1.  CALL TO ORDER
The Town of Grand Bay-Westfield Council met in a regular session on Monday, November 28, 2005 with Deputy Mayor Murphy presiding.

2. RECORD OF ATTENDANCE
All members of Council were in attendance with the exception of Mayor Losier.
Councillor McGowan moved to pay Mayor Losier in her absence.

Seconded by Councillor Evans.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda as presented and add item No. 4.a - Good News Announcements to the agenda.

 Seconded by Councillor Evans.  Carried unanimously.

4.a GOOD NEWS ANNOUNCEMENTS
It was noted a Carol Sing will be held at Unity Park on December 11th and the RCMP Christmas Float will be on display at the River Valley Community Center (Arena) on December 11th as well.  It was also noted the Town has been approved for an ACOA Grant for $1.17 million dollars for its Trailhead project and in addition will receive funding under the new Municipal Gas Tax Program.

Brian Curry, Town Representative on the Board of Harbour Station presented Council with an overview of the November 2004 - November 2005 operations of Harbour Station.

Councillor Day moved to receive the presentation by Brian Curry, Town Representative Re:  Harbour Station Operations for November 2004 - November 2005.

6.2  PRESENTATION
RE:  IMPERIAL THEATRE OPERATIONS FOR OCTOBER 2004 - OCTOBER 2005 - BERTIS SUTTON, TOWN REPRESENTATIVE ATTENDING

Bertis Sutton, Town Representative on the Board of Imperial Theatre presented Council with an overview of the October 2004 - October 2005 operations of Imperial Theatre.

Councillor Day moved to receive the presentation by Bertis Sutton, Town Representative Re:  Imperial Theatre operations for October 2004 - October 2005.

 RE:  AQUATIC CENTRE OPERATIONS FOR NOVEMBER 2004 - NOVEMBER 2005 - RANDY BELL, TOWN REPRESENTATIVE ATTENDING 

Randy Bell, Town Representative on the Board of the Aquatic Centre presented Council with an overview of the November 2004 - November 2005 operations of the Aquatic Centre.

Councillor Day moved to receive the presentation by Randy Bell, Town Representative Re:  Aquatic Centre Operations for November 2004 - November 2005.

RE:  TRADE AND CONVENTION CENTRE OPERATIONS FOR NOVEMBER 2004 - NOVEMBER 2005 - ED BETTS, TOWN REPRESENTATIVE ATTENDING 

Ed Betts, Town Representative on the Board of the Trade and Convention Centre presented Council with an overview of the November 2004 - November 2005 operations of the Trade and Convention Centre.

Councillor Day moved to receive the presentation by Ed Betts, Town Representative Re:  Trade and Convention Centre Operations for November 2004 - November 2005.

7.  MINUTES OF REGULAR COUNCIL MEETING OF NOVEMBER 14, 2005
Councillor Day moved to adopt the minutes of the Regular Council Meeting of Monday, November 14, 2005 as presented.

7.1  MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF OCTOBER 18, 2005
Councillor McGowan moved to receive and file the minutes of  the Emergency Measures Organization Meeting of October 18, 2005.

7.2  TENDER NOTES OF OCTOBER 28, 2005 
RE:  DOG CONTROL SERVICES, QUOTATION BID NO. 012D-06
Councillor McGowan moved to receive and file Tender Notes of October 28, 2005 Re:  Dog Control Services, Quotation Bid No. 012D-06.

7.3 TENDER NOTES OF NOVEMBER 8, 2005
RE:  QUOTATION - REGULAR UNLEADED GASOLINE, QUOTATION BID NO. 02U-05

 Councillor McGowan moved to receive and file Tender Notes of November 8, 2005 Re:  Quotation - Regular Unleaded Gasoline, Quotation Bid No. 02U - 05.

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $14,031.67 and Bills for Ratification for a total of $38,851.65, grand total of $52,883.32.

 Seconded by Councillor Evans.  Carried.

20. TOWN MANAGER’S REPORT OF NOVEMBER 15, 2005 
RE:  QUOTATIONS FOR REGULAR UNLEADED GASOLINE

 Councillor McGowan moved to purchase regular unleaded fuel for municipal vehicles and equipment for the period of January 1, 2006 to December 31, 2007 from Busy Beaver (Scholtens) being the lowest quotation received with a discount of 5.4395 cents per litre off the posted retail price.

 Seconded by Councillor Evans.  Carried.
 

21. LETTER OF NOVEMBER 17, 2005 FROM CLAYTON ROGERS, P. ENG.,

Councillor Day moved to pay Certificate No. 3 in the amount of $20,247.56 to Keel Construction per letter of November 17, 2005 from  Clayton Rogers, P. Eng., Godfrey Associates Ltd. Re:  Street Improvements - 2005, Various Streets, Project No. 010-111.

22. WORKS COMMISSIONER’S REPORT OF NOVEMBER 22, 2005
RE:  PEDESTRIAN ACTIVATED CROSSWALK LIGHT

 Councillor Day moved to receive and file Works Commissioner’s Report of November 22, 2005 Re:  Pedestrian Activated Crosswalk Light.

23. TOWN MANAGER’S REPORT OF NOVEMBER 15, 2005 
RE:  DOG CONTROL SERVICES

Councillor Day moved to award the contract for Dog Control Services to Ann Savoy for a three year period from January 1, 2006 to December 31, 2008 subject to all terms and conditions of Bid No. 012D-006 per annual contract rate of $15,000.00 plus HST plus cost for insurance coverage provided by Ann Savoy per correspondence of November 22, 2005.

 Seconded by Councillor Evans.  Carried.
