The Town of Grand Bay-Westfield Council met in a regular session on May 27, 2002 at 7:33 p.m. with Mayor Losier presiding.

ENDED DECEMBER 31, 2001/RIVER VALLEY COMMUNITY CENTER FOUNDATION YEAR 2002 BUDGET - JOHN WEBBER ATTENDING - BROUGHT FORWARD FROM MAY 13, 2002 AGENDA

Deputy Mayor McGowan moved to table River Valley Community Center Foundation Financial Statements for Year Ended December 31, 2001/River Valley Community Center Foundation Year 2002 Budget to the June 10th Council meeting as Mr. Webber was not able to attend.

Seconded by Councillor Day.  Carried.
 

7. MINUTES OF REGULAR COUNCIL MEETING OF MAY 13, 2002
Councillor Silliphant moved to adopt the minutes of the regular Council meeting of May 13, 2002 as presented.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MAY 6, 2002
Councillor Day moved to receive and file the minutes of the Planning Advisory Committee meeting of May 6, 2002.

Seconded by Councillor Calvin.  Carried.
 

7.2 TENDER OPENING NOTES OF MAY 7, 2002 RE:  STREET IMPROVEMENTS – 2002:
NELSON STREET, HIGHLAND ROAD, OLIVE ROAD, WOOLASTOOK DRIVE, RIVER VALLEY DRIVE, BEACH ROAD, BID NUMBER 010-096

Councillor Day moved to receive and file Tender Opening Notes of May 7, 2002 Re:  Street Improvements – 2002: Nelson Street, Highland Road, Olive Road, Woolastook Drive, River Valley Drive, Beach Road, Bid Number 010-096.

Seconded by Deputy Mayor McGowan.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Calvin moved to pay the Bills for Payment enbloc for a total of $23,319.26, and approve the Bills for Ratification for a total of $16,601.02, Grand Total $39,920.28.

 Seconded by Councillor Silliphant.  Carried.

Deputy Mayor McGowan moved First Reading by Title of By-law No. 80A, Amendment to By-law No. 80, Town of Grand Bay-Westfield Traffic By-law.

Seconded by Councillor Day.  Carried.
By-law No. 80A was read a first time by title.

Councillor Day moved Second Reading by Title of By-law No. 80A, Amendment to By-law No. 80, Town of Grand Bay-Westfield Traffic By-law.

16. LETTER OF MAY 8, 2002 FROM PATRICIA PEER/LETTERS RECEIVED MAY 22, 2002 FROM
DOROTHY WATERSTON RE:  TENNIS COURTS/RECREATION DIRECTOR’S REPORT OF MAY 22, 2002

Deputy Mayor McGowan moved to concur with the Recreation Director in his report of May 22, 2002 in that the Town continue to provide the Tennis Courts for public use for this summer season.

Seconded by Councillor Silliphant.  Carried.
 

17. LETTER OF MAY 14, 2002 FROM ROBERT ELLIS, PRESIDENT, ROYAL CANADIAN LEGION, 
BAYVIEW BRANCH RE:  SEWERAGE FEES/WORKS COMMISSIONER’S REPORT OF MAY 17, 2002 

Deputy Mayor McGowan moved to concur with the Works Commissioner in his report of May 17, 2002 in that the Royal Canadian Legion Bayview Branch 22 be advised that a reduction in sewerage fees as requested for the property at 27 Woolastook Drive is not appropriate.

Seconded by Councillor Day.  Carried.

Councillor Calvin cast a dissenting vote.
 

18. LETTER OF APRIL 30, 2002 FROM HON. KIM JARDINE, MINISTER OF ENVIRONMENT AND
LOCAL GOVERNMENT RE:  AMALGAMATION FUNDING PROVIDED TO THE CITY OF EDMUNDSTON 

 Councillor Day moved to receive and file letter of April 30, 2002 from Hon. Kim Jardine, Minister of Environment and Local Government Re:  Amalgamation Funding Provided to the City of Edmundston.

Seconded by Councillor Silliphant.  Carried.

 Deputy Mayor McGowan cast a dissenting vote.
Councillor Day moved the Mayor continue dialogue with Minister Kim Jardine, Environment and Local Government and Milt Sherwood, MLA with respect to the additional funding provided to the City of Edmundston regarding amalgamation.

Seconded by Councillor Silliphant.  Carried.
 

19.  LETTER OF MAY 10, 2002 FROM ELISE GREGOIRE RE: 
LAND FOR PUBLIC PURPOSES - COUNTRY CLUB DRIVE/DEVELOPMENT OFFICER’S REPORT OF MAY 21, 2002

Deputy Mayor McGowan moved to refer letter of May 10, 2002 from Elise Gregoire Re:  Land for Public Purposes - Country Club Drive/Development Officer’s Report of May 21, 2002 to the Development Officer so that he can meet with the surrounding property owners and discuss road standards prior to inviting proposals for sale of Land for Public Purposes, Country Club Drive.

Seconded by Councillor Day.  Carried.

DEPARTMENT OF ENVIRONMENT AND LOCAL GOVERNMENT RE:  NOTIFICATION OF NO BURN SEASON

Councillor Day moved to receive and file letter of May 9, 2002 from Susan Atkinson, Director, Saint John/Fundy Office, Department of Environment and Local Government Re:  Notification of No Burn Season.

21. LETTER OF APRIL 24, 2002 FROM RON DUNN, PLANT HOPE ADJUSTERS LTD.  RE:
PROPERTY AT 18 NELSON STREET/RELEVANT DATA

Councillor Silliphant moved to receive and file letter of April 24, 2002 from Ron Dunn, Plant Hope Adjusters Ltd. Re:  Property at 18 Nelson Street/Relevant Data.

22. FUNDY REGION SOLID WASTE COMMISSION OPERATING BUDGET FOR THE YEAR ENDING
DECEMBER 31, 2002 - BROUGHT FORWARD FROM MAY 13, 2002 AGENDA

Councillor Calvin moved to approve the Fundy Region Solid Waste Commission Operating Budget for the year ending December 31, 2002 as presented.

Seconded by Councillor Silliphant.  Carried.
 

23. LETTER OF MAY 3, 2002 FROM JANE STOCK, INTERIM PROJECT MANAGER, 
MY HOME - OUR ENVIRONMENT RE:  FEDERAL AND PROVINCIAL INITIATIVES - CANADIAN PESTICIDE RISK REDUCTION/LETTER OF MAY 23, 2002 FROM JACK WETMORE, NBHTA IPM AND CONSERVATION PROJECT CO-ORDINATOR

Councillor Calvin moved to receive and file letter of May 3, 2002 from Jane Stock, Interim Project Manager, My Home - Our Environment Re:  Federal and Provincial Initiatives – Canadian Pesticide Risk Reduction/Letter of May 23, 2002 from Jack Wetmore, NBHTA IPM and Conservation Project Co-ordinator.

Seconded by Councillor Day.  Carried.

Councillor Day moved to forward a copy of letter of May 23, 2002 from Jack Wetmore, NBHTA IPM and Conservation Project Co-ordinator to Sharon O’Brien.

Seconded by Deputy Mayor McGowan.  Carried.
 

24. LETTER OF MAY 13, 2002 FROM THE LOWER ST. JOHN RIVER SUSTAINABLE DEVELOPMENT
COALITION RE:  VARIOUS ITEMS

Deputy Mayor McGowan moved to invite Leone Peppard to give a presentation to Council with respect to the initiatives of the Lower St. John River Sustainable Development Coalition.

Councillor Silliphant moved to receive and file letter of April 24, 2002 from Geoff Knight, Executive Director Charlotte County Development Corporation Inc. Re: Development Corporation Information Kits.

26. TOWN MANAGER’S REPORT OF MAY 22, 2002 RE:  APPOINTMENTS TO TOURISM
COMMITTEE

Councillor Silliphant moved to appoint Peter Lohnes and Gary McKay to the Tourism Committee as voting members, effective immediately.

Seconded by Deputy Mayor McGowan.  Carried.
 

26a. APPOINTMENT OF DIRECTOR TO THE TOWN EMERGENCY MEASURES ORGANIZATION
Councillor Day moved to appoint Victor Aucoin as Director for the Town Emergency Measures Organization, effective immediately.

Seconded by Deputy Mayor McGowan.  Carried.
