CALL TO ORDER

The Town of Grand Bay-Westfield Council met in a regular session on Monday, October
28, 2002 at 7:33 p.m. with Mayor Losier presiding.

Councillor Day moved to adopt the agenda of October 28, 2002 as presented.

PRESENTATIONS TO VOLUNTEER FIRE/RESCUE DEPARTMENT MEMBERS:
 
Doug Finkle Completion of New Member Training Program
Michael Goddard Completion of New Member Training Program
Colin Nordholt Completion of New Member Training Program

    Mayor Losier presented Colin Nordholt and Michael Goddard with letters of congratulations on their completion of the New Members Training Program and completion of their six month probationary period and Fire Chief McCoy presented each member with a framed completion certificate.

It was noted that Doug Finkle was unable to attend due to other commitments.
 

6.2  RCMP STATISTICAL REPORT FOR SEPTEMBER 2002
 - CPL. GREG GRANT ATTENDING
Mayor Losier advised that Cpl. Grant and Cst. Desrosiers were unable to attend the October 28, 2002 Council meeting to present the RCMP Statistical Report for September.  Mayor Losier noted that Cst. Desrosiers could be contacted directly with any questions concerning the September report.

Mayor Losier also suggested that Councillor Day contact Cpl. Grant regarding the Neighbourhood Watch Program. 

Councillor Little moved that a letter be forwarded to Cpl. Grant stating that Council is concerned about the decline of the Neighbourhood Watch Program and wishes to discuss with Corporal Grant implementation of a concrete plan to enhance the Program including regular attendance by one of the RCMP Officers at Neighbourhood Watch meetings.
 

Seconded by Councillor Day.  Carried.

It was noted that the RCMP September Statistical Report would be brought forward to be discussed with Cpl. Grant at the next Council meeting of November 12, 2002.
 

6.3  MILT SHERWOOD, MLA TO ATTEND RE:  VARIOUS GOVERNMENT MATTERS
MLA Sherwood was unable to attend the October 28, 2002 meeting due to other commitments.  Mr. Sherwood will attend the December 9, 2002 Council meeting to address various government matters with Council.

Councillor Silliphant moved to adopt the minutes of the regular Council meeting of 
October 15, 2002 as presented.

Seconded by Deputy Mayor McGowan.  Carried.

MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF OCTOBER 7, 2002

Councillor Silliphant moved to receive and file the minutes of the Planning Advisory
Committee meeting of October 7, 2002.

Seconded by Councillor Little.  Carried.

Councillor Little departed the meeting due to a stated conflict of interest.

Deputy Mayor McGowan moved to pay the following item from Bills for Ratification:

Seconded by Councillor Day.  Carried.

Councillor Little rejoined the meeting.

Deputy Mayor McGowan moved to pay the Bills for Payment enbloc for a total of $17,794.56 and approve the remaining Bills for Ratification for a total of $3,981.50, Grand Total $21,776.06.

Seconded by Councillor Day.  Carried.

RE:  URBAN TRANSPORTATION SHOWCASE PROGRAM

Councillor Silliphant moved to receive and file e-mail of October 9, 2002 from Craig Campbell, City of Saint John updating Council regarding the Urban Transportation Showcase Program.

17.  LETTER OF OCTOBER 16, 2002 FROM SUE DAVIS, PRESIDENT
RE:  HUMAN DEVELOPMENT COUNCIL (THE “HDC”)

Deputy Mayor McGowan moved to refer letter of October 16, 2002 from Sue Davis, President Re:  Human Development Council Request for Contribution to 2003 Town budget discussions in November.

18.  DEVELOPMENT OFFICER’S REPORT OF OCTOBER 22, 2002
RE:  ENVIRONMENTAL TRUST FUND, ENERGY EFFICIENCY PROJECT FOR COMMUNITY CENTRUM

Councillor Day moved to award the contract to EnerPlan to complete the work proposed under Project No. 020029, Energy Efficiency Project (lighting retrofit and installation of an energy management system for boiler system) for the Community Centrum, 609 River Valley Drive under funding provided by the Province of New Brunswick under a $30,000  Environmental Trust Fund grant (approximate project cost $31,446).

Seconded by Councillor Little.  Carried.

KIDNEY FOUNDATION RE:  MARCH DRIVE

Councillor Day moved to receive and file e-mail of October 21, 2002 from Joane Matthews, Fundraising Clerk, Kidney Foundation Re:  March Drive and to bring forward the correspondence to the February 2003 Council session to make the community aware of the 2003 Campaign.

Councillor Day moved to receive and file letter of October 16, 2002 from C. R. Waldschutz, Warden, Anglican church of Canada, Trinity Church Re:  Ecumenical Service – Thanks for 50 Year Reign of Queen Elizabeth II.

Seconded by Deputy Mayor McGowan.  Carried.

It was noted Mayor Losier and Councillor Day would be attending the Ecumenical Service.
 

22.  LETTER OF OCTOBER 10, 2002 FROM ERIC ESTABROOKS, PRINCIPAL,
RIVER VALLEY MIDDLE SCHOOL RE:  REMOVAL OF GARBAGE/WORKS COMMISSIONER’S REPORT OF OCTOBER 22, 2002

Councillor Day moved to refer letter of October 10, 2002 from Eric Estabrooks, Principal, River Valley Middle School Re:  Removal of Garbage/Works Commissioner’s Report of October 22, 2002 to Councillor Silliphant to discuss suggestions/solutions with River Valley Middle School, with the item to return to Council at a later date.

Seconded by Deputy Mayor McGowan.  Carried.
 

23. DEVELOPMENT OFFICER’S REPORT OF OCTOBER 23, 2002
RE:  TENDER DOCUMENTS NO. 02BR-09 - ADMINISTRATIVE OFFICE RENOVATIONS

Councillor Silliphant moved to approve the final preparation of Construction Documents by Richard & Co. Architecture Inc. to be publicly tendered under Tender No. 02BR-09 for Renovations to Municipal Administration Offices, Community Centrum, 609 River Valley Drive.

Seconded by Councillor Day.  Carried.
 

24. MEMBERS ADVISORY OF OCTOBER 16, 2002 FROM FEDERATION OF CANADIAN
MUNICIPALITIES RE:  FCM INTERVENTION IN RIGHTS-OF-WAY CASE CONTRIBUTES TO VICTORY FOR MUNICIPAL GOVERNMENTS

Councillor Day moved to receive and file Members Advisory of October 16, 2002 from Federation of Canadian Municipalities Re:  FCM Intervention in Rights-of-Way Case Contributes to Victory for Municipal Governments.

Seconded by Councillor Silliphant.  Carried.
 

25. LETTER OF OCTOBER 11, 2002 FROM VICTOR AUCOIN, DIRECTOR EMO
RE:  BY THE BAY EXERCISE

Deputy Mayor McGowan moved to receive and file and have read letter of October 11, 2002 from Victor Aucoin Director EMO Re:  By The Bay Exercise.

Seconded by Councillor Day.  Carried.

Letter of October 11, 2002 from Victor Aucoin thanking the Town for its support of the recent EMO Exercise was read.
 

26.  FAX OF OCTOBER 23, 2002 FROM GARY DIPAOLO, MAYOR, VILLAGE OF MINTO
RE:  SAVE OUR EMERGENCY ROOM SERVICE AND OUR IN PATIENT BEDS

Councillor Day moved to refer fax of October 23, 2002 from Gary DiPaolo, Mayor Village of Minto Re:  Save our Emergency Room Service and our In Patient Beds to Mayor Losier to contact the Mayor of Minto in regard to the positive things in health care that we have worked on that could be of assistance to him and his community.

Seconded by Councillor Silliphant.  Carried.
 

27. CORRESPONDENCE OF OCTOBER 10, 24, 2002 FROM GODFREY ASSOCIATES
RE:  CERTIFICATE NO. 3, COMPLETION CERTIFICATE, PROJECT # 010-096, STREET IMPROVEMENTS - 2002 VARIOUS LOCATIONS

Councillor Day moved to pay Keel Construction Ltd. $20,803.23 Re: Certificate No. 3, Completion Certificate, Project No. 010-096, Street Improvements - 2002 Various Locations.

Seconded by Councillor Silliphant.  Carried.
 

28.  LETTER OF OCTOBER 17, 2002 FROM RIVER VALLEY CHAMBER OF COMMERCE
RE:  DELAYING OF HEARING OF OBJECTIONS FOR THE PROPOSED MUNICIPAL PLAN BY-LAW 

Deputy Mayor McGowan moved to forward to the River Valley Chamber of Commerce a letter of thanks for their suggestion with regard to distributing draft copies of the  Municipal Plan By-law to several of the Town businesses noting copies will be left at businesses that have hours that extend after the Town office closes so that all our residents have an opportunity to view the proposed Municipal Plan By-law.

Seconded by Councillor Silliphant.  Carried.

Deputy Mayor McGowan moved to forward a letter to the River Valley Chamber of Commerce confirming that the Public Hearing for the proposed Municipal Plan By-law and proposed Zoning By-law will be held on November 12, 2002 at which time there will be an opportunity to speak for or against the proposed by-laws.

29.  TOWN MANAGER’S REPORT OF OCTOBER 17, 2002
RE:  DEPOSIT TO LAND FOR PUBLIC PURPOSES BANK ACCOUNT RE:  TOT LOT DONATION

Deputy Mayor McGowan moved to deposit to the Land for Public Purposes account an amount of $711.56 received from the Tot Lot Group.

Seconded by Councillor Day.  Carried.
