SERVICES Councillor Murphy moved that the Treasurer and Mayor be authorized to issue and sell to the New Brunswick Finance Corporation a Municipality of Grand Bay-Westfield debenture in the principal amount of $205,000 for a term of fifteen (15) years on such terms and conditions as are recommended by the New Brunswick Municipal Finance Corporation, and be it resolved that the Municipality of Grand Bay-Westfield agree to issue post dated cheques payable to the New Brunswick Municipal Finance Corporation as and when they are requested in payment of principal and interest charges on the above debenture, one year in advance. FEBRUARY 4, 2011 RE: 2011 GENERAL/SEWERAGE CAPITAL PROJECTS Deputy Mayor McGowan moved to engage Dillon Consulting to prepare public tenders for 2011 General and Sewerage Capital work as follows: STREET UPGRADING/CONSTRUCTION Completion of Col. Nase Project (Engineer’s Estimate required) Completion of Woolastook Drive/Inglewood Drive Project (Engineer’s Estimate required) Centrum – resurfacing parking lots Designate Hwy. Project., subject to Prov. Gov. approval SEWERAGE SYSTEM UPGRADES Lagoon Dredging Manhole Repairs for Woolastook Drive/Inglewood Drive subject to: 1) a requirement for pre-job meeting(s) with the successful contractor(s), 2) provision for necessary flaggers, 3) the successful contractor(s) not commencing project work prior to execution of the project contract, 4) fill disposal to be the responsibility of the contractor(s), 5) a provision in the tender documents for addition or deletion of project work, 6) a provision in the tender documents that the contractor is responsible for any costs related to digging up underground wires in error, 7) provisions to ensure timely and acceptable restoration work, 8) an early notice being sent to property owners that have items, shrubs, etc. on the right-of-way that the property owner needs to remove items before upcoming capital work, 9) all tenders to be advertised on Tenders on Line no later than April 29, 2011 (advertisements not to be placed in the newspaper unless so required by the Province of New Brunswick), 10) a timeline for each tendered project being provided to the Town with the Town to be notified in writing of any changes to original timelines and, TRANSPORTATION SERVICES moved to allocate funding for Salt Shed fencing and funding for data collection regarding Tangible Assets Project; RIVER CENTRE and further moved to allocate funding for construction of shelters on River Centre grounds and, BLUEBERRY HILL PROJECT moved to allocate funding towards the Blueberry Hill Project – parking and, VOLUNTEER FIRE/RESCUE DEPARTMENT moved to allocate funding for a Rescue Equipment Trailer and funding for new pump house at Westfield Crescent and, MUNICIPAL HERITAGE TRAIL REPAIRS moved to allocate funding for repairs to the Municipal Heritage Trail and, RECREATION MASTER PLAN UPDATE moved to allocate funding for completion of the Recreation Master Plan Update of $11,250 (fixed amount as previously awarded to Amulet Consulting) and, ENERGY AUDIT moved to allocate funding towards implementation of the Town’s Energy Plan. FROM THE DEVELOPMENT OFFICER RE:
CANADIAN MORTGAGE & HOUSING CORPORATION (CMHC) TERM LOAN AGREEMENT
RE: COL. NASE BLVD. Councillor Calvin moved whereas, at its meeting of October 26, 2009, by motion, duly made, seconded and carried, Council did authorized the Town to apply to Canada Mortgage and Housing Corporation (‘CMHC’) for a loan under the Municipal Infrastructure Lending Program of CMHC in the amount of $1,393,000.00, being the estimated housing related portion of the Municipal share of costs for the construction of Colonel Nase Boulevard (the ‘Project’); and whereas, pursuant to the said motion the Town subsequently applied to CMHC for a loan, having first obtained approval from the Municipal Capital Borrowing Board pursuant to the Municipal Capital Borrowing Act, to borrow amounts necessary to finance the Municipal share of the Project; and whereas the said application has been completed and approved by CMHC, resulting in a commitment by CMHC to lend to the Town the principal sum of $1,393,000.00 for a term and amortization of 15 years, at an annual interest rate of 3.92 per cent, pursuant to terms and conditions required by CMHC (the “Loan”); and whereas an Agreement has been prepared by CMHC, setting forth the terms of the Loan (the “Loan Agreement”); and whereas the Loan Agreement has been reviewed by the Town Financial Consultant as to the financial terms thereof and by the Town Solicitor, as to form, structure and legal effect; NOW THEREFORE BE IT RESOLVED that Council does hereby authorize and direct the proper signing officers of the Town to sign and seal the Loan Agreement on behalf of the Town, and further, to sign and seal in like manner such other documents as may be necessary to enable the funding of the Loan in accordance with the terms thereof.
