The Town of Grand Bay-Westfield Council met in a regular session on Monday, June 9, 2003 at 7:35 p.m. with Mayor Losier presiding.

Councillor Day moved item No. 6.1 (RCMP Statistical Reports for April 2003, May 2003) be brought forward on the agenda for the arrival of Cpl. Grant.

GENERAL REVENUE FUND FINANCIAL REPORT AS AT APRIL 30, 2003

Councillor Day moved to receive and file the General Revenue Fund Financial Report as at April 30, 2003.

Seconded by Deputy Mayor McGowan.  Carried.

The Town Manager gave a brief overview of the General Revenue Fund Financial Report as at 
April 30, 2003.
 

16.  LETTER OF MAY 8, 2003 FROM LINO CELESTE, CHAIRMAN, THE GREATER SAINT JOHN
COMMUNITY FOUNDATION RE:  LETTER OF ACCEPTANCE/CONTRACT - OSPREY NESTING OBSERVATORY - HENDERSON BROOK GRANT FUNDING

Councillor Day moved to receive and file letter of May 8, 2003 from Lino Celeste, Chairman, The Greater Saint John Community Foundation Re:  Letter of Acceptance/Contract - Osprey Nesting Observatory - Henderson Brook Grant Funding.

Seconded by Councillor Silliphant.  Carried.

It was noted that the Town was successful in obtaining a $2,000 grant from The Greater Saint John Community Foundation for a portion of the Town Waterfront Development Plan.
 

17. LETTER OF MAY 9, 2003 FROM DEAN MUNDEE, SECRETARY, ENVIRONMENTAL TRUST FUND
ADVISORY BOARD RE:  COMPLETION OF ENVIRONMENTAL TRUST FUND PROJECT FOR 2002/2003

Councillor Day moved to receive and file letter of May 9, 2003 from Dean Mundee, Secretary, Environmental Trust Fund Advisory Board Re:  Completion of Environmental Trust Fund Project for 2002/2003.

Seconded by Councillor Murphy.  Carried.

It was noted the Municipality has successfully completed its Centrum Energy Efficiency Lighting and Heating project as approved under its 2002/2003 Environmental Trust grant.
 

18. FACIMILE OF MAY 13, 2003 FROM YVONNE GIBB -
UNION OF MUNICIPALITIES OF NEW BRUNSWICK RE:  RESOLUTION U-02-08 - INFRASTRUCTURE PROGRAM – BROUGHT FORWARD FROM MAY 26, 2003

Councillor Silliphant moved to receive and file Facsimile of May 13, 2003 from Yvonne Gibb - Union of Municipalities of New Brunswick Re:  Resolution U-02-08 - Infrastructure Program.

Seconded by Councillor Murphy.  Carried.

 It was noted it is expected that, as a result of the efforts of the Union of Municipalities of New Brunswick, municipalities will play a roll in decision making for the next round of Infrastructure Funding.

WORKS COMMISSIONER’S REPORT OF MAY 8, 2003
RE:  DRAFT SNOW AND ICE CONTROL PLAN AMENDMENT

Councillor Silliphant moved to approve the following amendments to the Town’s Snow and Ice Control Plan with the amendments to be forwarded to the snow control contractor:

Revise page numbers after revisions and include two new Appendices “K” & “L” which will include policies;
 
2.  Page 8 - Section a) Contractor’s Procedure
  • First paragraph Priority 1 - level of service, delete “and a bare centre strip”;  Reason:  the operation does not actually maintain a bare centre strip which is the yellow line, but does clear the driving lanes.
  • Line item No. 1 add: “time and intensity” to (subject to temperature).
  • First paragraph Priority 2 - Level of Service delete “and a bare centre strip”;  Reason:  the operation does not actually maintain a bare centre strip which is the yellow line but does clear the driving lanes.
3.  Page 9 - Section b) Works Department Procedures

Line item No. 1 add:  “time and intensity” to (subject to temperature).

Page 13 - Section TIPS FOR THE PUBLIC

Add the following new tips:
 

15. If a homeowner engages a private plow truck to plow his/her driveway please ask the driver not
     to plow snow across roadways or sidewalks so as to interfere with traffic flow or pedestrian usage.

16. When plowing or shoveling your driveway, please try and avoid creating large banks at the
      entrance to your driveway.  These banks can hinder your visibility, possibly causing an accident.

17. If your home is susceptible to flooding during winter rain, you may wish to maintain drainage
     pathways along or across your property all winter to ensure they are open whenever it rains,
     which also allows easy monitoring to ensure the pathway is clear.

Appendix “J” Special Conditions
 
Add: “the portion of municipal sidewalk on the east side of River Valley Drive from Station Street north to the beginning of the Walking Trail is only plowed; sand/salt is not applied except for in front of the bus stop”.  Reason:  due to the location of the sidewalk behind the antique lights, vehicle access is not possible except for the Trackless.  As such the area is only serviced with the snowblower.  Attempts have been made in the past to sand the portion of sidewalk by hand with no success.
 To purchase a sand spreader for the Trackless Unit would cost approximately $5,000.  Due to the Trackless model year, a sand spreader is only available for the front, meaning that after everything is snowblowed, the blower would need to be removed and the sander attached.

     The special condition reflects current practices.

 Add Policy 2003-001 and 2003-002 which are attached to the Works Commissioner’s report of May 28, 2003, to the newly created Appendix “L”.

Councillor Day moved to receive and file letter of May 15, 2003 from Wayne Easter, P.C., M.P. Re:  Policing Costs.

21. FACSIMILE RECEIVED MAY 29, 2003 FROM ANN MARIE FAIRBAIRN, ASSISTANT TO
BILL FAIRBAIRN, SALES ASSOCIATE REMAX RE:  USE OF CREST FOR ADVERTISING

Councillor Murphy moved to receive and file facsimile received May 29, 2003 from Ann Marie Fairbairn, Assistant to Bill Fairbairn, Sales Associate ReMax Re:  Use of Crest for Advertising.

Seconded by Deputy Mayor McGowan.  Carried.

 It was noted Mr. Fiarbairn would be notified the Town’s Crest is not available for other than Town use as it is a registered trademark.
 

22.  DEVELOPMENT OFFICER’S REPORT OF JUNE 4, 2003
RE:  BUILDING BY-LAW AND ZONING BY-LAW VIOLATIONS, 22 ROSEMERE DRIVE, PID # 30111694

Deputy Mayor McGowan moved to instruct the Town Solicitor to make application to the Court of Queens Bench under provisions of the Community Planning Act Section 94(1) for an order to remove the illegally placed pool/deck and pool enclosure at 22 Rosemere Drive, PID #30111694.

2004 CONTRACT RENEWAL FOR WESTFIELD VOLUNTEER AMBULANCE SERVICE

Councillor Day moved to authorize signatures for the Westfield Ambulance Service 2003-2004 Contract.

24. FACSIMILE OF JUNE 5, 2003 FROM HUESTIS COMMERCIAL INSURANCE LTD. 
RE:  POSSIBLE PREMIUM REDUCTIONS

Councillor Day moved to receive and file facsimile of June 5, 2003 from Huestis Commercial Insurance Ltd. Re:  Possible Premium Reductions.

Seconded by Councillor Silliphant.  Carried.

 It was noted the Town would not be adjusting its current insurance policy as increased risks out weighed possible premium reductions.
 

25.  REPORT OF JUNE 3, 2003 FROM WORKS COMMISSIONER 
RE:  AGREEMENT FOR “EMERGENCY EQUIPMENT” – CASUALTY COLLECTION UNIT

Councillor Silliphant moved to table for further investigation the report of June 3, 2003 from the Works Commissioner Re:  Agreement for “Emergency Equipment” - Casualty Collection Unit.

Seconded by Councillor Day.  Carried.
 

26.  REPORT OF JUNE 3, 2003 FROM WORKS COMMISSIONER
RE:  VEHICLE TENDER AWARD - CITY OF SAINT JOHN JOINT PURCHASING

Councillor Day moved that, under joint purchasing with the City of Saint John, Dobson Chrysler Dodge Jeep, 276 Rothesay Avenue be awarded the tender as low bidder for a ½ ton, 4 wheel drive for $22,601.00 plus HST for the Town Works Department.

Seconded by Councillor Murphy.  Carried.
