Deputy Mayor Murphy moved to receive and file the RCMP Statistical Report for April 2005 as presented by Corporal Landry.

Councillor Day moved to adopt the minutes of the Regular Council Meeting of April 25, 2005 as presented.

FEBRUARY 15, AND MARCH 15, 2005

Councillor McGowan moved to receive and file River Valley Community Foundation Minutes of January 18, February 15, and March 15, 2005.

7.3 REQUEST FOR PROPOSAL OPENING NOTES OF APRIL 18, 2005
RE:  DEVELOPMENT CONCEPT PLAN, COMMERCIAL/MULTI DENSITY RESIDENTIAL ACCESS CORRIDOR

Councillor McGowan moved to receive and file the Request for Proposal Opening Notes of April 18, 2005 Re:  Development Concept Plan, Commercial/Multi Density Residential Access Corridor.

Councillor Day moved to pay the Bills for Payment enbloc for a total of $2,674.89 and Bills for Ratification for a total of $22,548.06; grand total of $25,222.95.

17. TOWN MANAGER’S REPORT OF APRIL 18, 2005 RE:  PLUMBING SERVICES
Deputy Mayor Murphy moved to approve a one year renewal to May 26, 2006 of the Plumbing Services Agreement with Campbell’s Plumbing & Heating Ltd., subject to the same terms and conditions as the original agreement per Quotation No. 002P-03.

18. CORRESPONDENCE OF APRIL 27, 2005
RE: 2005 TEAM NB CANADA GAMES ATHLETES RALLY/RELEVANT FILE DATA

 Councillor McGowan moved to make a donation of $200 to Team NB Canada Games Athletes per correspondence of April 27, 2005 Re:  Team NB Canada Athletes Rally.

 Seconded by Councillor Evans.  Carried.

It was noted Dan Tibbets of Grand Bay-Westfield made the men’s  rugby team for the Team NB for Canada Games.
 

19. LETTER RECEIVED APRIL 29, 2005 FROM GOVERNMENT OF CANADA
RE:  2005 FEDERAL BUDGET/LETTER OF APRIL 15, 2005 FROM FEDERATION OF CANADIAN MUNICIPALITIES (FCM) RE:  2005 FEDERAL BUDGET

 Councillor Evans moved to forward draft letters as presented to local MP Greg Thompson, Hon. John Godfrey, and Hon. Andy Scott Re:  Federal Gas Tax Revenues.

20. LETTER OF APRIL 27, 2005 FROM NEW BRUNSWICK YOUTH ORCHESTRA
RE:  DONATION REQUEST/RELEVANT CORRESPONDENCE/STAFF MEMORANDUM OF APRIL 29, 2005

Councillor McGowan moved to make a donation of $200 to the New Brunswick Youth Orchestra per letter of April 27, 2005 from New Brunswick Youth Orchestra.

Seconded by Councilor Evans.  Carried.

It was noted Danny Marmen of Grand Bay-Westfield is a member of the Youth Orchestra traveling to Italy.
 

21. DEVELOPMENT OFFICER’S REPORT OF APRIL 29, 2005
RE:  APPLICATION FOR LICENSE PER EXHIBITION BY-LAW

Councillor Day moved to have staff proceed with issuing an Exhibition License for Carleton County Shows to hold a Carnival Event (portable rides and games) to be located on the north end parking area of the River Valley Community Center on July 6, 2005 through July 10, 2005 subject to:

i) the Town’s Noise By-law;
ii) the event operating no later than 10:00 p.m. each evening;
iii) the Operator shall provide a copy of a valid Operator’s Permit issued by the Province of New Brunswick
    Department of Public Safety and a copy of Liability Insurance in the amount of $1,000,000.00 applicable in 
    the Province of New Brunswick to the Development Officer no later than five working days prior to the event.

22. E-MAIL FROM DEPUTY MAYOR BRENDA MURPHY ON BEHALF OF TOURISM COMMITTEE
RE:  TOWN CONTRIBUTION TO THE VISITOR INFORMATION CENTER FOR 2005

 Deputy Mayor Murphy moved to table the e-mail from the Tourism Committee Re:  Town Contribution to the Visitor Information Center for 2005 to the May 24, 2005 agenda. 

 Seconded by Councillor Evans.  Carried.
 

23. TOWN MANAGER’S REPORT OF MAY 3, 2005 
RE:  APPOINTMENT OF 2005 NB MERIT AWARDS VOLUNTEER PANEL

 Councillor Day moved to appoint a 2005 NB Merit Awards Volunteer Panel comprised of Lynn Koumbias, Peter Fenwick, and Glen Cosman to review applications for NB Merit Awards and make recommendations to Council with authorization for the Volunteer Panel to add up to three additional members to the Panel in response to a public notice to be forwarded by the Town. 

 Seconded by Councillor McGowan.  Carried.
 

24. LETTER OF APRIL 22, 2005 FROM MATT PERRY
RE:  RICK HANSEN WHEELS IN MOTION

Councillor Evans moved to make a donation of $200 to the Rick Hansen Wheels in Motion Organization per letter of April 22, 2005 from local resident Matt Perry.

 Seconded by Deputy Mayor Murphy.  Carried.
 

24a. 2005 SUMMER MEETING SCHEDULE
Councillor Day moved to cancel the Regular Council Meetings of July 11, 2005 and August 22, 2005 with a Special Council Meeting to be called, if required.
