1.  CALL TO ORDER 
The Town of Grand Bay-Westfield Council met in a regular session on Monday, March 8, 2004 at 7:30 p.m. with Mayor Losier presiding.

Deputy Mayor McGowan and Councillor Murphy were absent; all other members were in attendance.

Councillor Day moved to pay Deputy Mayor McGowan and Councillor Murphy in their absence.

Seconded by Councillor Silliphant.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to add item No 22.a Re:  Correspondence from AIMS Institute dated February 9, 2004 to the agenda.

Seconded by Councillor Silliphant.  Carried unanimously.

Councillor Silliphant moved to adopt the minutes of the Regular Council Meeting of February 23, 2004 as presented.

Councillor Day moved to pay the Bills for Payment enbloc for a total of $55,550.59 and Bills for Ratification for a total of $25,357.21; grand total of $80,907.80.

16. MEMORANDUM OF NOVEMBER 27, 2003 FROM TOWN MANAGER
RE:  REPORT OF NOVEMBER 18, 2003 FROM FIRE CHIEF RE:  EMERGENCY MEASURES ORGANIZATION - PARTNERSHIPS TOWARDS SAFER COMMUNITIES - BROUGHT FORWARD FROM NOVEMBER 18, 2003

Councillor Day moved that Council, as the Emergency Measures Committee, support the initiative taken by the Town Emergency Measures Organization in adopting the Partnerships Toward Safer Communities Program, and also support the Organization’s progression towards achieving the levels within the Program.

17. FACSIMILE RECEIVED MARCH 2, 2004 FROM UNION OF THE MUNICIPALITIES OF
NEW BRUNSWICK (UMNB) RE:  UPCOMING LOBBYING AND MEDIA CAMPAIGN - INFRASTRUCTURE PROGRAM

Councillor Day moved to refer correspondence of March 7, 2004 from Union of the Municipalities of New Brunswick to Town Staff to provide a list of projects to the Executive Director of UMNB Re:  Upcoming Lobbying and Media Campaign on Infrastructure Program.

18. LETTER OF MARCH 1, 2004 FROM WESTFIELD VOLUNTEER AMBULANCE SERVICE
RE:  APPOINTMENT OF DIANE MCGOWAN AS ADMINISTRATOR

Councillor Silliphant moved to receive and file letter of March 1, 2004 from Westfield Volunteer Ambulance Service Re:  Appointment of Diane McGowan as Administrator.

Seconded by Councillor Day.  Carried.

It was noted that a letter of congratulations would be sent to Diane McGowan reflecting the Town’s appreciation for her continued service to the community.
 

19. TOWN MANAGER’S REPORT OF FEBRUARY 27, 2004
RE:  LONG TERM FINANCING

Councillor Silliphant moved that the Treasurer and Mayor be authorized to issue and sell to the New Brunswick Municipal Finance Corporation a Municipality of Grand Bay-Westfield debenture in the principal amount of $250,000 for a term of five (5) years on such terms and conditions as are recommended by the New Brunswick Municipal Finance Corporation, and be it resolved that the Municipality of Grand
Bay-Westfield agree to issue post dated cheques payable to the New Brunswick Municipal Finance Corporation as and when they are requested in payment of principal and interest charges on the above debenture, one year in advance.

20. MEMORANDUM OF MARCH 1, 2004 FROM PLANNING ADVISORY COMMITTEE
RE:  TENTATIVE SUBDIVISION APPROVAL FOR PANORAMIC ESTATES SUBDIVISION, PHASE 3

Councillor Day moved to concur with the Development Officer and the Planning Advisory Committee and accept $77.82 as Money in Lieu of Land for Public Purposes for the addition of five (5) lots in Phase 3, Panoramic Estates Subdivision subject to:

final review and recommendation from the Town Engineer on design changes reflected in Plan and Profile Garfield Street Drawing 4-2 as prepared by ADI Limited dated August 8, 2003.

Seconded by Councillor Silliphant.  Carried.
 

21. DEVELOPMENT OFFICER’S REPORT OF MARCH 3, 2004
RE:  DRAFT BY-LAW NO. 103, BY-LAW TO CLOSE CERTAIN PUBLIC STREETS OR RIGHT-OF-WAYS, LOWER PORTION OF HILLANDALE DRIVE

Councillor Silliphant moved to establish Tuesday, April 13, 2004 as the date for the Hearing of Objections for Draft By-law No. 103, Town of Grand Bay-Westfield By-law to Close Certain Public Streets or Right-of-Ways.

Seconded by Councillor Day.  Carried.
 

21.a. CORRESPONDENCE OF FEBRUARY 9, 2004 FROM ATLANTIC INSTITUTE FOR MARKET
STUDIES (AIMS) RE: CANADIAN CITIES TEST CASE

Councillor Day moved that the Town of Grand Bay-Westfield participate in the AIMS Institute Study Re:  Canadian Cities Test Case.

Seconded by  Councillor Silliphant.  Carried.
