Deputy Mayor Murphy moved to adopt the minutes of the Regular Council Meeting of December 12, 2005 as presented.

Councillor Evans moved to adopt the minutes of the Special Council Meeting of December 22, 2005 as presented.

Councillor Day moved to pay the Bills for Payment enbloc for a total of $82,741.46, Bills for Ratification for a total of $198,074.79, grand total of $280,816.25.

Councillor Day moved to forward draft letter from the Development Officer to advise the property owner of the standards and process required for application to construct a new dwelling unit on property located at 10 Nerepis Road, PID No, 00228817.

RE:  THANK YOU FOR SUPPORT

Councillor McGowan moved to forward a letter to Brendan Sheehan to invite him to make a presentation to Council on his work with the World University Services of Canada (WUSC) in Burkina Faso at his earliest convenience.

18. LETTER OF DECEMBER 8, 2005 FROM RECREATION NEW BRUNSWICK 
RE:  RECREATION AND SPORT INFRASTRUCTURE PROGRAM

Deputy Mayor Murphy moved to forward a letter of support in response to correspondence of December 8, 2005 from Recreation New Brunswick Re:  Recreation Sport and Infrastructure Program.

19. TOWN MANAGER’S REPORT OF JANUARY 3, 2006
RE:  JANUARY 23, 2006 COUNCIL MEETING

Councillor McGowan moved to cancel the Regular Council Meeting of January 23, 2006 and re-schedule it to January 24, 2006 at 7:30 p.m. in the Council Chambers.

Councillor Day moved to approve Progress Claim of December 13, 2005 Re: Street Upgrading 2005 - Route No. 177, Project No. 010-113 in the 
amount of $7,124.57 and pay relevant invoices upon receipt of funding from the Province.

21. LETTER OF DECEMBER 19, 2005 FROM CLAYTON ROGERS, P. ENG.,

 Councillor Day moved to pay Certificate No. 4 - Final Completion in the amount of $38,663.81 per letter of December 19, 2005 from Clayton Rogers, P. Eng. Godfrey Associates Ltd. Re:  Street Improvements 2005, Project No. 010-111.

 Councillor Day moved to approve Claim # 22 in the amount of $403.88 and pay relevant invoice per letter of December 14, 2005 from Stephanie B. Patterson, P. Eng., Godfrey Associates Ltd. Re:  Sewer System Extension, Grand Bay-Westfield, Infrastructure Project No. 63 37 05 431 02, Project Nos. 010-091, 010-102, 010-103, 010-104, 010-109 & 010-110.

23.  WORKS COMMISSIONER’S REPORT OF JANUARY 3, 2006
RE:  MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY 2006

Deputy Mayor Murphy moved to authorize appropriate signatures on the Municipal Kilometrage Maintenance Responsibility Agreement dated December 12, 2005.

 Seconded by Councillor Evans.  Carried.
 

24. TOWN MANAGER’S REPORT OF JANUARY 3, 2006 
RE:  APPOINTMENT OF BEAUTIFICATION COMMITTEE MEMBER

 Councillor McGowan moved to appoint Susan West as a voting member of the Town Beautification Committee, effective immediately.

 Seconded by Councillor Evans.  Carried.
 

25. DRAFT TOWN POLICY AMENDMENT - RECORDS MANAGEMENT
Deputy Mayor Murphy moved to replace Sections 108 and 109 of Town Policy No. A003 as per recommendation of Solicitor Hopkins as follows:

1.08 The release of copies of Council or Committee agenda materials is not allowed before the scheduled Council or Committee meeting.

1.09 The release of staff reports shall be dealt with as follows:

a) staff reports relating to Council or Committee agenda items, which items are of interest to and affect the public in general, shall be released to parties requesting copies of said staff reports no earlier than 12:00 p.m. on the Friday prior to the scheduled Council or Committee meeting; and

b) staff reports relating to Council or Committee agenda items, which items do not affect the public in general, shall only be released, upon request, to parties directly affected by the agenda item, said release not to occur earlier than 12:00 p.m. on the Friday prior to the scheduled Council or Committee meeting.

25.a  2006 SALARY REVIEW - NON UNIONIZED STAFF
Councillor Day moved to approve a 2.5% increase for non-unionized permanent staff retro to January 1, 2006 and to allocate $2,300 for wage adjustments at the discretion of the Town Manager for non-unionized staff.

 Seconded by Councillor McGowan.  Carried.
 

25.b FIRE DEPARTMENT ICE RESCUE OPERATIONS
Deputy Mayor Murphy moved to approve the purchase of Volunteer Fire Department equipment for Ice Rescue Operations, not to exceed $5,000.

 Seconded by Councillor McGowan.  Carried.
 

Council congratulated the Chamber of Commerce and volunteers for the successful New Year’s Eve Celebration at the River Valley Community Center.
