CALL TO ORDER

The Town of Grand Bay-Westfield Council met in a regular session on September 9, 2002 at 7:32 p.m. with Mayor Losier presiding.

RECORD OF ATTENDANCE

All members were in attendance with the exception of Councillor Little.
Deputy Mayor McGowan moved to pay Councillor Little in his absence.
Seconded by Councillor Day.  Carried.
 

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Deputy Mayor McGowan moved to add the following three items to the agenda:

24a. Letter of August 23, 2002 from Hon. Bernard Lord, Premier and Minister Responsible Re:  Youth Community Assistance Program (YCAP)

24b. Closure of Westfield Esso

24c. Signage Re:  Kilometer Marker #71

PRESENTATION OF NB MERIT AWARD       -VOLUNTEER SERVICES - LARRY BURNS
Mayor Losier and Milt Sherwood, MLA presented Larry Burns with an NB Merit Award for Volunteer
Services.
 
6.2  PRESENTATIONS TO VOLUNTEER FIRE/RESCUE DEPARTMENT MEMBERS
- CERTIFICATES IN FIRE SERVICE LEADERSHIP

Mayor Losier presented certificates for Fire Service Leadership to Fire Chief Dan McCoy and Captain Brad Calhoun and commended them for their commitment to training and development.
 

6.3 PRESENTATION BY LORNEVILLE COMMUNITY & RECREATION ASSOCIATION 
RE:  CONVERSION OF THE COLESON COVE GENERATING STATION TO BURN ORIMULSION FUEL

Patrick Donovan, representing the Lorneville Community and Recreation Association, gave a presentation on the drawbacks of the proposal for Coleson Cove Generating Station to burn Orimulsion Fuel and the conversion effects it would have on all residents of the Fundy Region.  Jill LeBlanc passed out flyers concerning Orimulsion Fuel

Deputy Mayor McGowan moved to table the presentation by the Lorneville Community & Recreation Association Re:  Conversion of Coleson Cove Generating Station to burn Orimulsion fuel for further information. 

 Seconded by Councillor Silliphant.  Carried.

Councillor Day moved to adopt the minutes of the Regular Council Meeting of August 12, 2002 as 
presented.

MINUTES OF SPECIAL COUNCIL MEETING OF SEPTEMBER 3, 2002

Councillor Day moved to adopt the minutes of the Special Council Meeting of September 3, 2002 as presented.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.2  MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF AUGUST 6, 2002
Councillor Silliphant moved to receive and file the minutes of the Planning Advisory Committee meeting
of August 6, 2002.

Seconded by Deputy Mayor McGowan.  Carried.
 

7.3 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF AUGUST 19, 2002
Deputy Mayor McGowan moved to receive and file the minutes of the Planning Advisory Committee 
meeting of August 19, 2002.

Seconded by Councillor Day.  Carried
 

7.4 TELEPHONE POLL OF AUGUST 21, 2002
RE:  2002 COMMUNITY IMPROVEMENT PROGRAM (CIP) PROJECT DRAWINGS

Councillor Day moved to ratify the Telephone Poll of August 21, 2002 Re:  Community Improvement
Program (CIP) Project Drawings in that authorization be granted to engage Basic Design Associates for the
2002 CIP Project Drawings for an amount of $1,400.00.

Seconded by Deputy Mayor McGowan.  Carried.
 

8.  BILLS FOR PAYMENT
Councillor Day moved to pay the Bills for Payment enbloc for a total of $27,195.26 and approve the Bills
for Ratification for a total of $69,127.50, Grand Total $96,322.76.

Seconded by Councillor Silliphant.  Carried.

RE:  RIVER VALLEY ACTION COMMITTEE ON DISABLED PERSONS/BROUGHT FORWARD FROM AUGUST 12, 2002 AGENDA

Deputy Mayor McGowan moved to allow staff to advertise for persons interested in serving on the River Valley Action Committee on Disabled Persons and to refer the request from Peter Brooker to the 2003 budget deliberations.

17. MEMORANDUM OF AUGUST 22, 2002 FROM UNION OF THE MUNICIPALITIES OF 
NEW BRUNSWICK (UMNB) RE:  REMINDER - ANNUAL GENERAL MEETING

Councillor Day moved to receive and file memorandum of August 22, 2002 from Union of the Municipalities of New Brunswick (UMNB) Re:  Reminder – Annual General Meeting.

Seconded by Councillor Silliphant.  Carried.
 

18. LETTER OF AUGUST 15, 2002 FROM CUPE LOCALS 2069, 1655 AND 3728
RE:  SAVE OUR BLOOD BANK

Councillor Day moved to receive and file letter of August 15, 2002 from CUPE Locals 2069, 1655 and 3728 Re:  Save our Blood Bank.

Seconded by Councillor Silliphant.  Carried.

It was noted that there were approximately 500 signatures from the community on the petition to Save our Blood Bank.
 

19.  MEMORANDUM OF AUGUST 6, 2002 FROM UNION OF THE MUNICIPALITIES OF
NEW BRUNSWICK (UMNB) RE:  FRENCH LANGUAGE TRAINING/ANNUAL GENERAL MEETING

Councillor Day moved to refer Memorandum of August 6, 2002 from Union of the Municipalities of New Brunswick (UMNB) Re:  French Language Training/Annual General Meeting to Town Staff to look into costs regarding language training.

Seconded by Councillor Silliphant.  Carried. 
 

20. TELEGRAPH JOURNAL ARTICLE
RE:  FUNDY REGION SOLID WASTE COMMISSION’S ELECTORAL PROCESS

Councillor Day moved to forward a letter to Environment and Local Government Minister Hon. Kim Jardine requesting a change in Provincial Legislation for Regional Solid Waste Commissions to remove the double 2/3rd majority requirement for the election of officers as it releates to the City of Saint John/Fundy Region Solid Waste Commission. 
Seconded by Deputy Mayor McGowan.  Carried.
 

21. E-MAIL FROM CRAIG CAMPBELL, SENIOR PLANNER, DEPARTMENT OF PLANNING &
DEVELOPMENT, CITY OF SAINT JOHN RE:  STATUS OF THE URBAN TRANSPORTATION SHOWCASE PROGRAM - SAINT JOHN REGION PARK & RIDE/BIKE & WALK PROPOSAL

Deputy Mayor McGowan moved to refer e-mail from Craig Campbell, Senior Planner, Department of Planning & Development, City of Saint John Re:  Status of the Urban Transportation Showcase Program – Saint John Region Park & Ride/Bike & Walk Proposal to the Recreation Director for a report back to Council.

Seconded by Councillor Day.  Carried. 
 

22. LETTER RECEIVED SEPTEMBER 3, 2002 FROM BROOKSIDE BED & BREAKFAST
RE:  STREET SIGNS

Councillor Silliphant moved to receive and file letter received September 3, 2002 from Brookside Bed & Breakfast Re:  Street Signs noting concerns on signage and directional routes.

Seconded by Councillor Day.  Carried. 

Letter received September 3, 2002 from Bob/June/Jillian Powlesland was read.
 

23.  PRESS RELEASE OF SEPTEMBER 4, 2002 RE:  NATIONAL FIREFIGHTERS WEEK IN 
CANADA - SEPTEMBER 8-14

Deputy Mayor McGowan moved to receive and file press release of September 4, 2002 Re:  National Firefighters Week in Canada - September 8 - 14.

Seconded by Councillor Silliphant.  Carried. 

Mayor Losier recognized National Firefighters Week in Canada noting the dedicated efforts of all firefighters.
 

24. TOWN MANAGER’S REPORT OF SEPTEMBER 4, 2002
RE:  TRANSFER TO GENERAL CAPITAL RESERVE BANK ACCOUNT RE:  WESTFIELD WHARF

Councillor Silliphant moved to transfer from the General Operating Fund an amount of $37,000 received from the federal government and an amount of $15,000 received from the provincial government Re:  Acquisition of the Westfield Wharf to the General Capital Reserve Fund – Wharf.

Seconded by Deputy Mayor McGowan.  Carried.
 

24a. LETTER OF AUGUST 23, 2002 FROM HON. BERNARD LORD, PREMIER AND MINISTER
RESPONSIBLE RE:  YOUTH COMMUNITY ASSISTANCE PROGRAM (YCAP)

Deputy Mayor McGowan moved to receive and file letter of August 23, 2002 from Hon. Bernard Lord, Premier and Minister Responsible for the Regional Development Corporation with a letter of appreciation to be forwarded to the Premier for the financial assistance received under the Youth Community Assistance Program.

 Seconded by Councillor Day.  Carried. 

It was noted that financial assistance under the Youth Community Assistance Program (YCAP) has been approved in the amount of $3,000 to assist with costs for improvements to Unity Park.

CLOSURE OF WESTFIELD ESSO

Deputy Mayor McGowan moved Town staff obtain clarification of Esso’s plans for the Westfield Esso, and
if the company has plans to close the Westfield Esso a letter noting Council’s concerns is to be forwarded to
the company as soon as possible.

Seconded by Councillor Silliphant.  Carried.
 

24c. EXIT SIGNAGE
Councillor Silliphant moved to forward a letter to the Department of Transportation requesting an exit number for the northern most intersection between Routes 7 and 177.

Seconded by Deputy Mayor McGowan.  Carried.
 

25.  ADJOURNMENT
Deputy Mayor McGowan moved adjournment.
