The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, March 28, 2011 with Mayor Losier presiding.

PRESENTATION BY EARL BURROWS PT, CERT. MDT RE:  SUPPORT FOR THE CANADA DAY RUN (10TH ANNIVERSARY)/RECREATION DIRECTOR’S REPORT OF MARCH 23, 2011

Deputy Mayor McGowan moved to approve the proposed Canada Day 10 miler, 10K & 5K to be held on Friday, July 1, 2011 under provisions set out in the Town’s Traffic By-law No. 80, section 6(1) subject to permission and conditions of the  Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation for the proposed route along River Valley Drive and further moved to sponsor a mile marker for the 10 Miler, 10K & 5K for a cost of $100.00.

PRESENTATION RE:  TRADE AND CONVENTION CENTRE OPERATIONS - ED BETTS, CA, TOWN REPRESENTATIVE PRESENTER

Ed Betts, CA, Town Representative, Trade and Convention Centre provided Council with information on the 2009 and 2010 operations of the facility.

Councillor Day moved to receive and file presentation by Ed Betts, Town Representative, Trade and Convention Centre.

Deputy Mayor McGowan moved to receive and file minutes of Planning Advisory Committee Meeting of March 7, 2011.

It was noted that a Town flyer would be forwarded to the residents of Grand Bay-Westfield on the dangers related to the consumption of unprotected Ground Water.

    Councillor Calvin moved to receive and file minutes of Emergency Measures Organization Meeting of February 15, 2011.

    Councillor Murphy moved to receive and file minutes of Grand Bay-Westfield Tourism Committee Meeting of January 20, 2011.

Councillor Day moved to pay Bills for Payment in the amount of $4,415.93 and Bills for Ratification in the amount of $98,599.49; Grand Total $103,015.42.

Ed Betts, CA provided Council with information on the Town of Grand Bay-Westfield Report and Financial Statements as of December 31, 2010.

Councillor Day moved to accept the Town of Grand Bay-Westfield Report and Financial Statements as of December 31, 2010 as presented and to authorize appropriate signatures.

    Seconded by Councillor Calvin.  Carried.

16. LETTER OF MARCH 10, 2011 FROM PETER ALLABY, P. ENG., TRAFFIC ENGINEER, ADI LTD. RE:  COST ESTIMATE FOR REVIEW OF BIKE LANES ON WOOLASTOOK DRIVE AND INGLEWOOD DRIVE

    Councillor Murphy moved to proceed as outlined in the letter of March 10, 2011 from Peter Allaby, P. Eng., Traffic Engineer, ADI Ltd. Re:  Cost Estimate for Review of Bike Lanes on Woolastook Drive and Inglewood Drive at a cost of $3,700.00.

17. LETTER OF MARCH 4, 2011 FROM JONATHAN TAYLOR, ASSISTANT COMMON CLERK, CITY OF SAINT JOHN RE:  RESOLUTION ADOPTED FEBRUARY 28, 2011 - ECONOMIC DEVELOPMENT TASK FORCE

    Deputy Mayor McGowan moved to receive and file letter of March 4, 2011 from Jonathan Taylor, Assistant Common Clerk, City of Saint John Re:  Resolution Adopted February 28, 2011 - Economic Development Task Force.

    It was noted that Mayor Losier has been appointed a nonvoting member of the Economic Development Task Force.

Councillor Calvin moved authorization for payment of relevant invoice in the amount of $12,351.74 for Commercial Core Collector Roadway (Colonel Nase Boulevard) Grand Bay-Westfield, NB, RDC Project Nos. 4253.037.013 and 9135.200.001, Project No. 010-149, Claim #21 per letter of March 15, 2011 from Stephanie B. Patterson, P. Eng., Dillon Consulting.

    Councillor Likely moved authorization for payment of relevant invoice in the amount of $5,639.98 per letter of March 16, 2011 from Stephanie B. Patterson, P. Eng., Dillon Consulting Re:  Storm Sewer Improvements 2010 Inglewood Drive - Woolastook Drive, Grand Bay-Westfield, NB, Project No. 10-3270, Report No. 10.

21.  EMAIL OF MARCH 22, 2011 FROM COUNCILLOR LIKELY RE:  COUNCIL PROCEDURES

    Councillor Murphy moved to advise the residents of Grand Bay-Westfield in a Town flyer that regular Council meetings are held the second and fourth Monday of each month and that a question and answer period is held following the close of Council meetings for a time period at the discretion of the Mayor.

    Seconded by Councillor Day.  Carried.

23. LETTER OF MARCH 18, 2011 FROM PAT GALLAGHER JETTE, CHAIR, FUNDY REGION SOLID WASTE COMMISSION (FRSWC) RE:  COMMISSIONERS TERM - FRSWC

    Councillor Day moved to advertise the position of Commissioner with the Fundy Region Solid Waste Commission, to include a requirement for a Financial/Accounting background and support for the views of Council, and further moved to forward a letter of thanks to Richard McLean for his three terms of service as Commissioner for the FRSWC.

    Seconded by Councillor Murphy.  Carried.

24. LETTER OF MARCH 23, 2011 FROM LAUREL REID, HERITAGE SUB-COMMITTEE OF THE GRAND BAY-WESTFIELD TOURISM COMMITTEE RE:  HISTORIC PLACES INITIATIVE - FOUR (4) ADDITIONAL LOCAL HISTORIC PLACES RECOMMENDED FOR THE NEW BRUNSWICK REGISTER OF HISTORIC PLACES

    Councillor Murphy moved authorization for four (4) additional properties for the New Brunswick Register of Historic Places as recommended per letter of March 23, 2011 from Laurel Reid, Heritage Sub-committee of the Grand Bay-Westfield Tourism Committee as follows:

1.Westfield Beach
2.Nase Cemetery
3.Connelly House (Old Stagecoach House)
4.Edward and Diane Stephenson Home

with authorization for appropriate signatures on relevant documents.

25. RECREATION DIRECTOR’S REPORT OF MARCH 22, 2011 RE:  MUNICIPAL SWIMMING BEACH

    Councillor Day moved that the Recreation Director’s report of March 22, 2011 and the previous staff report dated February 3, 2011 Re:  Peter Lacey letter received January 24, 2011 be forwarded to Gwen McKay of Amulet Consulting to be considered as part of the recommendations for the Recreation Master Plan Update currently underway and also to forward a letter to Peter Lacey informing him of the current status of his request.
