The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, July 27, 2009 with Mayor Losier presiding.

RECORD OF ATTENDANCE

Deputy Mayor Archer, Councillor Calvin, Councillor Day, Councillor McGowan and Councillor Murphy were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Murphy moved to approve the agenda of July 27, 2009 as presented.

6.1
PRESENTATION OF RCMP STATISTICAL REPORT FOR JUNE 2009 - RCMP REPRESENTATIVE ATTENDING

    Cpl. Landry provided Council with information regarding the June 2009 RCMP Statistical Report.

    Councillor McGowan moved to receive and file the RCMP Statistical Report for June 2009.

    Seconded by Councillor Day.  Carried.

    It was noted that the Town would review the use of signage at the new Intersection at Woolastook Drive and River Valley Drive.

6.2 PRESENTATION BY BRIAN CURRY, TOWN REPRESENTATIVE FOR HARBOUR STATION

    Brian Curry, Town Representative for Harbour Station provided information to Council regarding the operations of Harbour Station from June 2008 - July 2009.

    Deputy Mayor Archer moved to receive and file Presentation by Brian Curry, Town Representative for Harbour Station.

    Seconded by Councillor Day.  Carried.

    Mayor Losier thanked Brian Curry for his many years of service as Representative for the Town of Grand Bay-Westfield on the Board for Harbour Station.

6.3 PRESENTATION BY RANDY BELL, TOWN REPRESENTATIVE FOR AQUATIC CENTRE

Randy Bell, Town Representative for the Aquatic Centre provided information to Council regarding the operations of the Aquatic Center from June 2008 - July 2009.

    Deputy Mayor Archer moved to receive and file Presentation by Randy Bell, Town Representative for the Aquatic Centre.

    Seconded by Councillor Day.  Carried.

Mayor Losier thanked Randy Bell for his many years of service as Representative for the Town of Grand Bay-Westfield on the Board for Aquatic Centre.

Councillor McGowan moved to receive and file minutes of Planning Advisory Committee Meeting of June 15, 2009.

It was noted that Town staff would inquire if “Open Air Festival Event Forms for Feedback” could be posted on the Town Website.

Deputy Mayor Archer moved to receive and file minutes of River Valley Community Center Board of Directors Meeting of May 19, 2009.

7.5 MINUTES OF FUNDY REGIONAL SOLID WASTE COMMISSION MEETINGS OF APRIL 16, 2009 AND MAY 14, 2009

Councillor McGowan moved to receive and file minutes of Fundy Regional Solid Waste Commission Meetings of April 16, 2009 and May 14, 2009.

    Seconded by Councillor Murphy.  Carried.

It was noted a new Recycling System is being implemented by the Solid Waste Commission.

Councillor Day moved to pay Bills for Payment in the amount of $78,136.16 and Bills for Ratification in the amount of $68,872.96; Grand Total $147,009.12.

    Councillor Day moved to receive and file letter of June 18, 2009 from Stephanie B. Patterson, P. Eng., Godfrey Associates Ltd. Re:  Storm Sewer Improvements 2009, Highland Road and Inglewood Drive, Grand Bay-Westfield, NB, Project No. 010-141.

    Seconded by Deputy Mayor Archer.  Carried.

    It was noted that information would be requested regarding the breakdown of costs associated with the 2009 Gas Tax Project work.

20. FIRE CHIEF’S REPORT OF JULY 14, 2009 RE: CASUALTY COLLECTION UNITS - STORAGE

    Councillor Murphy moved that the Town enter into a (3) three year agreement with the Department of Health to store, on their behalf, Casualty Collection Units (CCU’s) as previously done since 2002 and to authorize signatures to the relevant agreement.

    Seconded by Councillor McGowan.  Carried.


    It was noted their will be no cost to the Town associated with the Casualty Collection Units agreement.

21.
FIRE CHIEF’S REPORT OF JULY 15, 2009 RE: CENTRUM ELECTRICAL UPGRADE
       
    Councillor Day moved to accept the quote from the Town’s Electrical Contractor RH Electrical, in the amount of $11,200 plus HST to upgrade the electrical system in the Centrum to be able to connect a portable generator during a power outage; the cost of this project will be shared 50/50 between the Town and Joint Emergency Preparedness Program (JEPP) a Provincial and Federal program.

DEVELOPMENT OFFICER’S REPORT OF JULY 15, 2009 RE:  TERRY FOX RUN, SEPTEMBER 13, 2009

Deputy Mayor Archer moved to approve the proposed Terry Fox Run to be held on Sunday, September 13, 2009 from Unity Park under provisions set out in the Town’s Traffic By-law No. 80, section 6(1) subject to permission and conditions of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for the proposed route along River Valley Drive/Nerepis Road.

23. DEVELOPMENT OFFICER’S REPORT OF JULY 17, 2009 RE: TENTATIVE SUBDIVISION PLAN, VALLEY VIEW ESTATES SUBDIVISION, PHASES 10, PID NO. 00220871

    Councillor Day moved to accept the request from W.C. McLeod Builders Ltd. dated July 15, 2009 for the extension to the 6 month Tentative Approval granted for Valley View Estates Subdivision, Phase 10, PID No. 00220871 by the Development Officer based upon previous motion of Council dated January 26, 2009.

    Seconded by Councillor McGowan.  Carried.

24. DEVELOPMENT OFFICER’S REPORT OF JULY 21, 2009 RE: ENERPLAN ENERGY AUDIT

    Councillor Murphy moved to receive and refer Enerplan Energy Audit to Department Heads for the 2010 Operating and Capital Budgets as appropriate.

25. MEMORANDUM OF JUNE 2, 2009 FROM RALPH STEVENS, PLANNING ADVISORY COMMITTEE CHAIRMAN RE:  RECOMMENDATION TO COUNCIL/APPLICATION FOR VARIANCE CHESTNUT HILL ESTATES SUBDIVISION, PHASE 1/DEVELOPMENT OFFICER’S REPORT OF JULY 22, 2009

    Councillor Murphy moved:

1.    to accept the recommendation from Godfrey Associates Ltd., acting as the Town Engineer, dated July 22, 2009 for the cost estimate prepared by ADI Limited dated July 17, 2009 describing the total value of the work to be completed under Chestnut Hill Estates Subdivision, Phase 1, with a value of $80,000.00; and

2.    further moved to approve signing authority on the Subdivision Developer’s Agreement for the Subdivision Plan, Chestnut Hill Estates Subdivision, Phase 1, Town of Grand Bay-Westfield, Parish of Westfield, Kings County, New Brunswick, as prepared by Kierstead Quigley & Roberts Ltd. and dated June 18, 2009 and under section 56(1) of the Community Planning Act, assent to the Plan for the vesting of public street Myles Terrace and a 10 m wide Municipal Service Easement, prior to Final Approval being granted by the Development Officer,
 
subject to final receipt and final review of all contract documents to the satisfaction of the Town Solicitor, outstanding Security and Insurance Certificates, and payment of $706.11 (cash, money order, certified cheque or debit).

26.
MEMORANDUM OF JULY 8, 2009 RE:  RECOMMENDATION TO COUNCIL RE:  009062 NB LTD. SUBDIVISION, LOT 09-6 & 09-7, SANDLEWOOD CRESCENT/DEVELOPMENT OFFICER’S REPORT OF JULY 10, 2009

    Councillor Day moved to approve the Amending Subdivision Plan, 009062 NB Ltd. Subdivision, Lot 09-6 and Lot 09-7, situate on Inglewood Drive, Town of Grand Bay-Westfield, Parish of Westfield, Kings County, New Brunswick, as prepared by DeSaulniers Surveys Inc. and dated June 15, 2009 and under section 56(1) of the Community Planning Act, assent to the Plan for the vesting of a Municipal Service Easement, subject to final receipt of $771.55 (cash, money order, certified cheque or debit).
