The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, November 28, 2011 with Mayor Losier presiding.

Councillor Day moved to approve the agenda of Monday, November 28, 2011 as presented.

Heather Campbell and Katie Bowden provided information to Council regarding the Brundage Point River Centre Sales and Marketing Strategy.

Councillor Murphy moved to receive the Brundage Point River Centre Sales and Marketing Strategy dated October 18, 2011 and forward the document to the Tourism Committee for their feedback.

    Councillor Murphy moved to receive and file email of November 14, 2011 from Rick Wasson, 1st Westfield Scouts Re:  Refuse Clean Up and to acknowledge their efforts in a Town flyer.

19. SEVERE WINTER STORM, MUNICIPAL EMERGENCY RESPONSE PLAN

    Councillor Murphy moved to authorize signatures on the Severe Storm Municipal Emergency Response Plan subject to changes in Section 5 for the Second Stage being to include a reference to the Emergency Alert System and a notification to Mayor and Council.

EMAIL OF NOVEMBER 18, 2011 FROM C. MEAHAN MACPHERSON, ARCHITECTURAL TECHNOLOGIST, EXP SERVICES INC. RE:  SUBSTANTIAL PERFORMANCE FIELD REPORT, ENERGY RETROFIT PROJECT NUMBER 11-EPI

    Councillor Murphy moved to approve payment to JDA Electric in the amount of $49,599.94 per email of November 18, 2011 from C. Meahan MacPherson, Architectural Technologist, exp Services Inc. Re:  Substantial Performance Field Report, Energy Retrofit Project Number 11-EPI.

    Seconded by Councillor Calvin.  Carried.

21. RECREATION DIRECTOR’S REPORT OF NOVEMBER 21, 2011 RE:  JANITORIAL SERVICES FOR 2012

    Deputy Mayor McGowan moved to approve the renewal with Liam Beddow Cleaning for Janitorial Services for the amount of $2,340.00 plus applicable taxes per month for the period of January 1, 2012 to December 31, 2012.

    Seconded by Councillor Likely.  Carried.

22. DEVELOPMENT OFFICER’S AND WORKS COMMISSIONER’S REPORT OF NOVEMBER 21, 2011 RE:  SUNNYSIDE DRIVE, PROPERTY PID NO. 00461855

    Councillor Day moved to respond to the Provincial request per letter dated November 15, 2011, in that the Town is interested in acquiring property identified as PID No. 00461855, “as is, where is”, for the estimated value of $500.00 plus HST as well as registration fees and any required survey costs subject to the necessary departmental approval.

    Seconded by Deputy Mayor McGowan.  Carried.

RECREATION DIRECTOR’S REPORT OF NOVEMBER 22, 2011 RE:  RECREATION MASTER PLAN BY AMULET CONSULTING LTD.

    Councillor Murphy moved to:

1.to explore the programming recommendations with an outside existing entity such as the YM/YWCA with existing program experience to determine the alternatives for programs prior to expanding the mandate for the proposed Community Services Department; 

2. that all future facility recommendations be referred to Capital Budget Requests such as:

Feasibility Study for the Multi Purpose Community Centre for a designated Community Elementary School;

a comprehensive long-term community active transportation strategic plan for non-motorized use;

Feasibility Study to convert one of the existing Elementary Schools into a Community Centre;

Facility Clustering Plan of all future facilities at the River Valley Middle School and River Valley Community Center;

Design and Development of a Bike Park.

3.  recommend to accept the Grand Bay-Westfield Community Services Master Plan as prepared by Amulet Consulting Ltd.

    Councillor Likely moved to approve Commercial Core Collector Roadway (Colonel Nase Boulevard) Grand Bay-Westfield, NB, RDC Project Nos. 4253.037.013 and 9135.200.001, Project No. 010-149, Claim No. 34 in the amount of $247,802.13 with authorization for payment of relevant invoices per letter of November 23, 2011 from Stephanie B. Patterson, P. Eng., Dillon Consulting Ltd.

    Seconded by Councillor Murphy.  Carried.

25. FACSIMILE OF NOVEMBER 25, 2011 FROM SAINT JOHN ANIMAL RESCUE LEAGUE RE:  CONDITIONS OF SHELTER AGREEMENT FOR THE TOWN OF GRAND BAY-WESTFIELD

    Councillor Day moved to approve signatures for renewal of contract with the Saint John Animal Rescue League per facsimile of November 25, 2011 from the Animal Rescue League Re:  Conditions of Shelter Agreement for the Town of Grand Bay-Westfield.

    Seconded by Councillor Likely.  Carried.
