICER’S REPORT OF JUNE 20, 2005
RE:  POLICY #E006, TEMPORARY SIGNAGE FOR COMMUNITY EVENTS AND DIRECTIONAL SIGNAGE

 Councillor Day moved to adopt revised Policy #E006 as follows to allow for Directional Signage for Tourist Destinations off Route 177:

Town of Grand Bay-Westfield

POLICY #E006
POLICY TITLE:  TEMPORARY SIGNAGE FOR COMMUNITY EVENTS
AND TOURISM DIRECTIONAL SIGNAGE
EFFECTIVE DATE:  JUNE 27, 2005 

GENERAL CONDITIONS

1.01 Activities/Announcements occurring throughout the Town may be posted on the Permanent freestanding overhead
       sign erected by the Municipality and located across from the Centrum Building on River Valley Drive by application
        to the Recreation Director. (Reference Policy #D004)

1.02 Notwithstanding a motion of Council to accommodate a variety and number of community events, temporary
        portable sign permits (as per section 7.2.6 of the Town’s Zoning By-law), will not be issued for signs to be placed
        on Municipal property.

1.03 The Municipality may, at its discretion, refuse to issue a permit or cancel an issued permit or a renewal for cause.

DIRECTIONAL SIGNAGE FOR TOURIST DESTINATIONS

Note:   The Zoning By-law regulates all signage on private property including buildings.  Only municipally approved signage including traffic and street signage is permitted on the road right-of-way.

2.01 Directional signage for tourist destinations (including accommodations and  attractions may be developed in a style
        similar to the Town’s Heritage Kiosk signage (similar text size and mounting).

2.02 Subject to approval by Department of Transportation for placement of new signage on Route 177, directional
        signage for businesses and services that are located off the highway (Route 177) will be installed by the Town by
        application to the Development Officer.  Payment by cash, money order or certified cheque for fees sufficient to
        cover the cost of ordering such signage will be required from the Applicant.

2.03 Any sign that no longer advertises a bonafied business or service shall be removed within sixty (60) days of 
        termination of such business or service. 

2.04 A maximum of 6 businesses, services, or attractions per sign-post will be permitted and located on Route 177 at
        the nearest side street intersection to the operation or attraction.

2.05 Tourist destination directional signs will permit up to 20 letters and a logo with a maximum size of 800mm x 
        600mm.  Layout of the sign must be approved by the Development Officer prior to purchasing the sign.

It was noted the new policy would be added to a future Town mail out and placed on the Town web site.

The Tourism Committee was thanked for its excellent work in 2004/05.
 

24. DEVELOPMENT OFFICER’S REPORT OF JUNE 17, 2005
 RE:  RIVER VALLEY LIONS CLUB - CANADA DAY PARADE

Councillor McGowan moved to approve the proposed “Grand Bay- Westfield Canada Day Parade” to be held by the River Valley Lions Club on Canada Day, Friday July 1, 2005 beginning at 11:00 a.m. and to proceed from the Sobeys Plaza along River Valley Drive to the River Valley Community Center (Arena), subject to permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation; as well, resources of the Recreation Department and the Works Department will be made available for the planning and preparation of this event.

 Seconded by Deputy Mayor Murphy.  Carried.
 

25. RECREATION DIRECTOR’S REPORT OF JUNE 24, 2005 
RE:  GRAND BAY-WESTFIELD HALF MARATHON COMMITTEE - INSURANCE

 Deputy Mayor Murphy moved that the Grand Bay-Westfield Half Marathon be included under the Town’s insurance coverage for Canada Day activities.

 Seconded by Councillor McGowan.  Carried.
 

26. WORKS COMMISSIONER’S REPORT OF JUNE 20, 2005
RE:  TRAFFIC AND PEDESTRIAN STUDY ALONG RIVER VALLEY DRIVE

 Councillor Day moved to adopt the recommendations in the Traffic and Pedestrian Study along River Valley Drive dated April 2005 and agreed to by the Department of Transportation with implementation of the recommendations for 2005 activities and future activities subject to funding and traffic flow criteria as follows:

1. 2005 Activities -

  • Engage ADI Limited to design and proceed to tender for the construction of pedestrian activated crosswalk lights at Epworth Park Road;
  • Paint zebra markings at Pamdenec Road crosswalk;
  • Remove overhead flashing lights at Pamdenec Road;
  • Change yellow-green advance crosswalk signs at Pizza Delight, Station Street and Epworth Park Road crosswalks;
  • Purchase TAC guidelines for driveways.
2. Future Year Activities -
  • Continue to monitor traffic patterns at the intersection of Epworth Park Road and River Valley Drive;
  • Include left turn lane at Epworth Park Road work in 5 year Designated Highway Plan when the criteria is met;
  • Install pedestrian activated crosswalk light at Station Street;
  • Continue support for crosswalk educational programs.
 Seconded by Councillor McGowan.  Carried.

It was noted communication with the Department of Transportation would be necessary to complete the various projects and to determine DOT criteria in comparison to TAC guidelines.
 

27. WORKS COMMISSIONER’S REPORT OF JUNE 22, 2005
RE:  QUOTATION FOR PAVEMENT MARKINGS 2005-2006

 Deputy Mayor Murphy moved to award quotation 2005-2006 Pavement Markings to Four Season Sports Ltd. to paint pavement markings in the Town for 2005 and 2006 for the amount of $12,204.25 per year with an option to renew in 2007.

Seconded by Councillor McGowan.  Carried.
 

28. RECREATION DIRECTOR’S REPORT OF JUNE 22, 2005 RE: WASHROOMS
Councillor Day moved to receive and file Recreation Director’s report of June 22, 2005 Re:  Washrooms and to rent three portable washrooms with water to be placed at Unity Park, River Valley Middle School, and River Valley Lions Field for a thirty (30) day trial period.

 Seconded by Councillor McGowan.  Carried.
