The Town of Grand Bay-Westfield met in a regular session on Monday January 25, 1999 at 7:40 p.m. with Deputy Mayor Black presiding.2. RECORD OF ATTENDANCE
All members were in attendance with the exception of Mayor Losier.
Councillor Keir moved to pay Mayor Losier in her absence.
Seconded by Councillor McGowan.

5.1 LETTER OF NOVEMBER 3, 1998 FROM LORI MUMBY
SECRETARY, INGLEWOOD SCHOOL PARENT ADVISORY COMMITTEEKim McCurdy of the Inglewood School Parent Advisory Committee made a presentation
regarding the lack of safety on School Street and requested the shrubbery be cut back and
sidewalks and curbing be installed.It was the consensus of Council that a meeting be set up between the Inglewood School Parent
Advisory Committee, School District 8, the property owners adjacent to School Street, and the
Town in order to address safety issues for School Street.5.2 PRESENTATION BY EMERGENCY MEASURES ORGANIZATION
RE: 1999 BUDGET – GARY MCKAY CHAIRPERSON ATTENDINGGary McKay, Chairperson Emergency Measures Organization made a presentation to Council
regarding the Committee’s request for purchasing radios and a generator. It was the consensus
of Council that the Fire Chief and Ambulance Administrator meet to address this matter after
which they will discuss the matter with Mr. McKay and then the item will return to Council.6. MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 11, 1999
Councillor Sutton moved to adopt the minutes of the regular Council meeting of January 11, 1999
as presented.Seconded by Councillor Calvin.

RE: RED EMERGENCY RESPONSE FIXTURECouncillor McGowan moved to ratify the Telephone Poll of January 6, 1999 in that authorization
be granted for the Town Manager to sign correspondence of December, 1998
Re: Red Emergency Response Fixture and that the correspondence be forwarded to the
Office of the Fire Marshal.Seconded by Councillor Calvin.
Carried.6.2 FIRE PROTECTION SERVICES BOARD MINUTES OF DECEMBER 8, 1998
Councillor Calvin moved to receive and file the Fire Protection Services Board Minutes
of December 8, 1998.Seconded by Councillor Keir.
Carried.It was noted that the Fire Protection Services Board Minutes of December 8, 1998 are the final
minutes of the Board as the Board completed its mandate at the end of December, 1998.It was also noted that a letter will be forwarded to the Fire Protection Services Board members
thanking them for their help in bringing the Grand Bay and Westfield Fire Departments together.7. BILLS FOR PAYMENT
Councillor Calvin moved to pay the Bills for Payment enbloc for a total of $33,623.93 and approve
the Bills for Ratification for a total of $140,554.56, Grand Total $174,178.49.Seconded by Councillor McGowan.

8.1 YEARLY REPORT FOR 1998 FROM GRAND BAY-WESTFIELD VOLUNTEER
FIRE/RESCUE DEPARTMENTCouncillor Keir moved to receive and file yearly report for 1998 from the Grand Bay-Westfield
Volunteer Fire/Rescue Department.Seconded by Councillor Sutton.

Westfield Wharf back to staff for additional information.Seconded by Councillor Keir.

RE: FUNDING FOR 1999 CANADA GAMES CURLING TEAM
REPORT OF JANUARY 21, 1999 FROM RECREATION DIRECTORCouncillor Keir moved to provide funding of $300.00 to Carol Webb of Grand Bay-Westfield as
a representative of New Brunswick’s Girls Curling Team competing in the 1999 Canada Games.Seconded by Councillor Sutton.
Carried.18. REPORT OF JANUARY 14, 1999 FROM TOWN MANAGER
RE: PROCEDURES – CASH FLOW MANAGEMENTCouncillor Sutton moved the Town Manager be authorized to establish a 1999 line of credit for
the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the
Municipalities Act for an amount not to exceed $192,367 and further a 1999 line of credit with
respect to the General Operating Fund as per section 89(1)(2) of the Municipalities Act for an
amount not to exceed $97,303.Seconded by Councillor McGowan.
Carried.19. GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT
REVISED STRUCTURE AND HONORARIUM SYSTEM FOR ADOPTION BY COUNCILCouncillor McGowan moved to adopt the new organizational structure and honorarium structure
for the Grand Bay-Westfield Volunteer Fire/Rescue Department as presented.Seconded by Councillor Sutton.

RE: REZONING REQUEST – 6 CRESTWOOD DRIVE
BROUGHT FORWARD FROM JANUARY 11, 1999Councillor Keir moved to concur with the Works Commissioner in his report of January 5, 1999 in
that the rezoning package Re: 6 Crestwood Drive be forwarded to the Town Solicitor for review
and a decision on whether section 39 conditions can be applied to a property with the correct
zoning; once a reply is received the item is to be forwarded to the Planning Advisory Committee
for a recommendation.Seconded by Councillor Calvin.
