Councillor Silliphant moved to receive and file the RCMP Statistical Report for January 2004 as presented by Corporal Greg Grant.

Seconded by Councillor Day.  Carried.
 

6.2 ENTERPRISE SAINT JOHN UPDATE - TOWN REPRESENTATIVE JACK KEIR ATTENDING
Councillor Day moved to receive the Enterprise Saint John update presented by Town Representative Jack Keir.

Seconded by Councillor Murphy.  Carried.
 

7. MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 26, 2004
Councillor Silliphant moved to adopt the minutes of the Regular Council Meeting of January 26, 2004 as presented.

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING JANUARY 19, 2004
Councillor Murphy moved to receive and file the minutes of the Planning Advisory Committee meeting of January 19, 2004.

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF NOVEMBER 18, 2003
Councillor Silliphant moved to receive and file the minutes of the Emergency Measures Organization meeting of November 18, 2003.

Seconded by Councillor Murphy.  Carried.
 

8. BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $199,053.15 and Bills for Ratification for a total of $46,094.44; Grand Total of $245,147.59.

Seconded by Deputy Mayor McGowan.  Carried.

16. MEMORANDUM OF FEBRUARY 3, 2004 FROM PLANNING ADVISORY COMMITTEE
RE:  TENTATIVE SUBDIVISION APPROVAL - DAVID AND GLORIA POUNTNEY SUBDIVISION, NORTH STREET AND BROAD STREET, LOT NO. 2004-1 AND LOT NO. 2004-2/DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 5, 2004

Councillor Day moved to concur with the Development Officer’s recommendation of February 5, 2004 in that Council accepts $628.56 (cash, money order or certified cheque) as money in lieu of Land for Public Purposes for the creation of Lot 2004-1 and Lot 2004-2 as shown on Tentative Subdivision Plan, David and Gloria Pountney Subdivision as prepared by DeSaulniers Surveys Inc. dated January 16, 2004.

17. TOWN MANAGER’S REPORT OF JANUARY 28, 2004
RE:  2004 GENERAL CAPITAL PROJECTS/GODFREY ASSOCIATES LTD. CORRESPONDENCE OF FEBRUARY 5, 2004 RE:  STREET CONDITION REPORT REVISIONS

Deputy Mayor McGowan moved as follows:

1)..
 
 
 
the Works Commissioner submit a report to Council regarding the various options for sidewalk winter maintenance to include, but not be limited to, the purchase of a new Trackless vehicle with a recommendation as to the most advisable option for the Municipality;
 
2)
 
 
 
the Recreation Director submit a proposal and costing to Council 
for replacement of the Centrum boiler system with Enerplan to be engaged to analyze heating needs and create appropriate documentation;
 
3)
 
to engage Godfrey Associates Ltd. to prepare a public tender for 2004 General Capital Street Upgrading as follows: 
Street Resurfacing 
Harmony Road, Phase 2
Majestic Drive (Inglewood to Baycrest)
Alder Road

Storm Sewer Construction
Wong Way
Harmony Road, Phase 2
Cross Culvert (Woolastook to Valley View)
Morningside Crescent ( Edgemount to Beverley Hills)
Epworth Park Road (Rte. 177 to Inglewood Drive)

subject to:  i) a requirement for pre-job meeting(s) with the successful contractor, ii) provision for necessary flaggers, iii) the successful contractor not to commence project work prior to execution of the project contract, and iv) arrangements for fill disposal as specified by the Town;

to proceed with establishing a water source for fire protection for Beverley Hills per 2004 revised project cost of $52,000;
 
5)
 
 
 
to proceed in 2004 with two items of land acquisition for Recreation Services, as determined by Council.

18. TOWN MANAGER’S REPORT OF JANUARY 29, 2004
RE:  2004 GENERAL CAPITAL FUND - BORROWING

Councillor Day moved the Municipality of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow money in an amount not to exceed $350,000 for a term not to exceed six (6) years for the following purposes:
 

Transportation Services: Street Resurfacing, Storm Sewer Construction, Traffic Light Installation, and Purchase of Works Vehicle - $253,000;

Recreation Services: Land Acquisition, Centrum Heating - $45,000;
 

Fire Protection Services: Water Source - Beverley Hills - $52,000.
Seconded by Councillor Silliphant.  Carried.
 

19. TOWN MANAGER’S REPORT OF FEBRUARY 3, 2004
RE:  TRANSFER FROM GENERAL CAPITAL RESERVE FUND RE:  RELOCATION OF COMMUNICATION EQUIPMENT TO ROGERS AT & T WIRELESS TOWER

Councillor Murphy moved to transfer from the General Capital Reserve Fund an amount of $2,458.74 to the Town General Revenue Fund to cover the costs for 2003 expenditures Re:  Re-location of Communications Equipment to Rogers At&T Wireless Tower.

Seconded by Councillor Silliphant.  Carried.
 

20.  TOWN MANAGER’S REPORT OF FEBRUARY 3, 2004 
RE:  TRANSFER FROM WHARF RESERVE FUND RE:  NATECH ENVIRONMENTAL SERVICES INC./CONQUEST ENGINEERING LTD. INVOICES

Councillor Silliphant moved to transfer from the Wharf Reserve Fund an amount of $3,319.95 to the General Revenue Fund to cover the costs for Natech Environmental Services invoice Number 3 and Conquest Engineering Ltd. invoice Number 049-001-1.

Seconded by Councillor Day.  Carried.
 

21. TOWN MANAGER’S REPORT OF FEBRUARY 3, 2004 
RE:  APPLICATION FOR BORROWING - DEMAND LOAN/REFINANCING OF 1994 ENVIRONMENTAL HEALTH SERVICES CAPITAL BORROWING

Deputy Mayor McGowan moved the Town arrange for a Demand Loan for $193,000 at the Bank of Nova Scotia in relation to Debenture No. W-10-1994 and further moved the Municipality of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow money in an amount not to exceed $193,000 for a term not to exceed (5) five years for Environmental Health Services – sewerage system upgrading.

Seconded by Councillor Murphy.  Carried.
 

22. DEVELOPMENT OFFICER’S MEMORANDUM OF JANUARY 29, 2004
RE:  DRAFT SCIF GRANT, ACOA APPLICATION - BRUNDAGE POINT RTN WATERFRONT DEVELOPMENT

Councillor Day moved to forward the application to ACOA for SCIF Grant funding for the development of the Brundage Point Trailhead as a component of the River Trails Network and to support the ongoing costs of membership in the RTN Development Committee and maintenance of the facility once it is completed subject to appropriate GST rebate revisions.

Seconded by Councillor Silliphant.  Carried.
 

22.a QUOTATIONS FOR SUPPLY OF REGULAR UNLEADED GASOLINE
Councillor Murphy moved to purchase regular unleaded fuel for municipal vehicles and equipment for the period of February 10, 2004 to December 31, 2005 from Busy Beaver (Scholtens) being the lowest quotation received with a discount of 3.116 cents per litre off the posted retail rate.

Seconded by Deputy Mayor McGowan.  Carried.
