The Town of Grand Bay-Westfield Council met in a Regular Session on Tuesday, May 24, 2011 with Mayor Losier presiding.

Councillor Day moved to approve the agenda of Tuesday, May 24, 2011 and add Item No. 26.a - Inglewood and Woolastook Project Budget Update.

    Councillor Murphy moved to support the ecoMobility Project for Sustainable Alternative Transportation Re:  Commuter Challenge per email of May 9, 2011 from Craig Campbell, Coordinator by promoting the Commuter Challenge by advising residents of the Challenge by a Town flyer and to provide ballots on the Comex bus and to add a section on the Town website to be filled out if a resident has used an alternate mode of transportation during the week of June 5 - 11 (prizes to be determined).

    Councillor Murphy moved to receive and file letter of May 3, 2011 from Hon. Jody Carr, Minister, Education and Early Childhood Development Re:  Construction of a New School.

LETTER OF APRIL 28, 2011 FROM HON. MARGARET-ANN BLANEY, MINISTER OF ENVIRONMENT RE:  ENVIRONMENTAL TRUST FUND SUPPORT

    Councillor Murphy moved to receive letter of April 28, 2011 from Hon. Margaret-Ann Blaney, Minister of Environment Re:  Environmental Trust Fund Support and to refer correspondence to Town staff to proceed with the project and advise Council if a change is required in the scope of the project due to only partial funding.

Councillor Day moved authorization for payment of relevant invoice in the amount of $24,413.30 to Dillon Consulting Ltd. for Commercial Core Collector Roadway (Colonel Nase Boulevard) Grand Bay-Westfield, NB, RDC Project Nos. 4253.037.013 and 9135.200.001, Project No. 010-149, Claim #24.

LETTER OF MAY 6, 2011 FROM CLAYTON ROGERS, P. ENG., DILLON CONSULTING LTD. RE:  SIDEWALK CROSS SLOPE SURVEY REPORT - BROUGHT FORWARD FROM MAY 9, 2011/SIDEWALK CROSS SLOPE SURVEY REPORT DATED MAY 18, 2011/RELEVANT TOWN FILE DATA

    Clayton Rogers, P. Eng., Dillon Consulting Ltd provided information to Council regarding the Sidewalk Cross Slope Survey Report.

    Councillor Calvin moved to refer the May 6, 2011 Sidewalk Cross Slope Report to Town staff for a recommendation back to Council at the June 13, 2011 Council meeting.


    Seconded by Councillor Murphy. 

    Councillor Likely moved to amend the main motion by adding:  with the recommendation to reflect remaining on Town right of ways to address any sidewalk slope conditions.

    Councillor Murphy moved to adopt the revised Municipal Emergency Response Plan - Severe Flood, effective May 24, 2011.

    Councillor Day moved to award the contract for Asphalt Resurfacing 2011, Inglewood Drive and Woolastook Drive, Grand Bay-Westfield, NB, Project No. 11-4750 to the low tenderer, Classic Construction Ltd., for the Tender Price of $979,767.83 (HST included).

24. LETTER OF MAY 18, 2011 FROM KENNETH W. HANNAH, P. ENG., DILLON CONSULTING LTD. RE:  ROADWAY CONSTRUCTION 2011 PHASE, COLONEL NASE BOULEVARD, PROJECT NO. 09-2712 C

    Deputy Mayor McGowan moved to award the contract for Roadway Construction 2011 Phase, Colonel Nase Boulevard, Project No. 09-2712 C to the low tenderer, Debly Enterprises Limited, for the Tender Price of $1,312,650.00 (HST  included).

LETTER OF MAY 18, 2011 FROM CLAYTON ROGERS, P. ENG., DILLON CONSULTING LTD. RE:  RETAINING WALLS, WALKING TRAIL 09-2797 (A), CERTIFICATE NO. 2, FINAL COMPLETION

    Councillor Murphy moved to approve payment of Certificate No. 2 in the amount of $4,683.57 to L. Halpin Excavating Limited per letter of May 18, 2011 from Clayton Rogers, P. Eng., Dillon Consulting Ltd. Re:  Retaining Walls, Walking Trail 09-2797 (A).

26. MEMORANDUM OF MAY 17, 2011 FROM THE PLANNING ADVISORY COMMITTEE (PAC) RE:  PAC SUMMER MEETING SCHEDULE

    Councillor Day moved to receive and file memorandum of May 17, 2011 from the Planning Advisory Committee (PAC) Re:  PAC Summer Meeting Schedule.

    Seconded by Councillor Murphy.  Carried.

    It was noted July 4 and August 15 PAC meetings have been cancelled.

26.a INGLEWOOD AND WOOLASTOOK  - PROJECT BUDGET UPDATE   
   
    Councillor Murphy moved to authorize Dillon Consulting Ltd. to obtain a price from the two current Contractors to proceed with additional concrete curb and gutter on east side of Woolastook Drive and further moved to authorize the following additional contract work: replace existing curb and gutter and widen Woolastook  Drive northern section (civic No. 27 to Veterinary Clinic), replacement of displaced curb sections east side of Woolastook Drive (100m), replace portion of existing culvert (Woolastook Drive north of June), and various culvert extensions - Inglewood Drive to accommodate 9m width  per letter of May 5, 2011 from Clayton Rogers, P. Eng, Dillon Consulting Ltd.

    Seconded by Councillor Likely.  Carried.
