RCMP TEAM LEADER ATTENDING 

Councillor Day moved to receive and file the RCMP Statistical Report for July 2004 as presented by Sgt. Greg Grant, RCMP Team Leader.

It was noted the Neighbourhood Watch Fund Raiser is being held September 18th.
 

6.2 RECOGNITION OF COMPLETION OF CANADIAN FIRE SERVICE LEADERSHIP (CFSL) COURSE
FROM DALHOUSIE UNIVERSITY FOR DEPUTY CHIEF TROY GAUTREAU AND TRAINING OFFICER GRANT GRAHAM - FIRE CHIEF DAN MCCOY AND MAYOR GRACE LOSIER PRESENTERS

Fire Chief Dan McCoy and Mayor Grace Losier presented Deputy Chief Troy Gautreau and Training Officer Grant Graham certificates of completion for the Canadian Fire Service Leadership (CFSL) Course through Dalhousie University.
 

6.3 PRESENTATION BY WESTFIELD VOLUNTEER AMBULANCE SERVICE TO 
GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT - DONATION FOR THERMAL IMAGING CAMERA - DIANE MCGOWAN, AMBULANCE ADMINISTRATOR PRESENTER

Diane McGowan, Ambulance Administrator presented a donation of $250.00 to the Grand Bay-Westfield Volunteer Fire/Rescue Department towards the purchase of a Thermal Imaging Camera.
 

6.4 RECOGNITION OF TOWN OF GRAND BAY-WESTFIELD EMERGENCY MEASURES 
ORGANIZATION (EMO) RE:  CERTIFICATE FOR ATTAINING ESSENTIAL LEVEL - PARTNERSHIPS TOWARD SAFER COMMUNITIES - MAYOR GRACE LOSIER PRESENTER

Mayor Grace Losier presented letters of recognition for attaining Essential Level - Partnerships Toward Safer Communities to the following Emergency Measures Organization (EMO) members: Victor Aucoin, Director, Crystal White, Dan McCoy, Sgt. Greg Grant, Robert Whiting, Greg Forestell, Red Cross Liaison, Lori Maxan, Pamela McKay, and Beverley Day.

Recognition letters will be forwarded to David Wilson, Deputy Director, Bruce Gault, and Judy Rau, as they were unable to attend.

6.6 PRESENTATION BY BETH KELLY, ADVANTAGE SAINT JOHN
RE:  REQUEST FOR FINANCIAL SUPPORT

Beth Kelly of Advantage Saint John provided a presentation on the Advantage Saint John Organization and its goals. She noted that due to contributions already received, a financial donation was not required from the Town.

Councillor McGowan moved to receive and file presentation by Beth Kelly, Advantage Saint John Re:  Request for Financial Support.

Seconded by Councillor Day.  Carried.

It was noted that a letter of request for funding would need to be sent to Council in the fall for consideration in the Town’s 2005 budget, if Advantage Saint John wishes a donation for 2005.

25. DEVELOPMENT OFFICER’S/RECREATION DIRECTOR’S REPORT OF JULY 22, 2004 
RE:  ENVIRONMENTAL TRUST FUND, ENERGY EFFICIENCY PROJECT, PHASE 2 FOR COMMUNITY CENTRUM BUILDING - REVISED SCOPE OF WORK

Councillor Day moved to adopt the revised scope of work reflecting installation of a new energy efficient boiler, controls, and a limited number of new fixtures to a maximum of $38,000 for the Energy Efficiency Project, Phase 2 for the Community Centrum and authorize 
signing of the appropriate Contract documents including the Department of Environment & Local Government Letter of Offer for a contribution of $16,000 towards this Project.

26.  TOWN MANAGER’S REPORT OF JULY 27, 2004 
RE:  DEMAND LOANS FOR MINISTERIAL APPROVAL NOS. 04-20 AND 03-56

Councillor McGowan moved to grant authorization for a Demand Loan at the Bank of Nova Scotia, Grand Bay-Westfield Branch regarding Ministerial Approval No. 04-20 concerning 2004 General Capital Borrowing with the Loan not to exceed $350,000 for a term of one year, and further to grant authorization for Demand Loans at the Bank of Nova Scotia, Grand Bay-Westfield Branch regarding Ministerial Approval No. 03-56 concerning Town Sewerage Infrastructure Projects with the Loans not to exceed $950,000 and $1,840,000 for a term of one year.

RE:  PROPOSAL FOR RIVER VALLEY LIONS SENIORS COMPLEX - REQUEST FOR LETTER OF SUPPORT

30. WORKS COMMISSIONER’S REPORT OF AUGUST 3, 2004
RE:  DRAFT 2004 INFRASTRUCTURE PROGRAM POLICY NO. 2004-003

Deputy Mayor Murphy moved to adopt 2004 Infrastructure Program Policy No. 2004-003, Request for Sanitary Sewer Services to Residences which are 60 Meters beyond the Municipal Sanitary Sewer System as follows:

Policy No. 2004-003

New policy Provision of Sanitary Sewer Service Under the Northern Sewerage Extension to Residences which are in Excess of 60 Meters beyond the Municipal Sanitary Sewer System

Importance To provide a standard policy for the extension of sanitary sewer service when requested by a property owner who is exempt from connection as their residence is beyond 60 meters from the sewer main.

Responsibilities 

Definition
1. Sanitary sewer service refers to the 100 mm diameter PVC gravity sewer or 50 mm PE pressure sewer
    (or combination of both) which is installed to service an individual building. 
2. The distance of 60 metres is calculated as a straight line from the sewer main to the center of the dwelling
    at the shortest line possible which could provide gravity service, or the shortest distance for a pressure
    sewer line.

Application This policy is only in effect during the construction period of a sanitary sewer extension under the Northern Sewerage Extension program. This policy does not apply to areas where the sanitary sewer system has already been installed or for sewer extensions which are not part of the Northern Sewerage Extension program;

Property Owner’s Role 

Request for the service must be made by the property owner.

The property owner will pay the Municipality all additional costs associated with the installation of sewer pipe beyond the 60 meter length. This amount will be determined by the Town of Grand Bay-Westfield and paid by the property owner to the Municipality before construction of the sewer service. Payment will be cash, money order, or certified cheque. 

If a residential pumping unit is installed, the property owner will enter into Residential Pumping Unit Agreement with the Town of Grand Bay- Westfield prior to installation.

All required restoration on private property resulting from the sanitary sewer service installation will be the responsibility of the property owner.

Municipality’s Role The Town of Grand Bay-Westfield may approve or disapprove the request for a sanitary sewer service.

The Municipality will determine the length of the proposed service and the cost of the service which is above the 60 meter length.

If approved, the Municipality will install the sanitary sewer service including the portion on private property according to the Residential Pump Unit Agreement.

31.  WORKS COMMISSIONER’S REPORT OF AUGUST 3, 2004
RE:  PEDESTRIAN CROSSWALK TRAFFIC STUDY

Councillor Day moved to authorize staff, in conjunction with the Department of Transportation, to prepare a terms of reference to conduct a Pedestrian Traffic Study on River Valley Drive between the Southern Town Boundary and the Cenotaph and request proposal submissions.

 Seconded by Councillor Evans.  Carried.

 Special thanks was noted to MLA Sherwood for obtaining $5,000 for the Traffic Study - River Valley Drive.
 

32. MEMORANDUM OF AUGUST 4, 2004 FROM PLANNING ADVISORY COMMITTEE
RE:  APPLICATION FOR TENTATIVE SUBDIVISION APPROVAL JAMES HALL – HOMESTEAD SUBDIVISION, LOT 3, BLOCK G/DEVELOPMENT OFFICER’S REPORT OF AUGUST 5, 2004 

Councillor Day moved the acceptance of $64.03 (cash, money order, or certified cheque) as Money in Lieu of Land for Public Purposes, for the approval of one (1) new residential building lot to be created on Murray Street as shown on Tentative Subdivision Plan, Homestead Subdivision, Lot 3, as prepared by Kierstead Quigley & Roberts, dated July 29, 2004, subject to:

a) final Subdivision Plan recording any Utility easements required by the NB Power;
b) final Subdivision Plan is provided a Key Plan;
c) meeting the Department of Health and Department of Environment & Local Government guidelines for
    provision of adequate water quality and quantity, meeting the Canadian Drinking Water Quality
    Guidelines for the development of this lot, prior to Tentative Approval being granted by the
    Development Officer.

33.  DEVELOPMENT OFFICER’S REPORT OF AUGUST 5, 2004 
RE:  PANORAMIC ESTATES SUBDIVISION, PHASE 1, SECURITY HOLD BACK RELEASE

Deputy Mayor Murphy moved the Town release the amount of $28,650 held by Irrevocable Standby Letter of Credit by the RBC Royal Bank (Reference No. P119789H09344) for the development of Panoramic Estates Subdivision, Phase 1.

34.  DEVELOPMENT OFFICER’S REPORT OF AUGUST 5, 2004
RE:  63 CENTRAL AVENUE PROPERTY, DANGEROUS OR UNSIGHTLY PREMISES BY-LAW VIOLATION

Deputy Mayor Murphy moved to authorize granting the power to the Works Commissioner to determine if voluntary compliance with the Notice served on Mr. P. A. William Hall, owner of 63 Central Avenue, PID Nos. 30066658 and 00220368 under provisions of the Town of Grand Bay-Westfield By-law No. 105, Dangerous or Unsightly Premises By-law has been achieved as of Friday August 13, 2004, and if not to proceed with the demolition of the main building and removal of all miscellaneous materials from the property, with Keel Construction being engaged for the quoted sum of $1,885.00 plus HST to complete the work.

RE: APPLICATION FOR TENTATIVE SUBDIVISION APPROVAL PANORAMIC ESTATES SUBDIVISION, PHASE 3/DEVELOPMENT OFFICER’S REPORT OF AUGUST 5, 2004

Councillor Day moved to grant approvals as previously granted by Council regarding street design and Land for Public Purposes for Tentative Subdivision Plan Panoramic Estates Subdivision, Phase 3, as prepared by Kierstead Quigley and Roberts Ltd., Plan dated August 15, 2003.

36. LETTER OF AUGUST 6, 2004 FROM GODFREY ASSOCIATES LTD.
RE:  SANITARY SEWER EXTENSIONS – CONTRACT NO. 2, GRAND BAY-WESTFIELD, NB – PROJECT NO: 010-110

Deputy Mayor Murphy moved to award Contract No. 2 Grand Bay-Westfield, NB – Project No. 010-110 to Charmac Ltd. per recommendation of Godfrey Associates Ltd. dated August 6, 2004 with the deletion of Riverside Park (street only) Mullen Lane/Nerepis Road north of Unity Park and the deferral of Wastewater Pumping Station No. 2 to 2005.

37. DEVELOPMENT OFFICER’S REPORT OF AUGUST 6, 2004
RE:  HILLANDALE DRIVE EXTENSION, RICHARD SAMBLES APPLICATION FOR BUILDING PERMIT, PID NO. 30191258

Councillor McGowan moved to accept the proposed street development standards as prepared by CITE Consultants and reviewed by Godfrey Engineering for the construction of roadwork on Hillandale Drive adjacent to PID No. 30191258 for a distance of 65 m and a temporary turn around, to be completed with a certificate of completion provided by a Registered Engineer in New Brunswick and reviewed to the Town’s satisfaction prior to the release of security as provided by the TD Bank in the amount of $13,184.00.

37.a LAND ACQUISITION – SEWERAGE EXTENSIONS
Deputy Mayor Murphy moved to authorize staff, in conjunction with Godfrey Associates Ltd. and the Town Solicitor, to prepare offers to purchase land for sewer lift stations as outlined in the Works Commissioner’s report of August 4, 2004.

37.b SALE OF 1996 CHEROKEE JEEP
Deputy Mayor Murphy moved that the sale of the 1996 Cherokee Jeep be done through the public auction process using Jardine Auctioneers of Fredericton and that a minimum bid be established at Twenty Five Hundred dollars ($2500.00).
