1......... CALL TO ORDER
The Town of Grand Bay-Westfield Council met in a regular session on Monday, September 8, 2003 at 7:30 p.m. with Mayor Losier presiding.
 
2.  RECORD OF ATTENDANCE
All members were in attendance with the exception of Councillor Little.

Deputy Mayor McGowan moved to pay Councillor Little in his absence.

Seconded by Councillor Silliphant.  Carried.

6.2 R.C.M.P. STATISTICAL REPORT FOR JULY 2003 – CORPORAL GREG GRANT ATTENDING
Constable Jeff Cole attended in the absence of Corporal Grant.  It was noted cars are parking in front of stop signs when dropping off children and causing a safety concern.

 It was noted a Neighbourhood Watch meeting would be held September 9th in the Centrum.

 Councillor Silliphant moved to receive and file R.C.M.P. Statistical Report for July 2003.

7. MINUTES OF THE REGULAR COUNCIL MEETING OF AUGUST 11, 2003
Councillor Silliphant moved to adopt the minutes of the Regular Council meeting of August 11, 2003 as presented.

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF AUGUST 5, 2003
Councillor Day moved to receive and file the minutes of the Planning Advisory Committee meeting of August 5, 2003.

Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee Special Meeting of August 12, 2003.

7.3  TELEPHONE POLL OF AUGUST 27, 2003 RE:  ASSISTANT CLERK-TREASURER VACANCY
Councillor Day moved to ratify the Telephone Poll of August 27, 2003 Re:  Assistant Clerk - Treasurer Vacancy in that authorization be granted to forward a letter of Offer of Employment Re:  Assistant Clerk - Treasurer

Seconded by Deputy Mayor McGowan.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $11,287.90 and approve the Bills for Ratification for a total of $45,487.41, Grand Total $56,775.31.

Deputy Mayor McGowan moved to pay Certificate No. 4, Project No. 010-095, Completion Certificate to Keel Construction Ltd. in the amount of $2,953.75.

Councillor Day moved to pay Wastewater Pumping Station No. 3 Replacement George Street, Project No. 010-095, Certificate No. 5 -Final Completion Certificate to Keel Construction Ltd. for an amount of $ 3,867.75.

Councillor Silliphant moved to receive and file letter of August 13, 2003 from Greg Thompson, MP, New Brunswick Southwest Re:  Private Member’s Bill C-325 Amending the Income Tax Act.

24. FIRE CHIEF’S REPORT OF AUGUST 25, 2003 RE:  6’ X 8’ STORAGE SHED – WESTFIELD CRESCENT
Councillor Day moved that the Fire Chief be authorized to transfer the 6’ X 8’ storage shed located at the Westfield Crescent water hole to the Westfield Volunteer Ambulance Service.

Seconded by Councillor Silliphant.  Carried.
 

25.  E-MAIL OF AUGUST 27, 2003 FROM HELENE PYE RE:  TERRY FOX RUN
Councillor Day moved to approve the proposed Terry Fox Run to be held on Sunday, September 14, 2003 under provisions set out in the Town’s Traffic By-law No. 80, section 6(1) subject to permission of the Team Leader of the R.C.M.P. and the District Engineer of the New Brunswick Department of Transportation for the proposed route along River Valley Drive starting at the lower parking lot of the Guardian Drug Store and finishing at Milligan Brook.

RE:  DOOR TO DOOR CAMPAIGN IN OCTOBER 2003

Councillor Silliphant moved to receive and file letter of July 8, 2003 from Alzheimer Society Re:  Door to Door Campaign in October 2003.

RE:  INTERSECTION OF ROUTE #177 AND ROUTE #102/WORKS COMMISSIONER’S REPORT OF SEPTEMBER 3, 2003

Deputy Mayor McGowan moved to refer the letter of August 13, 2003 from Barbara A. Williams Re:  Intersection of Route #177 and Route #102 to the Tourism Committee to address the matter with the Province.

MEMORANDUM OF SEPTEMBER 3, 2003 FROM PLANNING ADVISORY COMMITTEE
RE:  TENTATIVE SUBDIVISION APPROVAL OF JUNE GARFIELD – PANORAMIC ESTATES SUBDIVISION, PHASE 3/DEVELOPMENT OFFICER’S REPORT OF SEPTEMBER 3, 2003 RE:  PANORAMIC ESTATES, PHASE 3 (REVISED) TENTATIVE SUBDIVISION PLAN AMENDMENT

Councillor Murphy moved to accept $77.82 as Money in Lieu of Land for Public Purposes for Panoramic Estates Subdivision for 5 additional lots to be added to Phase 3, as per revised Tentative Subdivision Plan dated August 15, 2003 as prepared by Kierstead Quigley and Roberts Ltd. and also that Council accept the revised design calculations for the construction of Phase 3 of Panoramic Estates Subdivision as presented on drawing titled:  Plan and Profile Garfield Street, Subdivision Services Drawing 4-2, Panoramic Estates Subdivision, dated August 8, 2003.

28a.  LETTER OF AUGUST 28, 2003 FROM TOWN MANAGER RE:  ASSISTANT CLERK VACANCY
Councillor Day moved to appoint Marcia Mason as Assistant Clerk/Treasurer for the Town of Grand Bay-Westfield effective September 15, 2003 subject to Offer of Employment Letter dated August 28, 2003 and attachments thereto and further moved to appoint Marcia Mason as signing officer for the Town of Grand Bay-Westfield effective September 15, 2003.
