The Town of Grand Bay-Westfield met in a regular session on Monday, June 28, 1999 at 7:50 p.m. with Mayor Losier presiding.

DISCLOSURE OF CONFLICT OF INTEREST Councillor McGowan declared a conflict of interest with the following item from Bills for Ratification:

PUBLIC HEARINGS Councillor Keir moved to move agenda item number 30 up to 5.1A.

JUNE 24, 1999 OFFER OF EMPLOYMENT RE: TOWN OF GRAND BAY-WESTFIELD DEVELOPMENT OFFICER-BUILDING INSPECTOR POSITION Councillor Keir moved to accept the resignation of Bruce Gault as Acting Development Officer, Acting Building Inspector, and Acting By-law Enforcement Officer effective August 2, 1999 and to retain Bruce Gault as Works Commissioner subject to Works Commissioner’s Job Description dated June 28, 1999.
Seconded by Councillor Calvin. Carried.
Deputy Mayor Black moved to appoint Bruce Gault as Assistant Municipal Planning Officer and as per the Community Planning Act as Assistant Development Officer, and further to appoint Bruce Gault as Assistant Building Inspector and Assistant By-law Enforcement Officer to act as required in the absence of the Municipal Planning Officer effective August 2, 1999.
Seconded by Councillor Sutton. Carried.
Councillor McGowan moved to appoint David W. Taylor as Municipal Planning Officer and per the Community Planning Act as Development Officer and to appoint David W. Taylor as Building Inspector and By-law Enforcement Officer effective August 2, l999 subject to Offer of Employment Letter dated June 24, 1999 and attachments thereto.
Seconded by Councillor Sutton. Carried.
Mayor Losier introduced David Taylor as the new Development Officer-Building Inspector for the Town of Grand Bay-Westfield.

LETTER OF MAY 14, 1999 FROM CHARLES E. GAUDET, CHIEF, SMALL CRAFT HARBOURS PROGRAM RE: DIVESTITURE OF WESTFIELD WHARF/RELEVANT DATA Councillor Sutton moved to establish an Ad Hoc Committee Re: Docking Facilities - Westfield Wharf Site and to appoint Clayton Rogers as Chair of that Committee and to appoint Mike Lee, Ray Williams and Gerald Pier as Committee Members.
Seconded by Councillor Keir. Carried.
Councillor Sutton moved to refer the issue of funding for a study of the Westfield Wharf to MLA Milt Sherwood and M.P. Greg Thompson.
Seconded by Coucillor McGowan. Carried.

MINUTES OF REGULAR COUNCIL MEETING OF JUNE 14, 1999 Councillor Sutton moved to adopt the minutes of the regular Council meeting of June 14, 1999 as presented.

MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF MAY 18, 1999 Councillor McGowan moved to receive and file the minutes of the Emergency Measures Organization meeting of May 18, 1999.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JUNE 7, 1999 Councillor McGowan moved to receive and file minutes of the Planning Advisory Committee meeting of June 7, 1999.
Seconded by Councillor Sutton. Carried.

BILLS FOR PAYMENT Councillor McGowan departed the meeting due to a stated conflict of interest.
Councillor Keir moved to approve the following item from Bills for Ratification:

Councillor McGowan rejoined the meeting.
Councillor Keir moved to pay the Bills for Payment enbloc for a total of $130,489.93 and approve the Bills for Ratification for a total of $64,989.47, Grand Total $195,479.40.

REPORT OF JUNE 15, 1999 FROM WORKS COMMISSIONER RE: MAINTENANCE INGLEWOOD ROAD (GRAVEL PORTION) Deputy Mayor Black moved to receive and file Works Commissioner’s Report Re: Maintenance Inglewood Road (Gravel Portion ) and send a letter to the Fire Chief outlining the reason for doing so.

LETTER OF JUNE 10, 1999 FROM GODFREY ASSOCIATES LTD. RE: PROJECT NO. 010-077 STORM DRAINAGE IMPROVEMENTS AND STREET RESURFACING – COMPLETION CERTIFICATE Councillor Sutton moved to pay Certificate No. 4 Project No. 010-077 Storm Drainage Improvements and Street Resurfacing – Completion Certificate in the amount of $86,991.51 to Nautilus Construction & Rentals Ltd.

LETTER OF JUNE 19, 1999 FROM RIVER VALLEY COMMUNITY FOOD BASKET RE: RENTAL OF RIVER VALLEY DRIVE PROPERTY Councillor Sutton moved to authorize rental of the former Police Station area to the River Valley Community Food Basket for $250.00 per month plus utilities for a period of 12 months.

LETTER OF JUNE 21, 1999 FROM MACLEOD BUILDERS RE: EXTENSION OF LOTS ON RIDGEWAY/WORKS COMMISSIONER’S REPORT OF JUNE 24, 1999 Councillor Keir moved to send a letter to Wayne MacLeod advising the Town does not have a Development Assistance Program in place at this time noting a meeting of area developers is being organized for August or September to discuss the subject.

LETTER OF JUNE 10, 1999 FROM MR. McILVEEN RE: STREET LIGHT AT PROSSER COURT Deputy Mayor Black moved to authorize a change to the light on Prosser Court and to accept Mr. McIlveen’s offer to absorb the difference in cost between the two monthly fees with his payment to be made annually.

MEMORANDUM OF JUNE 23, 1999 FROM EMO RE: APPOINTMENT OF EMO MEMBERS Councillor Sutton moved to appoint Constable Norman Adams as a voting member and Corporal Harold Matthews as an alternate for the Town Emergency Measures Organization.

LETTER OF JUNE 21, 1999 FROM ACAP RE: COMMUNITY ENVIRONMENTAL MONITORING PROGRAM Councillor Calvin moved to continue the Community Environmental Monitoring Program through ACAP and to approve a donation of $300.00 to ACAP to assist with the Program expenses.

MEMORANDUM OF JUNE 22, 1999 FROM THE PLANNING ADVISORY COMMITTEE RE: SUBDIVISION APPROVAL – ALLEN & VERONICA TITUS, NEREPIS ROAD AND SUNNYSIDE DRIVE/WORKS COMMISSIONER’S REPORT OF JUNE 14, 1999 Councillor Sutton moved to accept $300.00 for one lot to be created as Money in Lieu of Land for Public Purposes Re: Subdivision - Allen & Veronica Titus, Nerepis Road and Sunnyside Drive.

MEMORANDUM OF JUNE 22, 1999 FROM THE PLANNING ADVISORY COMMITTEE RE: SUBDIVISION APPROVAL – ELLEN (HELEN) G. BARRY SUBDIVISION DATED APRIL 16, 1999, LOTS 98-1, 98-2, & 98-3 – MURRAY STREET & RIVER VALLEY DRIVE/WORKS COMMISSIONER’S REPORT OF JUNE 14, 1999 Councillor Sutton moved to accept $300.00 for each new lot in lieu of Land for Public Purposes totaling $600.00 for Ellen (Helen) G. Barry Subdivision dated April 16, 1999, Lots 98-1, 98-2 and 98-3 – Murray Street and River Valley Drive.

MEMORANDUM OF JUNE 22, 1999 FROM PLANNING ADVISORY COMMITTEE (P.A.C.) RE: BUDGET ITEM – SECRETARY’S REMUNERATION Councillor Calvin moved to refer Memorandum of June 22, 1999 from the Planning Advisory Committee (P.A.C.) Re: Budget Item – Secretary’s Remuneration to the Town Manager.

MEMORANDUM OF JUNE 22, 1999 FROM PLANNING ADVISORY COMMITTEE RE: VARIANCE CONDITION VIOLATION – MICHELLE ALWARD, 331 WOOLASTOOK DRIVE/WORKS COMMISSIONER’S REPORT OF JUNE 1, 1999 Councillor Calvin moved to refer Memorandum of June 22, 1999 from the Planning Advisory Committee Re: Variance Condition Violation – Michelle Alward, 331 Woolastook Drive back to the Works Commissioner to meet with Ms. Alward to try and resolve the violation issue.

REPORT OF JUNE 23, 1999 FROM RECREATION DIRECTOR RE: TRANS CANADA TRAIL RELAY 2000 Councillor Keir moved that the Recreation Director, Gary Clark head the Committee for the Trans Canada Trail Relay 2000 with the Recreation Director to get the community involved and ensure all appropriate steps are taken for the event to be a success.

REPORT OF JUNE 24, 1999 FROM TOWN MANAGER RE: SIGNING OFFICERS – TOWN OF GRAND BAY-WESTFIELD Councillor McGowan moved the following persons be appointed as Signing Officers for the Town of Grand Bay-Westfield: Grace Losier, Mayor; Gerald Black, Deputy Mayor; Bertis Sutton, Councillor; Jack Keir, Councillor; Sandra Gautreau, Town Manager (Clerk – Treasurer), and Judy Sproule, Assistant Clerk (Clerk – Treasurer) with any two (one elected and one appointed) of these officers required to sign jointly all cheques issued by the Town.

LETTER OF JUNE 4, 1999 FROM ATLANTIC HEALTH SCIENCES CORPORATION RE: USE OF GRAND BAY-WESTFIELD CENTRUM IN AN EMERGENCY Councillor Sutton moved to refer the letter from Atlantic Health Sciences Corporation Re: Use of Grand Bay-Westfield Centrum in an Emergency to the Recreation Director, Gary Clark and the Town Emergency Measures Organization.
