1. CALL TO ORDER - 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 28, 2008 with Mayor Losier presiding.

Deputy Mayor Murphy, Councillor McGowan, Councillor Day and Councillor Evans were in attendance.  Councillor Little was absent.

Councillor McGowan moved to pay Councillor Little in his absence.

Seconded by Deputy Mayor Murphy.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Deputy Mayor Murphy moved to approve the agenda of January 28, 2008 as presented.

6.1  PRESENTATION OF DONATION FROM RIVER VALLEY SENIOR CITIZENS CLUB
COUNCILLOR DIANE MCGOWAN, LIAISON TO RIVER VALLEY SENIORS PRESENTER

Councillor McGowan, Town liaison to the River Valley Senior Citizens Club presented Mayor Losier with a cheque on behalf of the Club for $500 as a donation towards the operations of the Centrum.

Councillor McGowan moved to receive and file minutes of Tourism Committee Meeting of November 17, 2007.

RE:  STORM SEWER IMPROVEMENTS AND BLIND KNOLL ELIMINATION, PROJECT NO. 010-127 - CERTIFICATE NO. 4 - HOLDBACK RELEASE

 Councillor Day moved to authorize payment of Certificate No. 4 - Holdback Release to Keel Construction per letter of December 21, 2007 from Clayton Rogers, P. Eng., Godfrey Associates Ltd. Re:  Storm Sewer Improvements and Blind Knoll Elimination, Project No. 010-127.

17. TOWN OF GRAND BAY-WESTFIELD DRAFT POLICY D007
RE: NAMING POLICY FOR STREETS AND CIVIC FACILITIES

Councillor Evans moved to adopt the Town of Grand Bay-Westfield Draft Policy D007 Re:  Naming Policy for Streets and Civic Facilities, as follows:

Policy Statement & Objectives

1.1.. The primary function of names for streets and civic facilities is to ensure persons and emergency services can
locate addresses and facilities easily and without confusion.
1.2 Town Council would like the naming of streets and civic facilities to be used as a method to promote the history 
and heritage of the Town of Grand Bay-Westfield.  As part of this policy, the Town will establish a Name Bank
that reflects the historical, cultural characteristics of the Town.
1.3 The naming of streets as part of Subdivision Approval is subject to the approval of the Planning Advisory 
Committee with Council vesting the name(s) on Subdivision Plans (under authority of the Community Planning
Act Sections 42(3)(l) and 52(7)).  Town Council reserves the right to select names from the Name Bank for all
 major or collector streets.
The general street naming principles include:

  • Uniqueness-there should be no duplication of names within the municipality to maintain the effectiveness of the Emergency NB911 system;
  • Distinctiveness - names that sound very similar to existing names within the municipality should be avoided;
  • Continuity - streets running in a continuous configuration should have the same name throughout its entire length.
1.5 The renaming of existing streets or Civic Facilities will only be undertaken to improve Emergency Response
Services or if it  is determined to be in the public’s best interest.  Council would have to approve the re-naming by Council Resolution and provide notice to any of those persons who would be affected and provide a 6-month transition period in which to change their mailing addresses.
 
Name Bank
2.1 Council has established a Name Bank to register names that the Town wishes to use in assigning names to new 
streets or civic facilities.  Submissions of possible names will be reviewed by the Planning Advisory Committee and the approved list will be made available to Developers prior to submitting their Tentative Subdivision Plan.  A Developer may also choose to propose an alternate street name which may be considered for approval by the Planning Advisory Committee, meeting both the general principles and the following naming criteria:
  • a name to honour a noteworthy person associated with the history of the municipality
  • a name to honour a citizen who made a significant contribution to the Town of Grand Bay-Westfield
  • a name that has significance to Grand Bay-Westfield, New Brunswick or Canada
  • a name recognizing significant wildlife, flora, fauna or natural physical features associated with the Municipality
  • a name to honour residents that served in the Canadian Military
Note: Names of living persons should only be used in exceptional circumstances.
2.2 A proposed name may be submitted in writing to the Planning Advisory Committee to be added to the reserve 
list to be known as the Name Bank.

18. RECREATION DIRECTOR’S REPORT OF JANUARY 22, 2008 
RE:  HERITAGE COMMITTEE - 2008 FUNDING REQUEST

 Councillor McGowan moved to approve funding to the Heritage Committee in the amount of $700 for the 2008 Heritage Event per request received from Diane Bormke.

 Seconded by Councillor Evans.  Carried.
 

19. EMAIL OF THURSDAY, JANUARY 24, 2008 FROM MAYOR LOSIER
RE:  SUNDAY HUNTING

 Deputy Mayor Murphy moved to forward a letter on behalf of Council to the Minister of Natural Resources  expressing opposition to Sunday Hunting.

 Seconded by Councillor Day.  Carried.
 

20. DEVELOPMENT OFFICER’S REPORT OF JANUARY 24, 2008
RE:  CORRESPONDENCE CONCERNING CONSTRUCTION OF MOTOCROSS/ATV RACE TRACK

 Councillor McGowan moved to receive and file letter received on December 6, 2007 from Mr. Robert Stears Re:  Possible Construction of a Motocross/ATV Race Track.

 Seconded by Councillor Evans.  Carried.
