MINUTES
MONDAY, OCTOBER 22, 2001

 
1. ........ CALL TO ORDER - 7:30 P.M.
The Town of Grand Bay-Westfield met in a regular session on Monday, October 22, 2001 at 7:40 p.m. with Mayor Losier presiding.
 
2. RECORD OF ATTENDANCE
All members were in attendance with the exception of Councillor Calvin.
Deputy Mayor McGowan moved to pay Councillor Calvin in his absence.
Seconded by Councillor Day.  Carried.
 
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF 
ADDITIONS  AND DELETIONS

Deputy Mayor McGowan moved to adopt the Agenda of October 22, 2001 as presented.

Seconded by Councillor Day.  Carried.

6.1 UPDATE RE:  IMPERIAL THEATRE -
BERTIS SUTTON, TOWN’S REPRESENTATIVE ON THE IMPERIAL THEATRE BOARD ATTENDING AT 8:00 P.M.

It was noted that the presentation will be held at 8:00 p.m. when Mr. Sutton arrives.
 

7.  MINUTES OF REGULAR COUNCIL MEETING OF OCTOBER 9, 2001
Councillor Day moved to adopt the minutes of the regular Council meeting of October 9, 2001 as presented.

 Seconded by Deputy Mayor McGowan.  Carried.
 

7.1 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF
OCTOBER 1, 2001

Deputy Mayor McGowan moved to receive and file the minutes of the Planning Advisory Committee meeting of October 1, 2001.

Seconded by Councillor Day.  Carried.
 

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION MEETING OF
OCTOBER 18, 2001

Councillor Day moved to receive and file the minutes of the Emergency Measures Organization meeting of October 18, 2001.

Seconded by Deputy Mayor McGowan.  Carried.

Councillor Day noted that there will be an emergency measures exercise in the spring of 2002.
 

7.3 TOWN OF GRAND BAY-WESTFIELD TENDER NOTES OF OCT 4, 2001 RE:
VACUUM STREET SWEEPING SERVICES

Councillor Day moved to receive and file Town of Grand Bay-Westfield Tender Notes of October 4, 2001 Re:  Vacuum Street Sweeping Services.

Seconded by Councillor Silliphant.  Carried.

BILLS FOR PAYMENT
 
Councillor Day moved to pay the Bills for Payment enbloc for a total of $27,965.28 and approve the Bills for Ratification for a total of $32,427.08, Grand Total $60,392.36.

Seconded by Councillor Silliphant.  Carried.

a) Volunteer Fire/Rescue Department Report for September, 2001
b) Volunteer Fire/Rescue Department Report Re:  Recruitment & Retention

Deputy Mayor McGowan moved to receive and file the following Consent Agenda items:

b) Volunteer Fire/Rescue Department Report Re:  Recruitment & Retention
c) Westfield Volunteer Ambulance Bills for Payment Information Listing dated October 22, 2001

 Seconded by Councillor Day.  Carried.

Mayor Losier commented on item #4 on the Fire Chief’s report Re:  Recruitment & Rentention noting that the Fire Chief should be encouraged to actually do a presentation to WHSCC.

Councillor Day moved to receive and file Memorandum of September 19, 2001 from Planning Advisory Committee Re:  Draft By-law No. 17B – Building By-law.

13.2 READING IN ITS ENTIRETY OF BY-LAW NO. 17B, 
AMENDMENT TO BY-LAW NO. 17, TOWN OF GRAND BAY-WESTFIELD BUILDING BY-LAW

Councillor Day moved Reading in its Entirety of By-law No. 17B, Amendment to By-law No. 17, Town of Grand Bay-Westfield Building By-law.

Seconded by Deputy Mayor McGowan.  Carried.
By-law No. 17B was read in its entirety.
 

13.3 THIRD READING BY TITLE AND ENACTMENT OF BY-LAW NO. 17B,
AMENDMENT TO BY-LAW NO. 17, TOWN OF GRAND BAY-WESTFIELD BUILDING BY-LAW

Councillor Little moved Third Reading by Title and Enactment of By-law No. 17B, Amendment to By-law No. 17, Town of Grand Bay-Westfield Building By-law.

Seconded by Councillor Day.  Carried.

By-law No. 17B was read a third time by title and enactment.

16. LETTER OF OCTOBER 9, 2001 FROM JACK  LAYTON,
PRESIDENT, FEDERATION OF CANADIAN MUNICIPALITIES (FCM) RE:  PRESIDENT’S REPORT ON FCM’S SEPTEMBER 2001 BOARD MEETING:  MUNICIPAL GOVERNMENTS UNDER STRAIN OWING TO UNFAIR TAX POLICIES

Councillor Day moved to receive and file letter of October 9, 2001 from Jack Layton, President, Federation of Canadian Municipalities (FCM) Re:  President’s report on FCM’s September 2001 Board Meeting:  Municipal Governments under Strain owing to unfair tax policies with a letter of support forwarded to both levels of Government noting the Town’s support of the FCM to lobby governments to return a greater share of tax revenues to municipal budgets with a copy of the letter to go to Jack Layton, President Federation of Canadian Municipalities.

 Seconded by Deputy Mayor McGowan.  Carried.
 

17. TOWN MANAGER’S REPORT OF OCTOBER 11, 2001
RE:  APPOINTMENTS TO TOURISM COMMITTEE

Deputy Mayor McGowan moved to concur with the Town Manager in her report of October 11, 2001 in that  William McCann and Councillor Judy Silliphant be appointed to the Tourism Committee as voting members, effective immediately.

Seconded by Councillor Day.  Carried.
 

18.  LETTER OF OCTOBER 4, 2001 FROM SEAN BRILLANT,
EXECUTIVE DIRECTOR, ACAP SAINT JOHN RE:  THANK YOU FOR INVOLVEMENT IN THE COMMUNITY ENVIRONMENTAL MONITORING PROGRAM

Councillor Day moved to receive and file letter of October 4, 2001 from Sean Brillant, Executive Director, ACAP Saint John Re:  Thank you for Involvement in the Community Environmental Monitoring Program.

Seconded by Councillor Silliphant.  Carried.

Councillor Day commented that the Environmental Monitoring Program report noted that upstream and downstream Grand Bay-Westfield has good water quality. 
 

19.  LETTER OF OCTOBER 15, 2001 FROM SUSAN OSBORNE,
YOUTH LEADER FOR ST. AUGUSTINE’S/ST. MATTHEW’S PARISHES RE:  WORLD YOUTH DAY 2002 - TORONTO - REQUEST FOR DONATION

Councillor Silliphant moved to receive and file letter of October 15, 2001 from Susan Osborne, Youth Leader for St. Augustine’s/St. Matthew’s Parishes Re:  World Youth Day 2002 – Toronto – Request for Donation.

Seconded by Deputy Mayor McGowan.  Carried.
 

20. TIMES GLOBE ARTICLE OF OCTOBER 2, 2001 RE:
LANDFILL OFFERS HELP TO GET RID OF DEAD LEAVES

Councillor Silliphant moved to receive and file Times-Globe article of October 2, 2001 Re:  Landfill Offers Help to get rid of dead leaves.

Seconded by Councillor Day.  Carried.
 

21. LETTER OF OCTOBER 10, 2001 FROM TERRANCE GRAY,
CHAIRMAN - SAINT JOHN ENVIRONMENT COMMITTEE RE:  REQUEST FOR EXPRESSION OF INTEREST IN TWO PROGRAMS FOR REDUCING GREEN HOUSE GASSES - 1) PARK & RIDE 2) BUS SERVICE TO GRAND BAY-WESTFIELD/RELEVANT NEWSPAPER ARTICLE

Deputy Mayor McGowan moved to have Mayor Losier meet with Terrance Gray, Chairman – Saint John Environment Committee Re:  Reducing Green House Gasses.

Seconded by Councillor Silliphant.  Carried.
 

22. TOWN MANAGER’S REPORT OF OCTOBER 17, 2001 RE:
APPOINTMENTS TO BEAUTIFICATION COMMITTEE

Deputy Mayor McGowan moved to appoint Debbie Fowler, JoAnne Hare, and Bruce McCanse to the Beautification Committee as voting members, effective immediately.

Seconded by Councillor Day.  Carried.

Councillor Day complimented the Beautification Committee on having so many volunteers from the community. 
 

23. DEVELOPMENT OFFICER’S REPORT OF OCTOBER 18, 2001 RE:
FINAL APPROVAL, MARYKNOLL HEIGHTS SUBDIVISION, AMENDING SUBDIVISION PLAN, CONSOLIDATION OF EXISTING LOTS

Councillor Little moved to accept an 8m wide Municipal Services Easement as shown on Amending Subdivision Plan, Maryknoll Heights Subdivision, Lot 73-27-A and Lot 2001-1 dated April 17, 2001 as prepared by DeSaulniers Surveys Inc. for Final Approval of the Plan by the Development Officer, subject to the following condition imposed by the Planning Advisory Committee to comply with the regulations of the Health Act:

i) the Development Officer will stamp the plan noting that this lot has not been approved as a suitable site for an on-site sewerage disposal system; approval by the District Medical Health Officer may be required for such an installation.

Seconded by Councillor Day.  Carried.
 

24. WORKS COMMISSIONER’S REPORT OF OCTOBER 15, 2001 RE: 
VACUUM STREET SWEEPING TENDER T10-2001

Councillor Day moved to concur with the recommendation of the Works Commissioner in his Report of October 15, 2001 Re:  Vacuum Street Sweeping Tender T10-2001 in that John Sweeping be awarded tender T10-2001 for Vacuum Street Sweeping Services for $23,710.61 per year for a total two year cost of $47,421.22.

Seconded by Councillor Silliphant.  Carried.

It was noted that 5 tender bid packages were picked up and only 2 bids came in with one not meeting the terms of the tender.
 

25. WORKS COMMISSIONER’S REPORT OF OCTOBER 15, 2001 RE:
SNOW & ICE MANAGEMENT SEMINAR

Deputy Mayor McGowan moved to receive and file and authorize the Works Commissioner to create a Draft Snow Management Policy for Council’s approval.
 

Seconded by Councillor Day.  Carried.

Mayor Losier noted that the Snow & Ice Management Seminar was put on by Dalhousie University and the Works Commissioner attended.

It was with unanimous consent to recess for 5 minute to wait for the arrival of Bertis Sutton.

Time7:55 p.m.

The Meeting reconvened 8:05 p.m. (Mayor Losier noted that Mr. Sutton was not in attendance and his presentation will be brought forward at a future time.)
