R.C.M.P. STATISTICAL REPORT FOR THE MONTH OF APRIL 2000

Sgt. Gallup presented the R.C.M.P. Statistical Report for the month of April, 2000.

Sgt. Gallup noted that Cpl. Oliver, the new Team Leader for Grand Bay-Westfield, would be here the last week of June.

Mayor Losier offered congratulations to Sgt. Gallup on being named Staff Sgt. Major for the purpose of all Tattoo activities for the year 2000 as he is the only officer in Canada with this designation.

Cst. Langlois noted that the Neighbourhood Watch Program will be starting in Brandy Point Estates and then hopefully expanded to other areas of the former Grand Bay area.

Deputy Mayor Black moved to receive and file the R.C.M.P. Statistical Report for the month of April, 2000.

Deputy Mayor Black moved to receive and file the minutes of the Emergency Measures Organization meeting of March 21, 2000.

It was noted Councillor McGowan will speak with EMO about any requirements concerning decoupling of railway cars.

Councillor Sutton moved to pay the Bills for Payment enbloc for a total of $36,043.76, and approve the Bills for Ratification for a total of $58,037.31, Grand Total $94,081.07.

WORKS COMMISSIONER’S REPORT OF APRIL 14, 2000 RE:  OVERHEAD FLASHING LIGHTS, INTERSECTION OF ROUTE #177 AND ROUTE #102

Councillor Keir moved to forward a letter to DOT advising that members of Council attended the Provincial Day meeting on Wednesday, May 3, 2000 where the Finance Minister stated that there would be no further downloading of services to the municipalities, therefore the Town of Grand Bay-Westfield Council considers DOT should continue to maintain the flashing lights on the intersection of Routes 102 and 177.

 WORKS COMMISSIONER’S REPORT OF MARCH 23, 2000 RE:  DRAFT SEWER BACK-UP POLICY

Councillor Calvin moved to adopt the following Town of Grand Bay-Westfield Sanitary Sewer Back-up Policy:

TOWN OF GRAND BAY-WESTFIELD
SANITARY SEWER BACK-UP POLICY

1. Any blockage found within the main line of the municipal sewage system or within the portion of a lateral located within the street right-of way shall be the responsibility of the municipality.

2. Any blockage within a lateral from a building to the main line located on private property shall be the responsibility of the property owner.

3. In the event the Town is contacted by a property owner regarding a sanitary sewer blockage the Works Department shall inspect the nearest downstream manhole to verify the flow and determine if the manhole is running freely with no obstructions visible.  If such is the case the Works Department shall inform the property owner that he is to determine if the problem is within his property and correct the problem.

4. Where a property owner has contracted with a plumber or a contractor to clear or repair a lateral line and it is proven that the blockage is within the main line of the municipal sewage system or within the portion of a lateral located within the street right-of way the municipality may, subject to submission of appropriate receipts, reimburse the property owner for all or a portion of his costs including the sewer lateral flushing, the videoing of the sewer lateral, etc.  Payment of such costs shall not include damages and shall not constitute any liability on behalf of the municipality.  All claims for reimbursement must be made within twelve (12) months of the date of the repairs and the municipality must be notified of the work carried out by the property owner at the time the work is performed.

5. If the blockage is determined to be on municipal land the Works Department shall immediately report such claim to its insurers.

6. This procedure shall apply to municipal gravity sewerage laterals only.  Privately owned pressurized sewers (forcemains) are not the responsibility of the Town.

LETTER OF MARCH 8, 2000 FROM R.C.M.P. RE:  BICYCLE SAFETY RODEO – REQUEST FOR FINANCIAL SUPPORT

Councillor Calvin moved to authorize a donation of $400 to the Bicycle Safety Rodeo as per letter of March 8, 2000 from Cst. Norm Adams of the R.C.M.P.

 LETTER OF APRIL 19, 2000 FROM NEW BRUNSWICK MUNICIPAL EMPLOYEES PENSION PLAN BOARD (NBMBPP) RE:  ESTABLISHMENT OF A PENSION COMMITTEE AND ELECTION OF A PENSION BOARD

Councillor Calvin moved to appoint Councillor Keir as the Town’s employer representative on the New Brunswick Municipal Employees Pension Plan Committee with an employee representative to be appointed at the discretion of Town employees.

LETTER OF APRIL 25, 2000 FROM CRAIG PATSTONE, CHAIRPERSON WASTE WATCH COMMITTEE RE:  STATUS OF WASTE WATCH COMMITTEE

Councillor Sutton moved to accept the resignation of Craig Patstone, Chairperson Waste Watch Committee with a letter of appreciation to be forwarded to Mr. Patstone.

 RECREATION DIRECTOR’S REPORT OF APRIL 19, 2000 RE:  LAWN MAINTENANCE FOR 2000

Councillor Keir moved to authorize the Recreation Director to meet with Urban Landscaping with respect to the analysis per fax of April 10, 2000 regarding all the Town’s lawns, and negotiate with them a dollar value to do all that is required to bring the lawns within the Town back to good condition.

 MEMORANDUM OF MAY 4, 2000 RE:  REFERENCE LIST OF PLANNING ADVISORY COMMITTEE APPLICATIONS TO DATE FOR YEAR 2000

Councillor Keir moved to receive and file memorandum of May 4, 2000 Re:  Reference List of Planning Advisory Committee Applications to Date for Year 2000.

It was noted Council was pleased to receive the reference list of applications for information purposes.

 RECREATION DIRECTOR’S REPORT OF MAY 5, 2000 RE:  RIVER VALLEY CHAMBER OF COMMERCE - OPERATION OF TOURIST INFORMATION CENTRE

Councillor Calvin moved to concur with the recommendation of the Recreation Director in his report of May 5, 2000 in that:

1) a grant in the amount of $3,050 be forwarded to the River Valley Chamber of Commerce to assist with the operation of the Tourist Information Centre (T.I.C.) in Grand Bay-Westfield;
2) the people working the T.I.C. be asked to pick up litter around and near the Caboose as part of their daily duties while the T.I.C. is operating;
3) at the beginning and end of the operation of the T.I.C.  items in the Caboose are to be safely unpacked and then packed for the season;
4) a report will be submitted to the Town from the River Valley Chamber of Commerce to include the number and breakdown of tourists over the season and any financial requests for assistance for the 2001 tourist season to be received before October 1, 2000;  this report will include a breakdown of expenses for the $3,050 received from the Town of Grand Bay-Westfield.

 DEVELOPMENT OFFICER’S REPORT OF MAY 4, 2000 RE:  PANORAMIC ESTATES, PHASE 1, TENTATIVE APPROVAL

Councillor Sutton moved to concur with the Development Officer in his report of May 4, 2000 in that Cash in Lieu of Land for Public Purposes be accepted in the amount of $400.00 for Panoramic Estates Subdivision, Phase One, Plan dated July 28, 1999.

 RECREATION DIRECTOR’S REPORT OF APRIL 25, 2000 RE:  TENDER OPENING FOR BALLFIELD MAINTENANCE SERVICES, MUNICIPAL FIELDS, TENDER NO. 0036B

Councillor Keir moved to concur with the recommendation of the Recreation Director in his report of April 25, 2000 in that the low bid of $5,900 per season all taxes included from Mike Sewell be accepted subject to receiving:

1. the Performance Bond in the form of a certified cheque made payable to the Town of Grand Bay-Westfield in the amount of 5% of $5,900 which is $295.00;
2. evidence of insurance coverage as specified in item 39 of the tender.

 RECREATION DIRECTOR’S REPORT OF MAY 4, 2000 RE:  GREEN PATH LANDSCAPING/WORKS COMMISSIONER’S REPORT DATED MAY 5, 2000

Councillor Keir moved to concur with the recommendation of the Recreation Director of May 4, 2000 and the Works Commissioner dated May 5, 2000 to: 1) delete the area of the Works Building from the Tender, 2) the adjusted bid of $11,804.75 broken down as $10,265 plus $1,539.75 HST from Lee’s Lawn and Landscaping be accepted, 3) acceptance is subject to receiving the Performance Bond in the form of a certified cheque made payable to the Town of Grand Bay-Westfield in the amount of 5% of $11,804.75 which is $590.24.

 Seconded by Deputy Mayor Black.  Carried.
