1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield met in a regular session on Tuesday, March 29, 2005 with Mayor Losier presiding.

2.  RECORD OF ATTENDANCE
All members of Council were in attendance with the exception of Councilors McGowan and Little.

Deputy Mayor Murphy moved to pay Councillor McGowan and Councillor Little in their absence.

Seconded by Councillor Evans.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Deputy Mayor Murphy moved to adopt the agenda of March 29, 2005 as presented.

Seconded by Councillor Evans.  Carried.

Keith Doiron provided a presentation on the Half Marathon event proposed for 2005.

Deputy Mayor Murphy moved to refer presentation by Keith Doiron Re:  2005 Canada Day Run to staff for a report to Council.

7. MINUTES OF REGULAR COUNCIL MEETING OF MARCH 14, 2005
Deputy Mayor Murphy moved to adopt the minutes of the Regular Council Meeting of March 14, 2005 as presented.

Seconded by Councillor Evans.  Carried.
 

7.1 MINUTES OF SPECIAL COUNCIL MEETING OF MARCH 17, 2005
Deputy Mayor Murphy moved to adopt the minutes of the Special Council Meeting of March 17, 2005 as presented.

7.2 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 7, 2005
Councillor Evans moved to receive and file the minutes of the Planning Advisory Committee Meeting of March 7, 2005.

Seconded by Deputy Mayor Murphy.  Carried.
 

7.3 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF FEBRUARY 15, 2005
Deputy Mayor Murphy moved to receive and file the minutes of the Emergency Measures Organization meeting of February 15, 2005.

Seconded by Councillor Evans.  Carried.
 

7.4 MINUTES OF FUNDY REGION SOLID WASTE COMMISSION MEETING OF FEBRUARY 17, 2005
Councillor Evans moved to receive and file the minutes of the Fundy Region Solid Waste Commission meeting of February 17, 2005.

Seconded by Councillor Evans.  Carried.
 

7.5 TELEPHONE POLL OF MARCH 15, 2005 RE:  DESIGNATED HIGHWAY FUNDING FOR 2005
Deputy Mayor Murphy moved to ratify Telephone Poll of March 15, 2005 Re:  Designated Highway Funding for 2005 in that authorization is granted for negotiated Designated Highway funding with the Town portion being $27,000; $60,000 to be allocated for related sidewalk work by the Municipality.

Seconded by Councillor Evans.  Carried.
 

8.  BILLS FOR PAYMENT
Deputy Mayor Murphy moved to pay the Bills for Payment for a total of $8,713.55 and Bills for Ratification for a total of $92,501.19; grand total of $101,214.74.

Seconded by Councillor Day.  Carried.

CANADIAN MUNICIPALITIES RE:  THANK YOU FOR RENEWING MEMBERSHIP FOR 2005-2006

Councillor Evans moved to receive and file letter of March 17, 2005 from Ann MacLean, President Federation of Canadian Municipalities Re:  Thank You for Renewing Membership for 2005-2006.

 Seconded by Deputy Mayor Murphy.  Carried.
 

17. LETTER OF MARCH 3, 2005 FROM BRENDAN SHEEHAN
RE: REQUEST FOR CONTRIBUTION FOR PARTICIPATION IN THE ANNUAL WUSC INTERNATIONAL SEMINAR IN WEST AFRICA - BROUGHT FORWARD FROM MARCH 14, 2005

Deputy Mayor Murphy moved to contribute $200 for participation by Brendan Sheehan in the Annual WUSC International Seminar in West Africa per letter of March 8, 2005 from Brendan Sheehan.

Seconded by Councillor Day.  Carried.

It was noted a letter would be forwarded to Brendan Sheehan informing him of other funding options e.g., Department of Training and Development.
 

18. E-MAIL OF MARCH 17, 2005 FROM DANNY MARMEN, FUNDY REGION SCIENCE FAIR
RE:  DONATION OPTIONS/FACSIMILE RECEIVED FEBRUARY 25, 2005 FROM DANNY MARMEN, FUNDY REGION SCIENCE FAIR RE:  DONATION REQUEST - BROUGHT FORWARD FROM MARCH 14, 2005

Councillor Day moved to authorize a donation to the Fundy Region Science Fair as follows:

a. Earth & Environmental Sciences - First Place $100
b. Health Sciences - First Place $100.

19. FIRE CHIEF’S REPORT OF MARCH 1, 2005
RE:  DEPARTMENT CAMERA - BROUGHT FORWARD FROM MARCH 14, 2005/FIRE CHIEF’S REPORT OF FEBRUARY 22, 2005 - BROUGHT FORWARD FROM FEBRUARY 28, 2005

Deputy Mayor Murphy moved to authorize the Fire Chief to replace the Department’s investigation camera, which is not repairable, and upgrade to a Canon Digital Rebel at the cost of $1,148.85 taxes included.

Seconded by Councillor Day.  Carried.
 

20. LETTER OF MARCH 7, 2005 FROM JANE MITCHENER, REGISTRATION CHAIR, THE 
SAINT JOHN WOMEN’S WELLNESS CONFERENCE RE:  THANK YOU FOR SPONSORSHIP OF DELEGATE TO WELLNESS CONFERENCE

Councillor Evans moved to receive and file the letter of March 7, 2005 from Jane Mitchener, Registration Chair, The Saint John Women’s Wellness Conference Re:  Thank You for Sponsorship of Delegate to Wellness Conference.

Seconded by Deputy Mayor Murphy.  Carried.
 

21. LETTER OF MARCH 15, 2005 FROM GRANT SINCLAIR, TEAM NEW BRUNSWICK, CULTURE 
AND SPORT SECRETARIAT RE:  DONATION REQUEST

Deputy Mayor Murphy moved to refer letter of March 15, 2005 from Grant Sinclair, Team New Brunswick, Culture and Sport Secretariat Re:  Donation Request to Town staff for a report back to Council.

 Seconded by Councillor Day.  Carried.
