1. CALL TO ORDER - 7:30 P. M.
The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 8, 2007 with Mayor Losier presiding.

Deputy Mayor Murphy, Councillor Little, Councillor McGowan, Councillor Day, and Councillor Evans were in attendance.
 
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Day moved to adopt the agenda of January 8, 2007 as presented and add Item No. 22a - 2007 Salary Review for Permanent Non-Unionized Staff.

Seconded by Deputy Mayor Murphy.  Carried unanimously.

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR DECEMBER 2006 
- RCMP REPRESENTATIVE ATTENDING

Corporal Landry provided information to Council regarding the RCMP Statistical Report for December 2006.
Deputy Mayor Murphy moved to receive and file RCMP Statistical Report for December 2006 as presented.

 Seconded by Councillor McGowan.  Carried.
 
6.2  PRESENTATION BY DIANE BORMKE
RE: SENIOR ADVISORY COMMITTEE OF GREATER SAINT JOHN

Diane Bormke, member Greater Saint John Senior Advisory Committee, presented Council with details regarding the Senior Advisory Committee of Greater  Saint John.

Councillor Day moved to receive and file presentation Re:  Senior Advisory Committee of Greater Saint John and to advise that Councillor McGowan would be the liaison on behalf of the River Valley Seniors Club between the Town and the Senior Advisory Committee of Greater Saint John.

Seconded by Councillor Evans.  Carried.
 
7. MINUTES OF REGULAR COUNCIL MEETING OF DECEMBER 11, 2006
Councillor Day moved to adopt the minutes of Regular Council Meeting of December 11, 2006 as presented.

 Seconded by Councillor McGowan.  Carried.
 
7.1 MINUTES OF SPECIAL COUNCIL MEETING OF DECEMBER 28, 2006
Deputy Mayor Murphy moved to adopt the minutes of the Special Council Meeting of December 28, 2006 as presented.

 Seconded by Councillor McGowan.  Carried.
 
7.2 MINUTES OF FUNDY REGION SOLID WASTE COMMISSION MEETINGS OF OCTOBER 19, 2006
AND NOVEMBER 9, 2006 

Councillor Evans moved to receive and file minutes of Fundy Region Solid Waste Commission Meetings of October 19, 2006 and November 9, 2006.

 Seconded by Councillor McGowan.  Carried.
 
8. BILLS FOR PAYMENT
Councillor Day moved to pay Bills for Payment enbloc for a total of $43,474.65 and Bills for Ratification for a total of $245,208.65; grand total of $288,683.30.

Seconded by Deputy Mayor Murphy.  Carried

16. LETTER OF DECEMBER 10, 2006 FROM DEBBY BURNS, SECRETARY, RIVER VALLEY LIONS
RE:  POSSESSION OF LIONS BUILDING

 Councillor Day moved to receive and file letter of December 10, 2006 from Debby Burns, Secretary, River Valley Lions Re:  Possession of Lions Building and to forward a letter to the River Valley Lions advising that their letter of December 12, 2006 Re:  Possession of Lions Building would be maintained on file for future reference.

17. FACSIMILE RECEIVED NOVEMBER 8, 2006 FROM CANADIAN RED CROSS
RE:  DOOR TO DOOR CAMPAIGN

 Deputy Mayor Murphy moved to receive and file facsimile received November 8, 2006 from Canadian Red Cross Re:  Door to Door Campaign with a notice to be included in a future Town Mailout about the March Campaign.

18. LETTER OF DEC. 21, 2006 FROM STEPHANIE PATTERSON, P. ENG., GODFREY ASSOCIATES LTD.
RE:  REPORT NO. 3 GAS TAX PROJECT - STORM SEWER IMPROVEMENTS 2006, PROJECT # 010-120

Councillor Day moved to approve Report No. 3 Re:  Gas Tax Project - Storm Sewer Improvements 2006, Project # 010-120 per letter of December 21, 2006 from Stephanie Patterson, P. Eng., Godfrey Associates Ltd. with authorization for payment of relevant invoices.

19. LETTER OF DECEMBER 15, 2006 FROM CYNTHIA WALLACE-CASEY, 
PROVINCE OF NEW BRUNSWICK WELLNESS, CULTURE AND SPORT, HERITAGE BRANCH RE:  2007 HERITAGE WEEK FEBRUARY 12 - 19, 2007 FOR REFERRAL TO HERITAGE DAY COMMITTEE

Deputy Mayor Murphy moved to receive and file letter of December 15, 2006 from Cynthia Wallace-Casey, Province of New Brunswick Wellness, Culture and Sport, Heritage Branch Re:  2007 Heritage Week February 12 - 19, 2007 and to forward the correspondence to the Town  Heritage Day Committee and approve the $750 request for funding, as previously received from the Committee.

20.  TOWN MANAGER’S REPORT OF JANUARY 3, 2007 
RE:  ANNUAL BONDING - TOWN OF GRAND BAY-WESTFIELD

 Councillor McGowan moved to receive and file Town Manager’s Report of January 3, 2007 Re:  Annual Bonding - Town of Grand Bay-Westfield.

 Seconded by Deputy Mayor Murphy.  Carried.
 
21. DRAFT REQUEST FOR PROPOSAL #2007-1 
RE:  BRUNDAGE POINT RIVER CENTRE OPERATIONAL PARTNERSHIP OPPORTUNITIES FOR COUNCIL APPROVAL

 Councillor Day moved to proceed with Request for Proposal #2007-1 Re:  Brundage Point River Centre Operational Partnership Opportunities.

 Seconded by Deputy Mayor Murphy.  Carried.
 
22. WORKS COMMISSIONER’S AND RECREATION DIRECTOR’S REPORT OF JANUARY 3, 2006
RE:  PROPOSED RUNNING TRACK PROJECT

Deputy Mayor Murphy moved to provide a Letter of Support on the Proposed Running Track to the River Valley Track Association and to refer the Association’s request to the Town Capital Budget process.

Seconded by Councillor McGowan.  Carried.
 
22a 2007 SALARY REVIEW FOR PERMANENT NON-UNIONIZED STAFF
Deputy Mayor Murphy moved to concur with the recommendations of the Town Labour/Management Committee per memorandum of January 4, 2007 Re:  2007 Salary Review for Permanent Non-Unionized Staff with all increments to be effective January 1, 2007.

 Seconded by Councillor Evans.  Carried.
