MONDAY, SEPTEMBER 27, 1999The Town of Grand Bay-Westfield met in a regular session on
Monday, September 27, 1999 at 7:35 p.m. with Mayor Losier presiding.

RECORD OF ATTENDANCE
All members were in attendance with the exception of Councillor Keir and Councillor Sutton.Councillor McGowan moved to pay Councillor Keir and Councillor Sutton in their absence.

DISCLOSURE OF CONFLICT OF INTEREST Councillor McGowan declared a conflict of interest with the following item from Bills for Ratification:

5. PUBLIC PRESENTATIONS 5.1
PRESENTATIONS TO FIRE CHIEF MCCOY AND DEPUTY CHIEF WALLACE RE: FIRE CAUSE DETERMINATION LEVEL II COURSE Mayor Losier presented Chief McCoy and Deputy Chief Wallace with letters of congratulations on their successful completion of the Fire Cause Determination Level II Course and thanked them for their commitment and dedication.

LETTER OF SEPTEMBER 21, 1999 FROM RIVER VALLEY FOOD BANK/MEMORANDUM OF SEPTEMBER 14, 1999 FROM RECREATION DIRECTOR Carol Gray made a presentation to Council in support of the request to Council from the River Valley Food Bank for rent free use of the former Police Station area, 943 River Valley Drive.
A general discussion occurred with comments provided by the following individuals:

Mr. Terry Andow, Representative from Minister Sherwood’s Office
Mr. MacQueenCouncillor Calvin moved to refer the River Valley Food Bank request of September 21, 1999 to Lois Vincent of Enterprise Saint John (ESJ) for the Food Bank representatives to meet with ESJ on Wednesday, September 29, 1999 for assistance with a Business Plan and Funding Applications.

MINUTES OF REGULAR COUNCIL MEETING OF SEPTEMBER 13, 1999 Councillor McGowan moved to adopt the minutes of the regular Council meeting of September 13, 1999 as presented.

MINUTES OF TOWN EMERGENCY MEASURES ORGANIZATION MEETING OF JUNE 15, 1999 Councillor Calvin moved to receive and file the minutes of the Town Emergency Measures Organization meeting of June 15, 1999.
Seconded by Deputy Mayor Black. Carried.
6.2
MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF SEPTEMBER 7, 1999 Councillor McGowan moved to receive and file the minutes of the Planning Advisory Committee meeting of September 7, 1999.
Seconded by Councillor Calvin. Carried.
6.3
TELEPHONE POLL OF SEPTEMBER 15, 1999 RE: LONG TERM DEBENTURE – 1998 GENERAL CAPITAL Councillor Calvin moved to ratify the Telephone Poll of September 15, 1999 in that the Treasurer and Mayor be authorized to issue and sell to the New Brunswick Municipal Finance Corporation a Municipality of Grand Bay-Westfield debenture in the principal amount of $190,000 for a term of 5 years on such terms and conditions as are recommended by the New Brunswick Municipal Finance Corporation, and be it resolved that the Municipality of Grand Bay-Westfield agree to issue post dated cheques payable to the New Brunswick Municipal Finance Corporation as and when they are requested in payment of principal and interest charges on the above debenture, one year in advance.
Seconded by Deputy Mayor Black. Carried.

BILLS FOR PAYMENT Councillor McGowan departed the meeting due to a stated conflict of interest.
Councillor Calvin moved to approve the following item from Bills for Ratification:

Councillor McGowan rejoined the meeting.
Councillor Calvin moved to approve the remaining Bills for Ratification for a total of $22,746.88.Seconded by Deputy Mayor Black. Carried.

WORKS COMMISSIONER’S REPORT OF AUGUST 30, 1999 RE: DRAINAGE CONCERNS – 15 RAINBOW CRESCENT Deputy Mayor Black moved to concur with the recommendation of the Works Commissioner in his report of August 30, 1999 and the Town solicitor and advise Mrs. Campbell that matters involving water drainage between private property owners are between the owner(s) without the Town’s involvement; also, on behalf of the Works Commissioner the Town would like to offer an apology to Mary Campbell for any misunderstandings which may have occurred at the original meeting between Mrs. Campbell and the Works Commissioner.
Seconded by Councillor Calvin. Carried.
Upon inquiry Mrs. Campbell advised she did not wish to comment on the matter.
It was noted if any corrective action is taken by property owners, that involves the placement of some type of drainage structure within the road right-of-way, the Town must be contacted first to approve the installation.

WORKS COMMISSIONER’S REPORT OF AUGUST 31, 1999 RE: FIVE YEAR PRIORITY PLAN – DESIGNATED HIGHWAY PROGRAM/TABLED ON SEPTEMBER 13, 1999 Councillor Calvin moved to forward to the Province the Town’s Five Year Priority Plan – Designated Highway Program with a copy to be forwarded to our local MLA, the Minister of Agriculture and Rural Development with a request for assistance in securing funding.

DRAFT TOWN OF GRAND BAY-WESTFIELD POLICY MANUAL FOR ADOPTION BY COUNCIL Councillor Calvin moved to adopt the Draft Town of Grand Bay-Westfield Policy Manual as presented.
Seconded by Councillor McGowan. Carried.
18.
LETTER OF SEPTEMBER 21, 1999 FROM THE RIVER VALLEY COMMUNITY CENTER FOUNDATION INC./THIRD ANNUAL CELEBRITY GOLF TOURNAMENT RE: SIGN SPONSORSHIP Councillor Calvin moved to approve a donation of $200 to the River Valley Community Center Foundation Inc. to sponsor a sign for the Third Annual Celebrity Golf Tournament.
Seconded by Councillor McGowan. Carried.

LETTER OF SEPTEMBER 20, 1999 FROM LARRY & JOAN CHAPMAN RE: PARCEL OF LAND PID #30100796 COUNTRY CLUB DRIVE, GRAND BAY-WESTFIELD, NB/LETTERS OF SEPTEMBER 22, 23, 1999 FROM GORMAN NASON/DEVELOPMENT OFFICER’S REPORT OF SEPTEMBER 23, 1999 Councillor Calvin moved that in accordance with the Community Planning Act, section 43(1) the letter of September 20, 1999 from Larry & Joan Chapman Re: Parcel of Land PID #30100796 Country Club Drive be referred to the Planning Advisory Committee.
Seconded by Deputy Mayor Black. Carried unanimously.

RECREATION DIRECTOR’S REPORT OF SEPTEMBER 21, 1999 RE: LETTER RECEIVED SEPTEMBER 13, 1999 FROM MARY ELLEN GRAY REQUESTING FUNDING FOR REPRESENTING NEW BRUNSWICK AT 1999 NATIONAL GIRLS SOCCER CHAMPIONSHIPS Deputy Mayor Black moved to provide funding of $300 to Elspeth Lemon of Grand Bay-Westfield as a representative of New Brunswick’s team competing in the 1999 National Girls Under 15 Soccer Championships in Edmonton, Alberta.
Seconded by Councillor Calvin. Carried.
It was noted Council would be interested in receiving a note from Elspeth Lemon advising about the 1999 National Championships, following her return.

FACSIMILE DATED SEPTEMBER 22, 1999 FROM CRAWFORD ADJUSTERS CANADA LTD. RE: FILE NUMBER WSJ811489 Councillor McGowan moved to table facsimile dated September 22, 1999 from Crawford Adjusters Canada Ltd. Re: File Number WSJ811489 to October 12, 1999 for full Council.

RECREATION DIRECTOR’S REPORT OF SEPTEMBER 22, 1999 RE: REPAIR FOR HYDROTHERM BOILER SYSTEM – CENTRUM Deputy Mayor Black moved to approve the repairs as per Recreation Director’s report of September 22, 1999 regarding the Centrum Heating System excluding the zone valve repair for the storage room for a total of $2,996 plus HST.
Seconded by Councillor Calvin. Carried.
It was noted that this is a 1999 budgeted item.

MEMORANDUM OF SEPTEMBER 22, 1999 FROM EMERGENCY MEASURES ORGANIZATION RE: EMERGENCY USE OF GRAND BAY-WESTFIELD CENTRUM BY ATLANTIC HEALTH SCIENCES CORPORATION/RECREATION DIRECTOR’S REPORT OF SEPTEMBER 22, 1999 Councillor Calvin moved to concur with the recommendation of the Recreation Director in his report of September 22, 1999 and approve the request from the Atlantic Health Sciences Corporation dated June 4, 1999 Re: Emergency Use of the Grand Bay-Westfield Centrum.
