Deputy Mayor Murphy moved to receive and file RCMP Statistical Report for August 2004 as presented by Cpl. Rob Landry. Seconded by Councillor McGowan. Carried. It was noted that the recent Neighbourhood Watch BBQ Yard Sale raised
$375 towards the purchase of Neighborhood Watch signs for the Town.

| RE: DESIGNATED HIGHWAY 5 YEAR PLAN 2005-2009
Councillor Day moved to adopt the Designated Highway 5 Year Plan 2005-2009 per Works Commissioner’s report of September 20, 2004 and forward the Plan to the Department of Transportation. Seconded by Deputy Mayor Murphy. Carried. It was noted a letter would be forwarded to the Department of Transportation
requesting a meeting to discuss the 5 Year Plan.

| RE: AWARD - TENDER 2004-03, MULTI PURPOSE SIDEWALK TRACTOR
Deputy Mayor Murphy moved to award Tender No. 2004-03 for the purchase of a Multi Purpose Sidewalk Tractor to Saunders Equipment at the tendered price of $94,840.68 including HST and also moved to approve $4,500 to add air conditioning to the cab of the Works Department Backhoe. Seconded by Councillor McGowan. Carried.

| 20. | RECREATION DIRECTOR’S REPORT OF SEPTEMBER 22, 2004 | ||
| RE: GRAND BAY-WESTFIELD PEDESTRIAN BRIDGE SOIL SAMPLING
Deputy Mayor Murphy moved to approve soil sampling at existing abutments to the proposed pedestrian bridge at Milligan Brook as provided by Greg McKay, CET, Civil Engineering Technologist, one (1) Engineer Support Unit up to an estimated cost of $1000 plus HST. Seconded by Councillor Evans. Carried. It was noted funds for soil sampling would be available from the
Subdivision Fund or the Council Discretion Account.

| 21. | DRAFT RESOLUTION FOR BANK OF NOVA SCOTIA RE: 2004 CAPITAL PROJECTS | ||
| Councillor Day moved that for the purposes of bridge financing on
capital expenditures, Town of Grand Bay-Westfield (the “Corporation”) establish
certain non-revolving term credit facilities with The Bank of Nova Scotia
(the “Bank”) to bridge capital expenditures to a maximum of $3,390,000:
$250,000 for Transportation capital expenditures,
and that any one appointed (Sandra Gautreau, Marcia Mason) and one elected official (Mayor Losier, Deputy Mayor Murphy, Councillor McGowan, Councillor Day) are hereby authorized to sign on behalf of the Corporation and to furnish to the Bank from time to time a promissory note or notes sealed with the Corporate Seal for the sum or sums so borrowed with interest at such rate as the Bank may from time to time determine. Seconded by Deputy Mayor Murphy. Carried.
