1.  CALL TO ORDER
The Town of Grand Bay-Westfield Council met in a regular session on May 28, 2001 at 7:55 p.m. with Mayor Losier presiding.
 
2.  CLERK’S STATEMENT RE:  OATHS OF OFFICE
The following statement was read by the Town Manager/Clerk:

 I Sandra Gautreau, Town Manager/Clerk for the Town of Grand Bay-Westfield, hereby state, for the record, that the Oaths of Office as required per Provincial Statue have been administered to the following duly Elected Officials on this date May 28, 2001 at the Council Chambers, 609 River Valley Drive:  Grace Losier for the Office of Mayor, Everett Calvin, Beverley Day, Ashley Little, Diane McGowan, and Judy Silliphant for the Office of Councillor.

Councillor Calvin moved to delete the following item from the agenda:

7.2 Presentation by Rod White, NBEPC Re:  Point Lepreau Generating Station – Correspondence of May 23, 2001 from Pamela McKay, Communications Consultant for Mr. White

and further moved to bring forward item number 17 on the agenda as item No. 7.1.1:

7.1.1 REPORT OF MAY 22, 2001 FROM TOWN MANAGER
RE:  APPOINTMENT OF DEPUTY MAYOR

Councillor Silliphant moved to appoint Diane McGowan as Deputy Mayor for the Town of Grand Bay-Westfield.

Seconded by Councillor Day.  Carried.
 

7.1 RCMP STATISTICAL REPORT FOR THE MONTH OF APRIL, 2001
Cpl. Oliver presented the RCMP Statistical report for the month of April, 2001.

Councillor Day moved to receive and file the RCMP Statistical Report for the month of April, 2001.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.2 PRESENTATION BY ROD WHITE, NBEPC
RE:  POINT LEPREAU GENERATING STATION – CORRESPONDENCE OF MAY 23, 2001 FROM PAMELA MCKAY, COMMUNICATIONS CONSULTANT FOR MR. WHITE

Item Deleted.
 

7.3 PRESENTATION BY SGE GROUP
RE:  MUNICIPAL PLAN BY-LAW AND ZONING BY-LAW REVIEW (DEVELOPMENT OFFICER’S REPORT OF MAY 22, 2001)

Chris Lowe, Chief Planner and Project Manager for the SGE Group Inc. advised he will be dealing with the economic issues regarding the Municipal Plan and Zoning By-law Review; Jeff Ward will be dealing with Quality of Life and will be seeking input from senior citizens, children in schools, and various interest groups.  In addition, Mark Reade, Engineer on the Project, will deal with infrastructure issues, i.e roads, water, and sewerage, etc. Questions will be asked of residents e.g., where they think the community will be in ten years from now, what they think of the community at the present time, etc. The first public meeting to kick-off the public consultations is proposed for June,  2001.

Councillor Calvin moved to accept the revised Project Schedule and estimated Cash Flow as prepared by SGE Group Inc. for Consultant Services as set out under the terms of the Request for Proposal for the Review and Enactment of the Municipal Plan By-law and Zoning By-law for the Town of Grand Bay-Westfield for the sum of $65,185.00 exclusive of HST and approve the date to formally kick-off the Public Consultation Process by holding a public information meeting to be held at the Community Centrum at 7:00 p.m. on June 25, 2001 and further to accept the Provincial Training and Employment Development grant of $15,000 (Re:  Strategic Plan) with authorization for execution of all relevant documentation.

Councillor Day moved to change the Regular Council Meeting start time on June 25, 2001 from 7:30 p.m. to 6:00 p.m.

Seconded by Councillor Calvin.  Carried.
 

8. MINUTES OF PLANNING ADVISORY COMMITTEE MEETINGS OF
APRIL 17, MAY 7, 2001

Deputy Mayor McGowan moved to receive and file the minutes of the Planning Advisory Committee meetings of April 17, May 7, 2001.

Seconded by Councillor Calvin.  Carried.
 

8.1 MINUTES OF FUNDY REGION SOLID WASTE COMMISSION MEETINGS
OF JULY 12, NOVEMBER 22, 2000

Councillor Calvin moved to receive and file minutes of the Fundy Region Solid Waste Commission Meetings of July 12, November 22, 2000.

Seconded by Councillor Silliphant.  Carried.

It was noted that a letter will be forwarded from the Town to the Fundy Region Solid Waste Commission advising of the Town’s concern regarding timely receipt of Commission Minutes.

18. REPORT OF MAY 22, 2001 FROM TOWN MANAGER
RE:  SIGNING OFFICERS

Deputy Mayor McGowan moved that the Town of Grand Bay-Westfield appoint the Bank of Nova Scotia, Grand Bay-Westfield Branch, as our banker and agree to the terms set out in the Scotiabank Financial Services Agreement, and further move to appoint any two, one appointed and one elected of the following persons authorized to sign and deliver the Scotiabank Financial Services Agreement, any service requests and any other banking agreements:  Grace Losier, Mayor and Diane McGowan, Deputy Mayor, Beverley Day, Councillor, Judy Silliphant, Councillor and Sandra Gautreau, Town Manager/Treasurer, Judy Sproule, Assistant Clerk-Treasurer.

Seconded by Councillor Calvin.  Carried.
 

19. REPORT OF MAY 22, 2001 FROM TOWN MANAGER
RE:  APPOINTMENT OF COMMITTEES AND LIAISONS

Councillor Day moved to appoint full Council as Committee-of-the Whole.
Seconded by Deputy Mayor McGowan.  Carried.

Councillor Calvin moved to bring forward an appointment to the Tourism Committee to a future agenda.
Seconded by Deputy Mayor McGowan.  Carried.

Councillor Calvin moved the following Council appointments:

Deputy Mayor McGowan and Councillor Day to the  Safety/Labour Management Committee;
Councillor  Day to the Emergency Measures Organization;
Mayor Losier to the Beautification Committee;
Councillors Calvin and Little to the Grants Committee;
Councillor Silliphant to the Special Events Committee;
Seconded by Councillor Day.  Carried.
Councillor Calvin moved to bring forward appointments to the Town Promotion Committee following completion of the Municipal Plan Review.
Seconded by Councillor Day.  Carried.

Councillor Day moved to appoint Councillor Little to the Planning Advisory Committee.
Seconded by Councillor Calvin.  Carried.

Councillor Calvin moved to appoint Deputy Mayor McGowan as the Senior Citizens Liaison.
Seconded by Councillor Day.  Carried.

Councillor Day moved to appoint Councillor Little as liaison to the River Valley Chamber of Commerce.
Seconded by Councillor Calvin.  Carried.

Deputy Mayor McGowan moved to appoint full Council as the Emergency Measures Committee.
Seconded by Councillor Day.  Carried.

Councillor Calvin moved to appoint full Council as the Community Improvement Committee.
Seconded by Councillor Calvin.  Carried.

Deputy Mayor McGowan moved to appoint Mayor Losier as the Town’s representative on the Regional Facilities Commission.
Seconded by Councillor Day.  Carried.

Councillor Day moved to appoint the current Chairs and Vice-Chairs of the Council Committees noting that a memo will be forwarded to each committee advising that recommendations for changes may be made to Council, at the committee’s discretion.
Seconded by Councillor Silliphant.  Carried.
 

20.  REPORT OF APRIL 23, 2001 FROM TOWN MANAGER
RE:  APPOINTMENT TO BEAUTIFICATION COMMITTEE

Deputy Mayor McGowan moved to appoint the following people to the Beautification Committee as voting members effective immediately:  Carmella Melanson, Linda Eichmann, Violet Sherriff, Bev Wilcox and Jennifer Peterson.

Seconded by Councillor Day.  Carried.
 

21. LETTER OF MAY 1, 2001 FROM ENVIRONMENT AND LOCAL GOVERNMENT
RE:  MUNICIPAL ORIENTATION 2001

Councillor Calvin moved to register Mayor Losier and Councillor Day for the Municipal Orientation 2001 sessions to be held June 12 – 14, 2001 at the Sheraton Hotel in Fredericton.

Seconded by Councillor Little.  Carried.
 

22. MEMBER ADVISORY OF MAY 17, 2001 FROM FEDERATION  OF
CANADIAN MUNICIPALITIES RE:  MUNICIPAL GOVERNMENTS WIN RIGHT TO APPEAL IN RIGHTS-OF-WAY CASE

Councillor Day moved to receive and file Member Advisory of May 17, 2001 from Federation of Canadian Municipalities Re:  Municipal Governments Win Rights to Appeal in Rights-of-Way Case.

Seconded by Councillor Calvin.  Carried.
 

23. NOTICE OF MEETING – LOWER ST. JOHN RIVER SUSTAINABLE
DEVELOPMENT COALITION, WEDNESDAY, MAY 30, 2001/RIVER COALITION SUMMARY RECORD OF MEETING OF APRIL 25, 2001

Deputy Mayor McGowan moved to receive and file Notice of Meeting – Lower St. John River Sustainable Development Coalition, Wednesday, May 30, 2001/River Coalition Summary Record of Meeting of April 25, 2001.

Seconded by Councillor Calvin.  Carried.
 

24. LETTER OF MAY 7, 2001 FROM GRAND BAY HOME & SCHOOL
ASSOCIATION RE:  RECOGNITION TEA

Councillor Day moved to receive letter of May 7, 2001 from Grand Bay Home & School Association Re:  Recognition Tea and respond that all Council will be in attendance.

Seconded by Deputy Mayor McGowan.  Carried.

Councillor Day moved to change the start time of the regular Council meeting of June 11 from 7:30 p.m. to 6:00 p.m.

Seconded by Deputy Mayor McGowan.  Carried.
 

25. LETTER OF MAY 16, 2001 FROM CEDRIC BOONE, 10 CRESTWOOD DRIVE
RE:  COMPOST BINS

Councillor Silliphant moved to refer letter of May 16, 2001 from Cedric Boone, 10 Crestwood Drive Re:  Compost Bins to the Public Education Officer at the Landfill Commission with a copy to Mr. Boone.

Seconded by Councillor Day.  Carried.

Councillor Calvin cast a dissenting vote.
 

26. LETTER OF MAY 22, 2001 FROM WESTFIELD & DISTRICT RECREATION
COMMISSION RE:  DONATION FOR CANADA DAY POKER PEDAL/RECREATION DIRECTOR’S REPORT OF MAY 23, 2001

Councillor Day moved to concur with the recommendation of the Recreation Director in his report of May 23, 2001 in that the Town fund the Westfield and District Recreation Commission Poker Pedal event as part of Canada Day activities in the amount of $400.

Seconded by Deputy Mayor McGowan.  Carried.
 

27. INVITATION DATED MAY 15, 2001 FROM NB POWER 
RE:  NB POWER COLESON COVE GENERATING STATION INFORMATION SESSION – MAY 30, 2001

Councillor Calvin moved to receive and file invitation dated May 15, 2001 from NB Power Re:  NB Power Coleson Cove Generating Station – Information Session – May 30, 2001.
