The Town of Grand Bay-Westfield  Council  met in a regular 
session on April 9th at 7:35 p.m. with Mayor Losier presiding.

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF

Councillor Keir moved to delete the following item from the agenda as matter is also listed under agenda item number 16:

26. Letter of March 28, 2001 from Peter LeBlanc, Chairman, Fundy Region Solid Waste Commission Re:  Notice of Intention to Vote on Borrowing Resolution

6.1  RCMP STATISTICAL REPORT FOR THE MONTH OF MARCH, 2001
Cpl. Oliver presented the RCMP Statistical Report for the month of March, 2001.
It was noted the Neighbourhood Watch Program is progressing very well.
Councillor Keir moved to receive and file the RCMP Statistical Report for the month of March, 2001.

6.2 ATLANTIC HEALTH SCIENCES CORPORATION PRESENTATION
RE:  1999 – 2000 ANNUAL REPORT/VARIOUS MATTERS – JOAN MCDONNELL, TOWN REPRESENTATIVE ATTENDING

Joan McDonnell, Town of Grand Bay-Westfield’s representative for the Atlantic Health Sciences Corporation (AHSC), gave a presentation on the Annual Report of the AHSC for the 1999 – 2000 year, the AHSC Mission Statement, and the many visits that were made to AHSC facilities.

Mayor Losier noted how fortunate Council is to have such proactive representation on the Atlantic Health Sciences Corporation Board.

Councillor Calvin moved to receive and file the Atlantic Health Sciences Corporation 1999 – 2000 Annual Report.

Seconded by Councillor McGowan.  Carried.
 

6.3 ALIANT TELECOM INC. PRESENTATION
RE:  DEVELOPMENT OF A UTILITY/COMMUNICATIONS TOWER OFF RIDGE WAY – SOLICITOR PETER FORESTELL ATTENDING/DEVELOPMENT OFFICER’S REPORT OF MARCH 21, 2001/RELEVANT DATA

Peter Forestell of Patterson Palmer Hunt Murphy, representing Aliant Telecom, passed out literature to concerned residents in attendance.  Mr. Forestell also introduced Joe Warren, Technical Services representative for Aliant Telecom and Harry Crossman, Project Manager.

Mr. Forestell indicated that Aliant accept with the decision of Council regarding the communication tower, but noted that there will be more applications for similar tower services within the municipality as there is a demand for this service.

Joe Warren, Technical Services representative for Aliant, provided information on site lines, site locations, and radio frequency issues with respect to the proposed communications tower off Ridge Way.  He noted that there were other sites that could provide service to Highway #7, but service to the Town would be questionable.  Mr. Warren also noted that studies are available to address health concerns referenced by residents and may be viewed on the NBTel web site.

Comments were made by Council noting their concerns about the proposed location of the communications tower and noting there should be a better location for the tower than in a residential area off Ridge Way.

Mr. Crossman, Project Manager noted that the proposal made to Council for the communications tower off of Ridge Way reflected the best location for the tower, however NB Tel will seek other options, if necessary.

Mayor Losier introduced Hon. Milt Sherwood, MLA and Minister Sherwood noted that at this time he did not have enough information to make informed comments on the matter.

Councillor McGowan departed the meeting.

Councillor Keir moved to deny the development of a Utility/Communications Tower for Lot 01-1 shown on Tentative Subdivision Plan Sunny Acres Subdivision Utility Lot 2001-1 and access prepared by DeSaulniers Surveys Inc.

Seconded by Councillor McGowan.  Carried.

Deputy Mayor Black cast a dissenting vote.

Councillor Calvin departed the meeting.

7.  MINUTES OF REGULAR COUNCIL MEETING OF MARCH 26, 2001
Councillor Sutton moved to adopt the minutes of the regular Council meeting of March 26, 2001 as presented.

Seconded by Councillor McGowan.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 19, 2001

Councillor McGowan moved to receive and file the minutes of the Planning Advisory Committee meeting of March 19, 2001.

Seconded by Councillor Sutton.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Sutton moved to pay the Bills for Payment enbloc for a total of $85,368.43 and approve the Bills for Ratification for a total of $41,412.56, Grand Total $126,780.99.

Seconded by Councillor McGowan.  Carried.

(FRSWC) RE:  NOTICE OF INTENTION TO VOTE ON A BORROWING RESOLUTION

Councillor Sutton moved to recommend the Town’s representative on the Fundy Region Solid Waste Commission, Councillor Calvin, vote in favour of the borrowing resolution as outlined in fax of March 28, 2001 from FRSWC.

20. LETTER OF MARCH 29, 2001 FROM MRS. SUE GEORGE
RE:  SKATE PARK/RELEVANT DATA

Councillor Calvin moved the letter of March 29, 2001 from Mrs. Sue George Re:  Skate Park be referred to the Recreation Director for discussion with Mrs. George to advise the Town wishes to make the Centrum gym available for skate boarding, subject to Town policies/procedures.

COMMISSION RE:  FINANCIAL STATEMENTS/AUDITOR’S REPORT ON ACTIVITIES FOR THE YEAR ENDED DECEMBER 31, 2000/CHAIRMAN’S REPORT FOR 2000

Councillor Calvin moved to receive and file letter of March 28, 2001 from Fundy Region Solid Waste Commission Re:  Financial Statements/Auditor’s Report on Activities for the Year Ended December 31, 2000/Chairman’s Report for 2000.

22. FAX DATED APRIL 2, 2001 FROM GODFREY ASSOCIATES
RE:  COMMUNITY IMPROVEMENT PROGRAM – OUTSTANDING PROJECT WORK

Councillor Sutton moved to proceed with the completion of the outstanding Community Improvement Program project work as outlined in Godfrey Associates Ltd. correspondence of April 2, 2001 with authorization for associated costs of $1,760.12 to be paid from the Town Subdivision Fund.

23. LETTER OF MARCH 21, 2001 FROM WILLIAM D. TODD, DIRECTOR,
INFORMATION TECHNOLOGY, SAINT JOHN PUBLIC SAFETY COMMUNICATIONS CENTRE RE:  DISPATCH SERVICES FOR THE TOWN OF GRAND BAY-WESTFIELD/FIRE CHIEF’S REPORT OF MARCH 27, 2001

Councillor Keir moved to renew the Agreement Respecting Communications Services between the Town of Grand Bay-Westfield and the City of Saint John for the period of April 1, 2001 to March 31, 2004 as per correspondence of March 21, 2001 from William Todd Director, Saint John Public Safety Communications Centre with authorization for appropriate signatures.

Seconded by Councillor McGowan.  Carried.
 

24. PROPOSALS FROM THE SGE GROUP INC. AND EDM, 
ENVIRONMENTAL DESIGN AND MANAGEMENT LTD. RE:  PREPARATION OF MUNICIPAL PLAN BY-LAW AND ZONING BY-LAW FOR THE TOWN OF GRAND BAY-WESTFIELD

Councillor McGowan moved to award the contract for Consultant Services as set out under the terms of the Request for Proposals for the Review and Enactment of the Municipal Plan By-law and Zoning By-law for the Town of Grand Bay-Westfield to the SGE Group Inc. for the sum of $65,185 exclusive of HST.

Seconded by Councillor Sutton.  Carried.
 

25.  LETTER OF MARCH 29, 2001 FROM PETER LEBLANC,
CHAIRMAN, FUNDY REGION SOLID WASTE COMMISSION RE:  CLEAN ENVIRONMENT ACT

Councillor Sutton moved to receive and file letter of March 29, 2001 from Peter LeBlanc, Chairman, Fundy Region Solid Waste Commission Re:  Clean Environment Act.

Seconded by Councillor Calvin.  Carried.
