1.  CALL TO ORDER
The Town of Grand Bay-Westfield Council met in a regular session on Tuesday, June 29, 2004 at 7:30 p.m. with Mayor Losier presiding.

All members were in attendance with the exception of Councillor Little.
Councillor McGowan moved to pay Councillor Little in his absence.

Councillor McGowan moved to pay Certificate No. 1 per letter of June 2, 2004 from Kenneth W. Hannah, P. Eng., Godfrey Associates Ltd. Re: Wastewater SCADA System, Grand Bay-Westfield Project No. 010-104, in the amount of $8,289.08 to ADM Systems Engineering Ltd.

RE:  WILLIAM HALL PROPERTY - CENTRAL AVENUE/DEVELOPMENT OFFICER’S REPORT OF JUNE 23, 2004

Councillor McGowan moved the Town proceed with a structural review of the property located at 63 Central Avenue, PID Nos. 30066658/00220368 to be undertaken by Legault Engineering, prior to proceeding with Official Notice under the Town’s Dangerous or Unsightly Premises By-law for the clean up of the property and dilapidated building.

LETTER OF JUNE 4, 2004 FROM ADVANTAGE SAINT JOHN ADVANTAGE RE:  FINANCIAL COMMITMENT
Councillor McGowan moved to invite Beth Kelly, Chair, Board of Directors of Advantage Saint John to a future Council Session to present Council with an overview of the Organization.

23. MEMORANDUM OF JUNE 22, 2004 FROM PLANNING ADVISORY COMMITTEE 
RE:  TENTATIVE SUBDIVISION PLAN FOR F. HENRY HAMM ESTATE SUBDIVISION/DEVELOPMENT OFFICER’S REPORT OF JUNE 22, 2004

Deputy Mayor Murphy moved to accept $90.94 (cash, money order or certified cheque) as Money in Lieu of Land for Public Purposes, for the approval of Lot 04-1 as a residential building lot to be created on Highland Road as shown on Tentative Subdivision Plan, F. Henry Hamm Subdivision, Lot 04-1, Lot 04-2 & Lot 04-3 as prepared by DeSaulniers Surveys Inc., dated May 28, 2004, subject to:

a) final Subdivision Plan recording any Utility Easements required by the NB Power;
b) compliance with requirements acknowledged by the Department of Health and Department of Environment
    & Local Government for adequate water quality and quantity, meeting the Canadian Drinking Water
     Quality Guidelines for the creation of these lots, prior to Tentative Approval being granted by the 
     Development Officer.

24. MEMORANDUM OF JUNE 22, 2004 FROM PLANNING ADVISORY COMMITTEE
RE:  TENTATIVE SUBDIVISION PLAN - DONNA & IAN SILLIKER SUBDIVISION/DEVELOPMENT OFFICER’S REPORT OF JUNE 22, 2004

Councillor McGowan moved to approve the Tentative Subdivision Plan, Donna & Ian Silliker Subdivision, as prepared by Hughes Surveys & Consultants Inc., dated June 16, 2004, considering the proposed future street location on the Donna & Ian Silliker Property will require a traffic study to determine required upgrades to the intersection with Route 177, and that the present Consolidation Plan be subject to:

recording any Utility Easements required by the NB Power on the Final Subdivision Plan.

25. CORRESPONDENCE OF JUNE 24, 2004 FROM DEVELOPMENT OFFICER
RE:  BY-LAW COMPLIANCE - 20 BEVERLEY HILLS DRIVE

Councillor Day moved to receive and file correspondence of June 24, 2004 from Development Officer Re:  By-law Compliance - 20 Beverley Hills Drive.

26.  WORKS COMMISSIONER’S REPORT OF JUNE 22, 2004
RE:  RESIDENTIAL PUMP AGREEMENT - AMENDMENT

Councillor Day moved to amend the Residential Pump Agreement for use during the 2004 Infrastructure Projects by deleting Section 1(b):  “connect the property’s existing sewer to the Unit”, from the agreement.

Seconded by Deputy Mayor Murphy.  Carried.
 

27. WORKS COMMISSIONER’S REPORT OF JUNE 22, 2004
RE:  WINTER MAINTENANCE CONTRACT - HOLDBACK

Deputy Mayor Murphy moved that the $5,000 holdback for the Plowing and Other Winter Maintenance Service contract with Industrial Cold Milling Limited be released.

 Seconded by Councillor Day.  Carried.
 

28.  LETTER OF JUNE 17, 2004 FROM STEPHANIE PATTERSON, P. ENG., GODFREY ASSOCIATES
LTD. RE:  SEWER SYSTEM EXTENSION, TOWN OF GRAND BAY-WESTFIELD, NB, INFRASTRUCTURE PROJECT NO. 63 37 05 431 02, PROJECT NOS. 010-091, 010-102, 010-103, 010-104 & 010-109

Councillor Day moved to approve Claim No. 6 in the amount of $99,874.06 and to pay all invoices relating to letter of June 17, 2004 from Stephanie Patterson P. Eng., Godfrey Associates Ltd. Re:  Sewer System Extension, Grand Bay-Westfield Infrastructure Project No. 63 37 05 431 02, Project Nos. 010-091, 010-102, 010-103, 010-104 and 010-109.

Councillor McGowan moved to receive and file Letter of June 17, 2004 from Kenneth W. Hannah, Godfrey Associates Ltd. Re: Grinder Pumping Station Various Locations, Project No. 010-103.

30. TOWN MANAGER’S REPORT OF JUNE 22, 2004
RE:  GREATER SAINT JOHN GROWTH STRATEGY - AUDIT COMMITTEE APPOINTMENT

Deputy Mayor Murphy moved to appoint Councillor Beverley Day as the Town’s representative on the Greater Saint John Growth Strategy Audit Committee.

31. DEVELOPMENT OFFICER’S REPORT OF JUNE 22, 2004
RE:  TERRY FOX RUN, SEPTEMBER 19, 2004

Councillor Day moved to approve the proposed Terry Fox Run to be held on Sunday, September 19, 2004 under provisions set out in the Town’s Traffic By-law No. 80, section 6(1) subject to permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for the proposed route along River Valley Drive starting at the lower parking lot of the Guardian Drug Store.

32. RECREATION DIRECTOR’S REPORT OF JUNE 23, 2004
RE:  GRAND BAY-WESTFIELD PEDESTRIAN BRIDGE OPTION ANALYSIS

Deputy Mayor Murphy moved to accept recommendation of the Recreation Director, Works Commissioner, and Development Officer to select Bridge Option #1 – Cable Suspended Bridge and to proceed to have the Project Charter drawn up and signed by appropriate signatures to proceed to final bridge design.

Seconded by Councillor Day.  Carried.
 

33. RECREATION DIRECTOR’S REPORT OF JUNE 25, 2004 
RE:  PROPOSED RENOVATIONS - RIVER VALLEY LIONS COMMUNITY CENTER 

Councillor McGowan moved to authorize renovations to the River Valley Lions Community Centre to provide disabled access and a disabled access washroom and further to authorize the issuance of the necessary building permit.

Seconded by Deputy Mayor Murphy.  Carried.

It was noted that funding was made available by the Fundy Future Environment and Benefits Council.
 

34.  CORRESPONDENCE OF JUNE 25, 2004 FROM DEVELOPMENT OFFICER
RE:  BY-LAW COMPLIANCE - 2 SECOND STREET

Councillor Day moved to receive and file correspondence of June 25, 2004 from Development Officer Re:  By-law Compliance - 2 Second Street.

34.a WESTFIELD VOLUNTEER AMBULANCE - VEHICLE LEASE
Councillor Day moved to authorize signatures on Westfield Volunteer Ambulance Vehicle Lease documentation per Royal Bank of Canada.

Seconded by Councillor McGowan.  Carried.

It was noted that the lease of the new vehicle would be at no cost to the Town of Grand Bay-Westfield, as funding is per the Provincial Government.
