1......... CALL TO ORDER - 7:30 P.M.
The Town of Grand Bay-Westfield Council met in a regular session on Monday, April 28, 2003 at 7:30 p.m. with Mayor Losier presiding.
 
2. RECORD OF ATTENDANCE
All members were in attendance with the exception of Councillor Silliphant who was absent due to illness.

Deputy Mayor McGowan moved to pay Councillor Silliphant in her absence.

Seconded by Councillor Day.  Carried.
 

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to add the following item to the agenda as 21.a:

21.a Development Officer’s Memorandum of April 25, 2003 Re:  Tibbetts Amending Subdivision Plan, Highland Road

 Seconded by Deputy Mayor McGowan.  Carried unanimously.

PUBLIC HEARINGS
 

5.1 Notice to P. A. William Hall, 63 Central Avenue
Re:  Town of Grand Bay-Westfield By-law Number 46 Respecting Residential Properties Minimum Standards

Mayor Losier noted Mr. Hall was in attendance and asked if he wished to make a presentation to Council.  Mr. Hall stated he was looking for a chance to get started and noted he had been talking to the Development Officer, David Taylor.

Mayor Losier indicated that due to the nature of the issue it is in everyone’s best interest that the matter be dealt with in detail.  Mr. Hall indicated he did not have any information to submit, however he had an inquiry concerning the 30-day remedy requirement.  Mayor Losier advised the 30-day requirement is for Mr. Hall to submit his intentions on a remedy to the situation and not 30 days to perform the remedy.

Mayor Losier indicated to Mr. Hall that the Development Officer is available to discuss the matter and an appointment can be made at Mr. Hall’s convenience.

Deputy Mayor McGowan moved to refer the Notice to P.A. William Hall, 63 Central Avenue Re:  Town of Grand Bay-Westfield By-law Number 46 Respecting Residential Properties Minimum Standards to the Development Officer for further action.

Seconded by Councillor Murphy.  Carried.

Councillor Day moved to adopt the minutes of the regular Council meeting of April 14, 2003 as presented.

Councillor Day moved to receive and file the minutes of the Planning Advisory Committee meeting of
April 7, 2003.

Councillor Day moved to approve the Bills for Ratification for a total of $49,545.84.

Councillor Day moved to table letter received April 23, 2003 from River Valley Mens Orthodox League Re:  Petition Concerning Maintenance of Ball Fields for a response from the Recreation Director with a report back to Council by the next Council session of May 12, 2003.

MINISTER OF PUBLIC SAFETY RE:  EMERGENCY PREPAREDNESS WEEK, PREPARE NOW! LEARN HOW! MAY 4 - 10, 2003

Councillor Day moved to refer letter received April 14, 2003 from Hon. Margaret-Ann Blaney, Minister of Public Safety Re:  Emergency Preparedness Week, Prepare Now! Learn How! May 4 - 10, 2003 to the Emergency Measures Organization.

Seconded by Councillor Murphy.  Carried.

Deputy Mayor McGowan noted the Westfield Ambulance Service has forwarded a letter to Minister Blaney suggesting that they should decrease the size of the poster being sent out regarding Emergency Preparedness Week as it is too large for many businesses to put up on a bulletin board.
 

17. MEMORANDUM OF APRIL 14, 2003 FROM FUNDY REGION SOLID WASTE COMMISSION
RE:  COMMISSION MINUTES

Councillor Day moved to receive and file memorandum of April 14, 2003 from the Fundy Region Solid Waste Commission Re:  Commission Minutes.

Seconded by Councillor Murphy.  Carried.
 

18. LETTER RECEIVED APRIL 15, 2003 FROM THE OFFICE OF THE LIEUTENANT GOVERNOR OF
NEW BRUNSWICK RE:  2003 LIEUTENANT GOVERNOR’S EARLY CHILDHOOD LITERACY AWARDS

Councillor Day moved to receive and file letter received April 15, 2003 from the Office of the Lieutenant Governor of New Brunswick Re:  2003 Lieutenant Governor’s Early Childhood Literacy Awards.

Seconded by Councillor Murphy.  Carried.
 

19. LETTER OF APRIL 12, 2003 FROM HON. DENNIS J. FURLONG, MD, MINISTER OF CULTURE
AND SPORT SECRETARIAT RE:  HERITAGE WEEK CELEBRATIONS COMMITTEE 2003

Councillor Day moved to receive and file letter of April 12, 2003 from Hon. Dennis J. Furlong, MD, Minister of Culture and Sport Secretariat Re:  Heritage Week Celebrations Committee 2003.

Seconded by Councillor Murphy.  Carried.

Mayor Losier noted the Town received an acknowledgement from Minister Furlong for the Municipality’s contribution and participation in New Brunswick Heritage Week and Mayor Losier thanked the members of the Heritage Day Committee.
 

20. MEMORANDUM OF APRIL 23, 2003 FROM PLANNING ADVISORY COMMITTEE
RE:  DRAFT ZONING BY-LAW AMENDMENT, BY-LAW NO. 101A

Councillor Day moved to receive and file memorandum of April 23, 2003 from Planning Advisory Committee Re:  Draft Zoning By-law Amendment, By-law No. 101A and proceed with the appropriate advertisements.

Seconded by Councillor Murphy.  Carried.
 

21.  FAX DATED APRIL 22, 2003 FROM FEDERATION OF CANADIAN MUNICIPALITIES
RE:  NATIONAL GUIDE FOR SUSTAINABLE MUNICIPAL INFRASTRUCTURE

Councillor Murphy moved to receive and file fax dated April 22, 2003 from the Federation of Canadian Municipalities Re:  National Guide for Sustainable Municipal Infrastructure.

Seconded by Deputy Mayor McGowan.  Carried.
 

21.a. DEVELOPMENT OFFICER’S MEMORANDUM OF APRIL 25, 2003
RE:  TIBBETTS AMENDING SUBDIVISION PLAN, HIGHLAND ROAD

Councillor Murphy moved to accept the Final Amending Subdivision Plan, Gary & Dawn Tibbetts Subdivision Lot 2002-1 in accordance with paragraph iv of Council Resolution dated July 22, 2002.

Seconded by Councillor Day.  Carried.
