PUBLIC PRESENTATIONS
5.1
SAINT JOHN FOUNDATION PRESENTATION PER JANE BARRY Jane Barry gave a presentation on the Saint John Foundation noting the foundation is a locally governed, independent, and a permanent trustee of endowment funds which generate earnings to meet Greater Saint John priorities through grants to local charities.
Councillor Sutton moved to receive the documentation as presented by Mrs. Barry on behalf of the Saint John Foundation.

MINUTES OF REGULAR COUNCIL MEETING OF MARCH 13, 2000 Councillor Sutton moved to adopt the minutes of the regular Council meeting of March 13, 2000 as presented.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 6, 2000 Councillor McGowan moved to receive and file the minutes of the Planning Advisory Committee meeting of March 6, 2000.

MINUTES OF TRANS CANADA TRAIL RELAY 2000 COMMITTEE MEETING OF MARCH 2, 2000 Councillor Sutton moved to receive and file the minutes of the Trans Canada Trail Relay 2000 Committee meeting of March 2, 2000.

MINUTES OF TOWN EMERGENCY MEASURES ORGANIZATION MEETING OF FEBRUARY 15, 2000 Deputy Mayor Black moved to receive and file the minutes of the Town Emergency Measures Organization meeting of February 15, 2000.

TELEPHONE POLL OF MARCH 17, 2000 RE: AWARD OF HIGHLAND ROAD TO ROUTE 7 ACCESS STUDY TO GODFREY ASSOCIATES LTD., CONSULTING PROFESSIONAL ENGINEERS Councillor Sutton moved to ratify the Telephone Poll of March 17, 2000 in that authorization be granted to award the Highland Road to Route 7 Access Study to Godfrey Associates Ltd., Consulting Professional Engineers for $7,500.00 plus HST as set out in the Development Officer’s Memorandum of March 17, 2000.

TELEPHONE POLL OF MARCH 17, 2000 RE: AWARD OF WORKS GARAGE STUDY TO GODFREY ASSOCIATES LTD., CONSULTING PROFESSIONAL ENGINEERS Councillor McGowan moved to ratify the Telephone Poll of March 17, 2000 in that authorization be granted to award the Works Garage Study to Godfrey Associates Ltd., Consulting Professional Engineers for $5,000.00 plus HST as set out in the Development Officer’s/Works Commissioner’s Memorandum of March 17, 2000.

BILLS FOR PAYMENT Councillor McGowan departed the meeting due to a stated conflict of interest.
Councillor Keir moved to approve the following item from Bills for Ratification:

Councillor McGowan rejoined the meeting.
Councillor Keir moved to pay the Bills for Payment enbloc for a total of $46,503.30, and approve the remaining Bills for Ratification for a total of $70,257.00, Grand Total $116,760.30.
Seconded by Councillor Sutton. Carried.

MEMORANDUM OF MARCH 16, 2000 FROM GRAND BAY-WESTFIELD VOLUNTEER FIRE DEPARTMENT RE: VOLUNTEER FIRE DEPARTMENT SHOW AND SHINE EVENT/DEVELOPMENT OFFICER’S REPORT OF MARCH 16, 2000 Councillor Keir moved to concur with the recommendation of the Development Officer in his report of March 16, 2000 in that 1) permission be granted for the Town of Grand Bay-Westfield Volunteer Fire Department to parade through the Town from Westfield Elementary School to the southern limits of the Town, along Nerepis Road and River Valley Drive on Saturday, July 29, 2000 for the purpose of a “Show & Shine Event”; 2) staff contact the RCMP Team Leader to advise that re-routing of traffic will be required during the proposed 11 a.m. – 12 noon time period on July 29, 2000.

TOWN MANAGER’S REPORT OF MARCH 15, 2000 RE: FIRE PROTECTION SERVICES REVIEW GROUP Councillor Sutton moved to form a Fire Protection Services Review Group, to appoint Councillor Keir as Chairperson, and to appoint the following individuals to the Review Group:

Richard McLean, resident
Mark Gillan, resident
Harriet Hutchinson, residentand also to adopt the following Terms of Reference for the Fire Protection Services Review Group:
TERMS OF REFERENCE
Purpose: To identify key issues of concern with respect to the provision of responsible fire protection services and to identify possible solutions within the scope of: 1) a fully volunteer department, or 2) a combination volunteer/career department, recognizing the Municipality’s limitations.
Tasks: The Review Group will:
a. address factors affecting responsible fire protection services;
b. gather information internally and externally relating to the key issues affecting viable, effective services;
c. address the possible establishment of a combination volunteer/career fire department, i.e. number of full-time officers, number of full-time firefighters, plus number of volunteer firefighters;
d. address providing for a fully volunteer department with an adequate number of available and trained volunteer firefighters and officers;
e. address location of fire station(s);
f. address administrative time demands on officers, particularly the Fire Chief;
g. address liability issues respecting a fully volunteer department versus a combination department;
h. identify financial requirements for a combination department.Accountability: The Review Group will provide recommendations to Council through the Chairperson on or about June 30, 2000.
Membership: The Review Group will be chaired by Councillor Jack Keir. Membership will be per Council appointment as follows:

Harriet Hutchinson, residentFrequency: The Review Group will meet at the discretion of the Chair.

WORKS COMMISSIONER’S REPORT OF MARCH 20, 2000 RE: MAINTENANCE RESPONSIBILITY AGREEMENT Councillor Keir moved to concur with the recommendation of the Works Commissioner in his report of March 20, 2000 in that authorization is granted for appropriate signatures on Schedule “F” of the 2000 Municipal Kilometrage Agreement.
